The NATO Communications and Information Agency (NCIA) has issued an RFI to identify qualified vendors and gather input on potential solutions to support the ability of Allied Command Operations (ACO) to orchestrate ISR data procured or accessed on the unclassified network.

The Alliance Persistent Surveillance from Space (APSS) program represents NATO’s commitment to establish a persistent, federated space-based ISR capability through the Aquila virtual constellation, integrating national satellites, commercial providers, and publicly available data sources. As APSS transitions from Initial Operational Capability (IOC) toward Full Operational Capability (FOC), ACO requires a unified service to orchestrate collection tasking, manage data ingest, and ensure timely exploitation of ISR data on unclassified networks. NCIA seeks to provide collection managers within ACO with a capability to search, order, manage, process, view and task nationally, commercially, and publicly available Information on the unclassified network. The RFI seeks to elicit the view of industry partners on the scope of the envisioned services and facilitate NCIA’s insight into best-in-class industry solutions, including current market capabilities, and pricing models of services offered.

This RFI is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies to deliver ACO capabilities as APSS moves towards FOC, supported through the Intel and ISR Functional Services Data Management Project.

The contractor must build an updated and effective solution to receive existing commercial and specific internal feeds, perform the analysis and processing, and integrate to other existing cyber security systems to allow timely, accurate, and effective use of the intelligence.

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with NCIA’s eProcurement tool, Neo.

In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining the appropriate personnel clearances will be able to perform the resulting contract. Implementation of the technical solution is also required on high side (NS).

Headquarters Supreme Allied Command Transformation (HQ SACT) has issued an RFI to engage with industry in support of a Threat Intelligence Analytics Platform (TIAP). The intention is to aggregate, correlate, de-conflict, and consolidate cybersecurity intelligence received via multiple sources: Commercial Threat Information (CTI), Open Source Intelligence (OSI), NATO-owned network sensors, Allies, and Partners.

The purpose of this RFI is to involve industry in in an examination of future capabilities related to the implementation of a TIAP, which is aimed as a single authoritative source of unclassified intelligence that will contribute to the generation of multiple types of cybersecurity pictures in support of all available situation awareness capabilities.

HQ SACT has not made a commitment to procure any of the items described herein, and the release of this RFI shall not be construed as such a commitment, nor as authorization to incur cost for which reimbursement will be required or sought. Further, respondents are advised that HQ SACT will not pay for any information or administrative costs incurred in responding to this RFI. The costs for responding to this RFI shall be borne solely by the responding party.

Not responding to this RFI does not preclude participation in any subsequent RFP if issued in the future. All information shared with ACT might be shared with contracted third parties so as to support the capability development process as needed. Provision of data, or lack of, will not prejudice any respondent in the event of a later competitive bidding process.

“This fund is unique”, the Secretary General said, “with a 15-year timeframe, the NATO Innovation Fund will help bring to life those nascent technologies that have the power to transform our security in the decades to come, strengthening the Alliance’s innovation ecosystem and bolstering the security of our one billion citizens.”

The Fund will invest 1 billion euros in early-stage start-ups and other venture capital funds developing dual-use emerging technologies of priority to NATO. These include: artificial intelligence; big-data processing; quantum-enabled technologies; autonomy; biotechnology and human enhancement; novel materials; energy; propulsion and space.

The Fund will complement NATO’s Defence Innovation Accelerator for the North Atlantic – or DIANA – which will support the development and adaptation of dual-use emerging technologies to critical security and defense challenges. There has also been significant progress for DIANA at the 2022 Madrid Summit where Allies agreed that innovators participating in DIANA’s programs will have access to a network of more than 9 Accelerator Sites and more than 63 test centers across Europe and North America.

The objective of this RFI is to identify emerging and/or existing capabilities related to the production of Open-Source Intelligence (OSINT) in order to conduct exploratory examination of the state-of-the-art and art-of-the-possible technologies, products and services for OSINT. Identification of these capabilities will be used to support NATO Governance decision-making on Common-Funded Capability Development.

It is important to note that this NATO OSINT Capability is but one component of an ongoing and larger Capability Program called the “Intelligence and ISR Functional Services Program,” which will encompass and integrate capabilities across multiple intelligence disciplines including Imagery Intelligence (IMINT), Human Intelligence (HUMINT), among others. Therefore, nations and industry are highly encouraged to provide responses to this RFI if they have solutions that are relevant to the larger capability described above, in addition to OSINT-specific applications and capabilities.

As part of the larger “Intelligence and ISR Functional Services” program, the vision of an OSINT capability consists of a NATO Intelligence Enterprise equipped with the commensurate people, processes, and tools needed to organically produce and deliver OSINT-related products in support of NATO’s baseline activities and current operations to maximum level of effort. The current conventional, unconventional and hybrid threats faced by NATO are both symmetric and asymmetric. An efficient and modern OSINT capability will improve the NATO Intelligence Enterprise’s ability to support planning, execution, and management of operations through the provision of extensive, structured and timely intelligence information. The capability will provide increased situational awareness to NATO Commanders, complementing other existing sources of intelligence.
