{"id":23121,"date":"2019-06-24T08:37:02","date_gmt":"2019-06-24T12:37:02","guid":{"rendered":"https:\/\/intelligencecommunitynews.com\/?p=23121"},"modified":"2019-06-24T08:37:19","modified_gmt":"2019-06-24T12:37:19","slug":"nist-updates-cybersecurity-guidance-for-sensitive-information","status":"publish","type":"post","link":"https:\/\/intelligencecommunitynews.com\/nist-updates-cybersecurity-guidance-for-sensitive-information\/","title":{"rendered":"NIST updates cybersecurity guidance for sensitive information"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An update\nto one of the National Institute of Standards and Technology\u2019s (NIST)\ninformation security documents offers strategies to help protect sensitive\ninformation that is stored in computers supporting critical government programs\nand high value assets, NIST announced June 19.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\ndocument, entitled&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-171\/rev-2\/draft\"><em>Draft NIST Special Publication (SP) 800-171 Revision 2: Protecting\nControlled Unclassified Information in Nonfederal Systems and Organizations<\/em><\/a>,&nbsp;now has a new draft companion\npublication,&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-171b\/draft\"><em>NIST SP 800-171B<\/em><\/a>, that&nbsp;offers additional recommendations for\nhandling Controlled Unclassified Information (CUI) in situations where that\ninformation runs a higher than usual risk of exposure. CUI includes a wide\nvariety of information types, from individuals\u2019 names or Social Security\nnumbers to critical defense information.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When CUI\nis part of a critical program or a high value asset \u2014 such as a weapons system \u2014\nit can become a significant target for high-end, sophisticated adversaries. In\nrecent years, these programs and assets have been subjected to an ongoing\nbarrage of serious cyberattacks, prompting the Department of Defense to request\nadditional guidance from NIST.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cWe\nneed to provide safeguards and countermeasures that can stand up to these\nattacks,\u201d said NIST\u2019s Ron Ross, one of the publication\u2019s authors. \u201cWe are\nrequesting comments on this initial public draft, which we hope will help\norganizations protect CUI against our most advanced and persistent\nadversaries.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NIST is\naccepting comments on both SP 800-171 Rev. 2, which received minor editorial\nupdates, and SP 800-171B until July 19, 2019. In the future, NIST plans to\nissue &nbsp;final versions of both publications. In addition,&nbsp;a previously\navailable companion document,&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-171a\/final\"><em>NIST SP 800-171A<\/em><\/a>, will&nbsp;be updated&nbsp;with new assessment\nprocedures for the enhanced security requirements.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original\nversion of SP 800-171&nbsp;<a href=\"https:\/\/www.nist.gov\/news-events\/news\/2015\/06\/nist-publishes-final-guidelines-protecting-sensitive-government-information\">appeared in 2015<\/a>&nbsp;and provided 110 recommended requirements to\nensure the confidentiality of CUI\u202fresiding on the computers of contractors and\nother organizations that interact with the government. The guidance in SP\n800-171 supports more consistent and robust security implementations across the\nfederal government\u2019s supply chain. Over 60,000 unique business entities that\nserve as defense contractors are&nbsp;<a href=\"https:\/\/www.acq.osd.mil\/dpap\/policy\/policyvault\/USA002829-17-DPAP.pdf\">required to implement\u202fNIST SP 800-171<\/a>\u202fto protect CUI in their systems\nand networks. (NIST hosted a&nbsp;<a href=\"https:\/\/www.nist.gov\/news-events\/events\/2018\/10\/controlled-unclassified-information-security-requirements-workshop\">daylong webinar on CUI<\/a>&nbsp;in October 2018, offering background on the\noriginal NIST SP 800-171 requirements.)&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To\naddress CUI in nonfederal systems and organizations that support critical\nprograms or that form part of a high value asset, NIST has created&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-171b\/draft\"><em>SP 800-171B<\/em><\/a>, which offers 32&nbsp;recommended enhanced\nsecurity requirements. This new companion publication&nbsp;does not alter the\noriginal guidance in the 2015 version, but simply provide additional tools to\nhelp deal with what are considered \u201cadvanced persistent threats\u201d \u2014 those\nadversaries who possess the expertise and resources to play the long game of\ncyber warfare. They often attempt to establish long-term footholds within a\ntarget\u2019s infrastructure to steal information or undermine critical aspects of\nits mission, sometimes years after the initial breach.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen\nthis happens, you need additional safeguards and countermeasures to confuse,\ndeceive, mislead and impede the adversary,\u201d Ross said. \u201cThe strategies\nin&nbsp;SP 800-171B can&nbsp;help you take away the adversary\u2019s tactical\nadvantage and protect and preserve your organization\u2019s high value assets and\ncritical programs, even after the adversary has penetrated your system.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe game\nis not lost after that initial penetration or breach,\u201d he said. \u201cIt\u2019s just\nbeginning.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nrequirements in&nbsp;SP 800-171B&nbsp;are largely drawn from two other draft\npublications,&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-160\/vol-2\/draft\"><em>NIST SP 800-160 Vol. 2<\/em><\/a>&nbsp;and&nbsp;<a href=\"https:\/\/csrc.nist.gov\/publications\/detail\/sp\/800-53\/rev-5\/draft\"><em>NIST SP 800-53 Rev. 5<\/em><\/a>, both of which NIST is developing to help engineer\nsecurity into information systems.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross\ncautioned that only a small fraction of organizations would need to employ the\nnew requirements.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s\nimportant to recognize that these requirements will only be levied upon a small\npercentage of programs and assets,\u201d he said. \u201cDetermining what those are is up\nto individual federal departments and agencies.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recognizing\nthat many contractors do not have the in-house resources to implement the requirements\nfully, the revised draft indicates how an organization might use appropriate\nthird-party contractors to perform specific tasks such as evaluating an\norganization\u2019s resiliency to cyberattack or providing a Security Operations\nCenter capability. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross also\nsaid that the requirements could be applied on a voluntary basis far beyond the\nworld of government contracting, including in critical infrastructure systems.\n&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEveryone has high value assets, from small businesses to Fortune 500 companies,\u201d he said. \u201cThese enhanced defenses are great tools for anyone to use. We do our jobs primarily for the federal government, but everyone gets to take advantage of NIST\u2019s cybersecurity guidance.\u201d \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Source:
