The Government seeks solutions from responsible sources capable of providing, operating, and maintaining SCIF space to support companies performing work on classified national security missions.

The Office of the Director of National Intelligence (ODNI) (henceforth known as the Sponsor) anticipates potentially awarding one or more Prototype Other Transaction (OT) agreement(s) under the authority described in 10 U.S.C § 4022 as modified by 50 U.S.C, § 3024(n)(6). The Sponsor anticipates making multiple awards under this solicitation, subject to the availability of funds. The Sponsor anticipates that the total value of all agreements awarded as a result of this solicitation will not exceed $2M for Prototype OT award(s) under this effort.

The Sponsor seeks prototype projects that demonstrate the establishment or provision of accredited SCIF space, including buildout (if required), accreditation support, and compliance with applicable IC and Department of War standards. Projects should propose an operational concept, described in unclassified terms, covering access controls, secure classified IT/connectivity (as permitted), security management, badging, visitor control, and facility administration.

The Sponsor is receptive to a range of approaches, including commercially sustainable models with tenant-appropriate pricing structures that can be scaled and replicated across multiple sites. Prototype activities may include standing up or modifying a SCIF at an initial location, demonstrating onboarding of at least two simultaneous tenants, and validating governance, security, and operational processes. Prototype scope, milestones, and the number of initial sites pursued will be tailored to available funding.

A few of the report’s findings are highlighted below:

• During this reporting period, there was an increase in the number of FISA Section 702 targets consistent with increases seen in previous annual reports.
• The number of U.S. person query terms used by the National Security Agency (NSA), Central Intelligence Agency (CIA) and National Counterterrorism Center (NCTC) to query content remained relatively static.
• The report notes the Foreign Intelligence Surveillance Court (FISC) issued three FISA Section 702 orders during this reporting period, including the approval of renewal certifications on March 18, 2025 (publicly released on September 12, 2025) and the approval of a new counternarcotics certification on April 9, 2025, following the FISC’s denial order on February 20, 2025 (publicly released on August 19, 2025).
• The number of U.S. person queries conducted by the Federal Bureau of Investigation (FBI) increased slightly from the immediate prior period but remained lower than previous years, in large part because of the increased focus on technical and policy controls, as well as individual caution related to accurately implementing the reforms.
• The report contains additional statistics, as well as explanations about how the IC uses its authorities and the counting methodologies to obtain the statistics.

In the private sector, he held executive positions at General Electric, Wells Fargo, and UBS, and was CEO of Lockhaven Solutions, a cybersecurity consulting firm. Dr. Dever is a leader in cybersecurity and veterans’ advocacy, co-founding initiatives like Task Force Movement and the Center for National Security and Human Rights Law, while holding a Doctorate in Juridical Science in Cybersecurity Law.

He has extensive experience addressing complex counterintelligence challenges around the globe, including numerous deployments in support of combat and peacekeeping operations and through extensive collaborative relationships with partner nation organizations. Most recently, Street served as the U.S. Department of Defense deputy director of the National Counterintelligence Task Force.

NCTC Director Kent will oversee Office of the Director of National Intelligence’s (ODNI) counterterrorism mission and lead U.S. government efforts to analyze, integrate, and share intelligence to prevent and respond to terrorist threats at home and abroad.

“With two decades of military service, including 11 combat deployments, Joe has consistently put country before self, enduring great personal sacrifice in that service,” said DNI Gabbard. “His experience serving as the tip of the spear in some of the world’s most dangerous battlefields has given him a deep, practical understanding of the enduring and evolving threat of Islamist terrorism, as well as the threats we face from the cartels’ human trafficking and drug trafficking operations. During his time in the Army, he served with the 75th Ranger Regiment, Army Special Forces and U.S. Army Special Operations Command. After retiring from the Army in 2018, he served as a paramilitary officer in the CIA’s Special Activities Center. Kent is an Oregon native and a graduate of Norwich University with a degree in Strategic Defense Analysis.

Prior to his work in the IC, Lukas worked at the Office of the United States Trade Representative, as well as at the Cato Institute, where he met his wife, with whom he is raising five children. Lukas is an Arkansas native and a proud graduate of Texas A&M and The George Washington University.

The report also provides insights into the multi-layered oversight framework that governs the IC and which is designed to protect the civil liberties and privacy of persons whose information is acquired pursuant to these national security authorities. By providing statistics along with explanatory narratives, the IC endeavors to enhance public understanding of intelligence activities.

During the period covered by this report, the Reforming Intelligence and Securing America Act (RISAA) (Pub. L. No. 118-49) was signed into law. RISAA reauthorized the government’s use of the Foreign Intelligence Surveillance Act (FISA) Title VII authorities for two additional years, codified additional compliance measures for conducting U.S. person queries, added new reporting and accountability measures, and prohibited (subject to limited exceptions) the Federal Bureau of Investigation (FBI) from conducting Evidence of a Crime Only queries into Section 702 data. This report provides updated statistics and provides insight into fluctuations in statistical reporting compared to prior year reporting.

Because of changes reflected in RISAA, the number of U.S. person queries reported by the FBI decreased significantly in large part because of the increased focus on technical and policy controls, as well as individual caution related to accurately implementing the reforms.

There was an increase in the number of U.S. person query terms used by the National Security Agency (NSA), Central Intelligence Agency (CIA) and National Counterterrorism Center (NCTC) to address cybersecurity threats and international terrorist threats to the Homeland.

On behalf of the OSIE (hereafter referred to as the Sponsor), prospective Respondents are hereby invited to submit solutions against the problem set for the ICDC effort.

The IC has a commercial data acquisition duplication problem and a costly commercial data replication and storage problem. The Government is seeking to award OTs to small businesses, nontraditional defense contractors, or traditional defense contractors if they propose significant involvement from a nontraditional contractor or provide a one-third cost share, with potential for follow-on sole-source sustainment contracts, to manage a commercial data consortium that unifies commercial data acquisition then enables IC users to access and interact with this commercial data in one place on unclassified systems while reducing data copying to classified computer systems. More simply, the Sponsor is seeking two broad skill sets to help solve the problems: 1) consortium data acquisition and management and 2) software creation.

The IC’s fragmented and decentralized acquisition model for Commercially Available Information (CAI) has resulted in siloed acquisitions of commercial data and platform licenses, duplicative purchases where vendors are often selling the same or similar data to many IC customers, bulk data ingest and replication, and limited data sharing. Efforts to partially improve this approach have resulted in exorbitantly priced enterprise contracts for commercial platform licenses that are rarely used.

In addition, the phenomenon of vendors reselling the same or similar data while implementing unique techniques to aggregate data makes it difficult for the IC to determine the differentiated value offered by each vendor. The Sponsor seeks an approach based on repeatable data management plus civil liberties and privacy best practices to help streamline access to CAI for the entire IC and make it available to mission users in a more cohesive, efficient, and cost-effective manner by avoiding duplicative purchases, preventing sunk costs from unused licenses, and reducing overall data storage and compute costs.

The Sponsor seeks a centralized approach to access CAI via three primary options—API query, platform access, and bulk data access—from commercial vendors by establishing a government-funded Data Consortium, which will serve as a clearinghouse for IC data requirements, a single focal point in negotiations with vendors, a compliance vehicle to ensure the IC’s use of the data complies with IC guidance and owners’ terms and conditions, and a mechanism to pool agency funds to achieve economies of scale when pursuing access to targeted commercial data sets.

The Sponsor then seeks a “zero copy” technical solution that prevents duplicative data purchases and reduces data replication and other cloud costs by keeping the data in place on the vendor’s IT to the maximum extent possible.
