The Executive Order establishes new standards for AI safety and security, protects Americans\u2019 privacy, advances equity and civil rights, stands up for consumers and workers, promotes innovation and competition, advances American leadership around the world, and more, the White House said.<\/p>\n<p>The Executive Order directs the following actions:<\/p>\n<p><strong>New Standards for AI Safety and Security<\/strong><\/p>\n<ul>\n<li>Require that developers of the most powerful AI systems share their safety test results and other critical information with the U.S. government.<\/li>\n<li>Develop standards, tools, and tests to help ensure that AI systems are safe, secure, and trustworthy.<\/li>\n<li>Protect against the risks of using AI to engineer dangerous biological materials\u00a0by developing strong new standards for biological synthesis screening.<\/li>\n<li>Protect Americans from AI-enabled fraud and deception by establishing standards and best practices for detecting AI-generated content and authenticating official content.<\/li>\n<li>Establish an advanced cybersecurity program to develop AI tools to find and fix vulnerabilities in critical software.<\/li>\n<li>Order the development of a National Security Memorandum that directs further actions on AI and security,\u00a0to be developed by the National Security Council and White House Chief of Staff.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Protecting Americans\u2019 Privacy<\/strong><\/p>\n<ul>\n<li>Protect Americans\u2019 privacy by prioritizing federal support for accelerating the development and use of privacy-preserving techniques.<\/li>\n<li>Strengthen privacy-preserving research\u00a0and technologies,\u00a0such as cryptographic tools that preserve individuals\u2019 privacy, by funding a Research Coordination Network to advance rapid breakthroughs and development.<\/li>\n<li>Evaluate how agencies collect and use commercially available information.<\/li>\n<li>Develop guidelines for federal agencies to evaluate the effectiveness of privacy-preserving techniques,\u00a0including those used in AI systems.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Advancing Equity and Civil Rights<\/strong><\/p>\n<ul>\n<li>Provide clear guidance to landlords, federal benefits programs, and federal contractors\u00a0to keep AI algorithms from being used to exacerbate discrimination.<\/li>\n<li>Address algorithmic discrimination\u00a0through training, technical assistance, and coordination between the Department of Justice and Federal civil rights offices on best practices for investigating and prosecuting civil rights violations related to AI.<\/li>\n<li>Ensure fairness throughout the criminal justice system\u00a0by developing best practices on the use of AI in sentencing, parole and probation, pretrial release and detention, risk assessments, surveillance, crime forecasting and predictive policing, and forensic analysis.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Standing Up for Consumers, Patients, and Students<\/strong><\/p>\n<ul>\n<li>Advance the responsible use of AI\u00a0in healthcare and the development of affordable and life-saving drugs.<\/li>\n<li>Shape AI\u2019s potential to transform education\u00a0by creating resources to support educators deploying AI-enabled educational tools, such as personalized tutoring in schools.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Supporting Workers<\/strong><\/p>\n<ul>\n<li>Develop principles and best practices to mitigate the harms and maximize the benefits of AI for workers\u00a0by addressing job displacement; labor standards; workplace equity, health, and safety; and data collection.<\/li>\n<li>Produce a report on AI\u2019s potential labor-market impacts, and\u00a0study and identify options for strengthening federal support for workers facing labor disruptions, including from AI.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Promoting Innovation and Competition<\/strong><\/p>\n<ul>\n<li>Catalyze AI research across the United States\u00a0through a pilot of the National AI Research Resource.<\/li>\n<li>Promote a fair, open, and competitive AI ecosystem\u00a0by providing small developers and entrepreneurs access to technical assistance and resources.<\/li>\n<li>Use existing authorities to expand the ability of highly skilled immigrants and nonimmigrants with expertise in critical areas to study, stay, and work in the United States\u00a0by modernizing and streamlining visa criteria, interviews, and reviews.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Advancing American Leadership Abroad<\/strong><\/p>\n<ul>\n<li>Expand bilateral, multilateral, and multistakeholder engagements to collaborate on AI.<\/li>\n<li>Accelerate development and implementation of vital AI standards\u00a0with international partners and in standards organizations.<\/li>\n<li>Promote the safe, responsible, and rights-affirming development and deployment of AI abroad to solve global challenges,\u00a0such as advancing sustainable development and mitigating dangers to critical infrastructure.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Ensuring Responsible and Effective Government Use of AI<\/strong><\/p>\n<ul>\n<li>Issue guidance for agencies\u2019 use of AI,\u00a0including clear standards to protect rights and safety, improve AI procurement, and strengthen AI deployment.<\/li>\n<li>Help agencies acquire specified AI products and services\u00a0faster, more cheaply, and more effectively through more rapid and efficient contracting.<\/li>\n<li>Accelerate the rapid hiring of AI professionals\u00a0as part of a government-wide AI talent surge led by the Office of Personnel Management, U.S. Digital Service, U.S. Digital Corps, and Presidential Innovation Fellowship.<\/li>\n<\/ul>\n<p>The Administration will work with allies and partners abroad on a strong international framework to govern the development and use of AI.<\/p>\n<p>Source: White House<\/p>\n<p><em>Your competitors read IC News each day.
