On May 14, the Air Force Research Laboratory (AFRL) posted a draft solicitation for the multiple-award contract. Responses are due by 4:00 p.m. Eastern on June 15.

AFRL Procurement Headquarters (PK), located at 1864 4th St, Building 15, Wright-Patterson AFB, OH 45433, is announcing a DRAFT solicitation for the AFRL Multiple Award Indefinite Delivery/Indefinite Quantity (AMAC) contract vehicle.

The AFRL Multiple Award Contract (MAC) vehicle is intended for streamlined acquisition of Science and Technology (S&T) across all technology areas relevant to the Air Force Research Laboratory (AFRL). The AMAC aims to facilitate rapid and efficient technology development, ultimately advancing the state-of-the-art for the United States Air Force and Space Force.

The goal is to provide AFRL with flexible and responsive access to a diverse pool of qualified contractors capable of performing work in any of the below technical areas of interest as well as emerging areas of interest. The secondary objective is to provide a streamlined and standardized acquisition vehicle to be used across AFRL.

AFRL is actively seeking industry input, opinions and responses to the provided draft documentation. Constructive feedback from industry partners is highly encouraged to help refine and finalize the solicitation.

On May 21, the U.S. Army posted a request for information for the Validation of Emerging Defense & Detection Equipment for Readiness (VEDDER) Prototype Accelerator. Responses are due by 1:00 p.m. Eastern on May 27.

The United States and the Portfolio Acquisition Executive-Layered Protection &Integration (PAE-LPI) is engaged in a critical, persistent innovation race against strategic competitors, most notably the People’s Republic of China (PRC), which leverages Military-Civil Fusion to mandate the immediate transfer of commercial breakthroughs to military applications. Traditional Department of War (DoW) acquisition models operating on 7-to-15-year timelines are structurally incapable of pacing the threat in rapidly evolving domains like biotechnology and artificial intelligence (AI).

To maintain technological overmatch and secure the United States’ biotechnology ecosystem (projected to exceed $1.5 trillion), the Government requires an asymmetric response that harnesses the dynamic, free-market ecosystem of private capital, academia, and commercial enterprise. Drawing inspiration from venture-backed intelligence community models, this Other Transaction Agreement (OTA) establishes a public-private nexus.

The objective of this OTA is to establish a technology accelerator with a 501(c)(3) partner. Supported by Government investment, this accelerator will speed the prototyping of new technologies; specifically medical countermeasures (MCMs), by bridging the private sector, elite national High-Performance Computing (HPC) resources, and the Government.

On May 20, the U.S. Army Combat Capabilities Development Command (DEVCOM) Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center announced its 2026 Industry Expo.

The C5ISR Center is hosting an engagement event open to all of industry, for the purpose of providing two-way collaboration on current and future technologies.

  1. Who: The intended audience includes active and prospective industry partners. No media will be invited to attend.
  2. When/Where: The two-day event is Tuesday 25 August – Wednesday 26 August. It will be held fully in-person at Aberdeen Proving Ground, in both the Myer Auditorium and the APG Recreation Center gymnasium.
  3. Purpose: The Army has been undergoing significant change over the last year focused heavily on increasing the speed with which capabilities are delivered to Soldiers and reducing bureaucratic challenges along the way. Through ongoing Continuous Transformation and Acquisition Reform, paired with strategic organizational realignments for Forge Generation, Force Development and Force Design, the Army is adapting faster than ever to sustain asymmetric advantage and remain resilient against emerging threats. A key tenet to the success of these efforts is the close partnership and collaboration with the Army’s industrial base. This year’s Industry Expo will offer insights to critical science and technology (S&T) efforts across the Center’s core competencies and aid industry in identifying how to best invest internal research and development (IR&D) funds supporting these activities.
  4. Format: The event will utilize a dual approach in delivery. The C5ISR Center will present key S&T efforts and investment / technology thrust areas through panels and slide presentations (day one) and then transition to a symposium-style format (day two) with booths representing technology areas across the Center to facilitate a two-way dialogue.
  5. Registration: Each business entity (per each CAGE Code) will be entitled to register five (5) representatives to attend the event. Registration opens 0900 on Monday 15 June 2026 and may be accessed through the following link: https://c5isrcenter.devcom.army.mil/c5isr-expo-2026/

On May 19, the United States Marine Corps (USMC) posted a request for information (RFI) for an insider threat monitoring tool. Responses are due by 10:00 a.m. Eastern on May 29.

USMC is seeking information from interested organizations on capabilities in the marketplace for the maintenance, enhancement, and expansion of the Insider Threat Program Monitoring Tool.

As part of the Marine Corps Insider Threat Program, there is a Monitoring Tool used to detect insider threats on the Marine Corps Enterprise Network (MCEN). The information compiled from these sources, integrated with information from various other sources (e.g., human resources, law enforcement, and counterintelligence) supports analysis and response to counter insider threats on the MCEN. This effort is specific to the monitoring tool application maintenance, capability enhancement, and expansion.

The Marine Corps Insider Threat Program’s Monitoring Tool is mostly fielded. The platform includes the following capabilities:

  1. User Activity Monitoring (UAM)
  2. Behavioral Analytics Platform (User Behavior)
  3. Case Management System

 

To support the USMC Insider Threat Program, the contractor shall field the Behavioral Analytics Platform, operate, enhance, expand, and sustain a comprehensive Insider Threat Monitoring System.

On May 15, the Defense Advanced Research Projects Agency (DARPA) posted the solicitation for the Disruption through Intelligent Strategies, Counter Options, and Resilient Defenses (DISCORD) program. Proposals are due by 3:00 p.m. Eastern on July 9.

DARPA is soliciting innovative proposals that leverage: abstraction of physics based reduced order modeling, AI-driven simulation with edge compute, advances in online model-predictive control and online dynamics learning, recurrence quantification analysis, simulation with live sensor data, and game theory / theory of behavior.

The DISCORD program aims to develop an Artificial Intelligence (AI)-native approach for rapid generation of tactical options from both live sensor data and high-fidelity simulation. The goal is to provide commanders with a portfolio of diverse strategies that can pivot dynamically in response to evolving conditions. DISCORD is designed to produce explainable outcomes that human operators and commanders can validate, fostering trust in AI-driven decision support.

DISCORD is intended to continuously adapt to changes in the operational environment, producing robust strategies that can pivot dynamically in response to evolving conditions. By discovering a wide range of superior and genuinely diverse strategies, rather than just a single optimized solution, the engine will help create true strategic flexibility. Importantly, this flexibility will afford commanders the power and freedom to exercise their own tactical judgment—born of hard-earned experience, training, and operational art—in ways that adversaries cannot poison, stymie, or accurately predict.

DISCORD is a 24-month program organized into two 12-month phases. DARPA anticipates selecting multiple performers. The DARPA DISCORD effort implements Ender’s Foundry, one of several warfighting Pace-Setting Projects (PSPs) established by the Department of War. Ender’s Foundry’s intent is to accelerate AI-enabled simulation capabilities to ensure the U.S. stays ahead of AI-enabled adversaries.

On May 15, the National Geospatial-Intelligence Agency (NGA) posted a request for information (RFI) for HATTERAS. Responses are due by 1:00 p.m. Eastern on June 3, according to SAM.gov.

The HATTERAS RFI is posted on the classified Intelligence Community Acquisition Research Center (ARC) website at https://acq-ui.ace.proj.nro.ic.gov.

Interested parties must have a TS/SCI clearance as this effort is being posted on the classified ARC website. You must also have a classified ARC account, to access the classified ARC website. On May 14, the Department of Homeland Security (DHS) posted a request for information (RFI) for intelligence program management support for technology pilots and capabilities. Questions are due by 12:00 p.m. Eastern on May 19. Responses are due by 5:00 p.m. Eastern on May 26.

The U.S. Border Patrol (USBP) operates in a dynamic threat environment characterized by global terrorism, transnational crime, and changing political and economic conditions, all of which drive increasing volumes and complexity of cross-border activity. To meet these challenges, USBP prioritizes enhanced intelligence and data-driven capabilities to generate timely, accurate, and actionable information that enables the identification, disruption, and dismantlement of threat networks. These capabilities include tools, data services, and related technologies that support the collection, processing, analysis, and dissemination of information derived from a broad range of sources, including publicly available information.

Within this environment, Open-Source Intelligence (OSINT) capabilities play a critical role in leveraging publicly available information to support intelligence production, targeting, and vetting. USBP must be able to collect, triage, process, and analyze large volumes of publicly available information and integrate OSINT-derived insights with other intelligence and law enforcement information, while ensuring that the use of OSINT remains consistent with applicable laws, policies, and oversight requirements.

Separately, the USBP Strategic Collaboration Group (SCG) leads the identification, piloting, and evaluation of advanced technology solutions, such as those supporting vehicle identification and tracking, digital media exploitation, radio frequency signal detection and geolocation, maritime domain awareness, vehicle counter-surveillance, and AI-enabled analytic workflows to enhance situational awareness and agent safety. As the volume, variety, and velocity of available data continue to grow, SCG must ensure that these technology pilots and related capabilities can effectively exploit emerging data sources and technologies in support of USBP’s mission.

To maximize the effectiveness of its intelligence and technology capabilities, the USBP requires a deliberate and coordinated approach to the planning, governance, and integration of these capabilities, ensuring they are fully aligned with broader intelligence and operational priorities. The USBP Headquarters Intelligence Division (INTEL) requires program management support to strengthen its ability to efficiently acquire, implement, and sustain platforms and tools that enhance analytic tradecraft, improve targeting and vetting workflows, and increase the speed and quality of intelligence support to operations that protect the homeland.

On May 13, the Air Force Life Cycle Management Center (AFLCMC) posted a request for information (RFI) for a GEOINT AI/ML Algorithm (Maverick). Responses are due by 5:00 p.m. Eastern on June 18.

AFLCMC’s Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Division requires site support functions and logistics sustainment necessary to maintain capabilities for Global Network Systems. Through this requirement, the Government is seeking individuals with strong background and experience with algorithm management.

These individuals must be able to perform higher integration and orchestration functions in the management and oversight of the architecture, its systems and programs. They must also possess an exceptional understanding of the fundamental principles of algorithm invocation and workflows for processing against geospatial imagery and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Interested parties are requested to respond to this RFI by providing a company capability statement pertaining to relevant areas of expertise, including (but not limited to:

  • GEOINT AI/ML Algorithm Orchestration Framework
  • GEOINT AI/ML Exploitation Applications
  • GEOINT AI/ML Algorithm Storefront & Repository Integration

 

Only prime contractors shall complete a capability statement; however, prime contractors are able to include information provided by their subcontractors in their response.

On May 12, the U.S. Army posted a special notice about the Threat Coordination Group Supporting Army Command and Control/Counter-Command and Control Portfolio Acquisition Executive Efforts. Responses are due by 5:00 p.m. Eastern on May 29.

The Government intends to convene a Threat Coordination Group (TCG) to facilitate dialogue with cleared industry partners regarding emerging and evolving threats relevant to the Command and Control (C2)/Counter-C2 portfolio. The objective is to enhance shared understanding of the future threat environment to inform capability development and capture requirements for additional information, intelligence data, and threat models.

The TCG is intended to facilitate informed, two-way dialogue between Government intelligence analysts and industry to improve shared understanding of the evolving threat environment and its implications for capability development, modernization, and risk management across the armor ground maneuver portfolios.

The TCG will address global technology trends relevant to acquisition decision-making, including but not limited to:

  • Peer and near-peer technology trends
  • Threat electronic warfare and cyber capabilities
  • Survivability and lethality challenges in contested environments
  • Counter-UAS, Counter-GPS and emerging threat considerations

The event will include a Keynote from Commander, NAVWAR; IWRP program and consortium updates; technical briefs; and one-on-one break-out sessions with scheduled IWRP Consortium Members. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information-warfare focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium Members.

This is not a Request for Prototype Projects, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the below projects, you must be a member of the IWRP Consortium.
