On May 17, the Department of Defense (DoD), Washington Headquarters Services (WHS) Acquisition Directorate (AD) released a sources sought notice on behalf of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). WHS(AD) is issuing this Sources Sought Notice to obtain information and assist in determining the appropriate acquisition method for Mission Assurance Management support services. Responses are due by 12:00 p.m. Eastern on May 31.

The Under Secretary of Defense for Intelligence and Security (USD(I&S)) serves as the Principal Staff Assistant and advisor to the Secretary and Deputy Secretary of Defense regarding intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters.

In this capacity, the USD(I&S) exercises the Secretary of Defense’s authority, direction, and control over the Defense Intelligence Enterprise/Defense Security Enterprise (DIE/DSE) to include the Defense Agencies and DoD Field Activities that are DIE/DSE Components. The OUSD(I&S) is structured with four supporting Directors of Defense Intelligence: Warfighter Support; Intelligence and Security Programs & Resources; Counterintelligence, Law Enforcement and Security; and Technical Collection and Special Programs. In addition, certain offices are Direct Reports to the Under Secretary: Chief of Staff; Congressional Activities; Special Access Programs Control Office; and Human Capital Management Office.

The OUSD(I&S), with responsibilities under various DoD Directives and Instructions, provides support to and engagement with DoD mission assurance programs and activities, that include: continuity of operations (COOP), Continuity of Government (COG), crisis management, critical infrastructure protection (CIP), pandemic planning, and continuity communications, particularly as these elements impact across the Defense Intelligence/Security components, as well as emergency management, and personnel accountability. The OUSD(I&S) is additionally responsible, under DoD Instruction 3020.39, Mission Assurance Policy for the DIE/DSE, for providing policy, oversight, and guidance to the DIE/DSE components for mission assurance matters.

This requirement is for comprehensive support to the OUSD(I&S) in all aspects of policy development, coordination, planning, guidance, assessments, technical integration, exercises, and training relative to the OUSD(I&S)’s responsibilities for mission assurance, COOP/COG, emergency management, pandemic planning, and related programs. The accomplishment of these tasks will allow OUSD(I&S) to implement policy, assign responsibilities, and provide guidance for comprehensive, effective, and integrated mission assurance programs, plans, and capabilities within the OUSD(I&S) as well as mission assurance program oversight and guidance for the DIE/DSE components.

On May 12, Reston, VA-based SOSi announced that it rehired Jim Edwards as the company’s senior vice president for business development.

Edwards began his career as an Army intelligence officer, retiring after 25 years of service, including wartime tours in Afghanistan, Iraq, Kuwait, and Saudi Arabia. As a Colonel, he served as the chief operations officer (G3) of the Army’s Airborne Corps, commanded the Army’s first battlefield surveillance brigade in combat, and was the senior intelligence officer (G2) for the Army’s largest command.

Edwards joined SOSi’s business development team after retiring from the Army in 2012. Within one year, he was promoted to vice president and is credited with leading a team that secured more than $950 million of new business in four years at SOSi. Edwards departed for a senior civilian position in the Intelligence Community and later returned to the private sector in senior business development roles at DynCorp International (now Amentum) and Perspecta, through its merger with Peraton.

As SOSi’s senior executive for business development, Edwards will drive strategic growth, leading initiatives to win new business and expanding customer relationships across the defense, intelligence, and federal civilian markets.

On April 25, Westminster, CO-based Maxar Technologies announced it was awarded U.S. government mission support contracts in Q1 2022 worth up to $202 million over a six-year period.

The total includes 27 awards across nine U.S. government customers—eight of which are Department of Defense or Intelligence Community organizations—for work including artificial intelligence and machine learning applications, advanced data analytics, software development, data conditioning, geospatial production and dissemination, maritime domain awareness, and training and development.

On April 12, Fulton, MD-based PCS-Mosaic Holdings announced the acquisition of four ASRC Federal intelligence solutions companies and the launch of its new Athenix business unit in a strategic move to dramatically expand the firm’s intelligence community footprint. The acquired companies — OSI LLC, Agency Consulting Group LLC, Kimmich Software Solutions LLC and ExaTech Solutions LLC — all of which previously operated within ASRC Federal’s Defense & Intel group, are now part of PCS-Mosaic’s Athenix Cyber & SIGINT Solutions business based in Columbia, MD.

“PCS-Mosaic has taken another important step in building a mid-tier, pure-play contractor of scale, substance and focus that can better serve customers at the pointy end of the spear in the intelligence, cyber, and special operations domains with agility and ingenuity,” said Pierre Chao, chairman of PCS-Mosaic. “PCS-Mosaic is committed to providing ongoing resources and capital to continue the growth of this new business unit, with the goal of addressing our customers’ most critical national security needs.”

Athenix joins the PCS-Mosaic portfolio of businesses, which includes Mosaic Technologies Group based in Fulton, Maryland, and Visual Awareness Technologies & Consulting based in Tampa, Florida. Altogether, PCS-Mosaic Holdings is now home to over 400 employees serving intelligence, cyber and special operations customers at key locations in Maryland, Georgia, Virginia, and Texas, and at MacDill Air Force Base in Florida, and Fort Bragg in North Carolina.

“These acquisitions will enable PCS-Mosaic to bring a powerful offering of advanced technology and services capabilities to front-line customers including systems and software, and intelligence and readiness solutions for our customers’ most demanding missions,” said Tom Middleton, PCS-Mosaic CEO. “The combination of these businesses provides critical mass, past performance and a pipeline of opportunities that positions the company for the next stage of growth as a leader in the intelligence sector and creates incredible professional development opportunities for employees.”

Through the transaction, ASRC Federal is acquiring an equity interest in PCS-Mosaic.

“This transaction allows us to stay invested in the important work being performed for specific programs in the intelligence community that will now be a part of PCS-Mosaic, while we focus on continuing to grow in other critical Defense & Intel markets,” said Jason Nichols, ASRC Federal Defense & Intel operating group president.

On April 7, Riverside Research announced over $53.9M in TCV contract wins in the first quarter (Q1) of 2022. The contracts make up new and follow-on work for the Department of Defense (DoD) and intelligence community customers and demonstrate Riverside Research’s position as an important national security partner for the federal government.

The Arlington, VA-based not-for-profit research institute reported that these research and development contracts will provide customers with key support in the areas of software engineering, systems engineering and commercial ISR. Through Riverside Research’s R&D Open Innovation Concept, the organization continues development of innovative technology and solutions crucial to national security, the company said.

On March 16, McLean, VA-based Booz Allen Hamilton announced that it has entered into a definitive agreement to acquire EverWatch, a provider of advanced solutions to the defense and intelligence communities.

Leveraging a highly skilled, cleared workforce, EverWatch builds and operates mission-critical classified platforms to defend against increasingly sophisticated national cyber threats. Its specialized capabilities complement Booz Allen’s deep AI and cyber portfolio, and will help Booz Allen to leapfrog technology development cycles and meaningfully accelerate the delivery of classified software development and analytics capabilities for national security clients, the company said.

EverWatch, a portfolio company of Enlightenment Capital, was founded in 2017 and is headquartered in Reston, VA. Following the closing of the transaction, EverWatch will operate as a wholly owned subsidiary of Booz Allen, working closely with the firm’s National Security Sector led by Sector President Judi Dotson.

“U.S. national and economic security depends on secure, trusted, and resilient technology, and in the most dynamic threat landscape of our time, delivering advanced solutions with speed and agility is essential for mission success,” said Dotson. “Combining Booz Allen’s mission experience and advanced technologies with EverWatch’s classified software development and analytics capabilities will help implement faster and more comprehensive solution delivery to help defense and intelligence agencies transform and stay ahead of threats.”

The Intelligence Advanced Research Projects Activity (IARPA), the research and development arm of the Office of the Director of National Intelligence, announced on March 11 the Biometric Recognition & Identification at Altitude and Range (BRIAR) program — a multiyear research effort to develop new software systems capable of performing whole-body biometric identification from great heights and long ranges.

The program’s advanced research and technologies will enable the Intelligence Community and Department of Defense to recognize or identify individuals under challenging conditions, such as from unmanned aerial vehicles (UAVs), at far distances, and through distortions caused by atmospheric turbulence.

“National security technologies must accurately and reliably operate under conditions that are extremely difficult for existing biometric technologies to succeed in,” said program manager Dr. Lars Ericson. “I am confident that our excellent team of research organizations, scientists, and engineers will push the research forward and build technologies that are significantly ahead of the current state-of-the-art.”

Through a competitive Broad Agency Announcement, IARPA awarded BRIAR research contracts to address the full range of research objectives to the following teams:

  • Accenture Federal Services LLC
  • Intelligent Automation, Inc.
  • Kitware, Inc.
  • Michigan State University
  • Systems & Technology Research
  • The University of Houston
  • The University of Southern California

Through the same process, IARPA awarded focused research contracts to teams from Carnegie Mellon University and General Electric Research in support of the overall effort.

Test and evaluation work for the program will be performed by the Department of Energy Oak Ridge National Laboratory, the National Institute of Standards and Technology, and the U.S. Army Combat Capabilities Development Command C5ISR Center, Research and Technology Integration Directorate.

On January 3, Herndon, VA-based ManTech International Corporation announced that it has completed the acquisition of Technical and Management Assistance Corporation (TMAC), a leading provider of advanced data engineering services and solutions to the U.S. Intelligence Community.

Headquartered in Columbia, MD and founded in 2008, TMAC offers a full range of data centric solutions and expertise with proven experience in systems engineering, data collection and governance, analytics and mission management systems.
