WAEDS supports the Defense Intelligence Agency’s (DIA) Defense Counterproliferation Office and the Defense Threat Reduction Agency (DTRA) to provide CWMD intelligence analysis, including production and dissemination, visualization, web development, business analytics, intelligence business operations, and compartmented programs support to the analytic workforce. This task order will provide the bulk of the intelligence community and the Department of Defense’s (DOD) WMD and CWMD intelligence analysis and intelligence support to critical operations through highly technical and scientific skillsets.

Booz Allen brings highly technical skillsets to WAEDS, including intelligence analysis across all functional disciplines, WMD expertise, data science, and language-enabled analysis. The company will also apply expertise spanning cybersecurity, physics, missile systems, and other advanced technologies to strengthen U.S. national security. Work on the contract will take place primarily in Reston and Fort Belvoir, Virginia, with additional locations across the United States and globally.

Secretary Kirstjen Nielsen established the DHS Countering Weapons of Mass Destruction (CWMD) Office in December 2017 in one of the most significant reorganizations of the Department in a decade. If enacted into law, this legislation would permanently establish the office and grant it new authorities to protect the American people against evolving WMD threats. The CWMD Office is currently led by Assistant Secretary James F. McDonnell, who was appointed by President Trump in May 2018.

“The United States faces rising danger from terrorist groups and rogue nation states who could use weapons of mass destruction to harm Americans,” said Secretary Nielsen. “Although DHS has broad authorities to guard against radiological and nuclear dangers, we don’t have the authorities we need to do the same against biological and chemical threats. We must stay a step ahead of our enemies, and this legislation would help us do that. Constellation represents a U.S. Government interagency effort to develop a holistic and global capability to continuously assess WMD threats and identify opportunities to proactively counter those threats. The program is designed to strengthen global situational awareness of combating weapons of mass destruction efforts and threats by providing a common environment for data sharing, analysis, and threat evaluation. Through Constellation, U.S. Government agencies will be able to increase access and share information about strategies, plans, operations and activities to combat WMD threats. The program also is expected to strengthen collaboration among interagency and international partners to build capabilities and counter WMD threats.

The Defense Threat Reduction Agency (DTRA) is preparing to issue a formal Request for Proposal to prospective contractors who could help the agency provide better situational awareness for its efforts to counter weapons of mass destruction (WMD), improve its operations and strengthen its information systems.

DTRA held an industry day last December to brief prospective vendors on the goals and requirements that underpin this forthcoming contract. The agency hopes to issue the final RFP in March 2014 and award a single indefinite delivery / indefinite quantity contract in approximately August 2014, says a notice DTRA published on Feb. 19.

The contract would have a “ceiling amount” of $95.5 million, the notice explains, and a performance period of five years, followed by a possible two-year option period and another one-year option period.

The industry day briefing was conducted by DTRA’s threat intelligence department. The agenda for that industry day event included descriptions of the contract requirements for Intelligence, Modeling and Simulation Support; Operations Support for DTRA’s Joint Operations Center; and Information Systems Support.

The work envisioned under this contract will be performed at DTRA headquarters at Fort Belvoir, Virginia, says the notice.

To address the continuing threat of weapons of mass destruction, Alion Science and Technology, a global engineering, technology and operational solutions company, was awarded a contract to compete with six other contractors for $4 billion in work to support the Defense Threat Reduction Agency’s (DTRA’s) efforts to counter weapons of mass destruction (CWMD).

Under the five-year base period of performance, plus a five-year option period, the Alion team will compete for individual task orders to perform research and development, hardware and software technology development, and test and evaluation across the WMD landscape. The results will help DTRA to find and deploy solutions to counter the proliferation of — and threat posed by — potential WMD devices.

“This contract will allow Alion to expand on our previous 10 years of support to DTRA in nuclear detection, modeling and simulation, exercise support and systems analysis,” said Terri Spoonhour, Alion’s senior vice president and distributed simulation group manager. “We have assembled a team that includes small businesses, large businesses, not-for-profit research companies and universities — each demonstrating proven capability to support and advance the CWMD mission over a range of critical functional areas.”

DTRA is the U.S. Department of Defense’s Combat Support Agency for countering weapons of mass destruction across the entire spectrum of chemical, biological, radiological, nuclear and high-yield explosive threats. DTRA’s programs include basic science research and development, operational support to U.S. warfighters on the front line and an in-house WMD think tank that aims to anticipate and mitigate future threats long before they have a chance to harm the United States and its allies.
