For nearly three decades, the AN/PVS-14 monocular night vision system set the global benchmark, trusted by American and allied forces in operation around the world. BiNOD is set to redefine that benchmark and deliver the next evolution of overmatch for all parts of the maneuvering force, the company said.

PM IS&A is conducting market research to shape the acquisition strategy and technical options for the delivery of the next iteration of AIDP-Next, to include capabilities to support echelon based solutions that include services, processing and data management capabilities. The army is considering multiple acquisition approaches, including commercial item procurements and other transaction authorities (OTA), and encourages industry feedback on the most effective strategy to deliver AIDP Cloud to Edge capabilities.

The fielded Army intelligence solution operates solely through an enterprise cloud-based system that allows users to perform Intelligence Warfighting Function (IWfF) tasks. The existing solution lacks a cohesive, integrated approach for operating from the Enterprise Cloud to the Tactical Edge (Denied, Degraded, Intermittent, and Limited network connectivity), across multiple security domains (Secret and Top Secret), with a common user interface, supported by seamless, lossless, near-real time data sharing. How does the Army fill these capability gaps to support the Army IWfF from an Enterprise Cloud to the Tactical Edge and provide military intelligence capabilities and information to Next Generation Command and Control (NGC2) and Army mission command systems.

Army Futures Command is seeking innovative, readily available solutions for use by the 4th Infantry Division (4ID) based in Fort Carson, Colorado beginning in early calendar year 2026. These solutions should be capable of extended experimentation with soldiers in the field and focused on at least one of the eight capability focused areas listed in section C. They should also be open to integration with the Next Generation Command and Control (NGC2) prototype ecosystem that Program Executive Office Command, Control, Communications, and Network (PEO-C3N) is developing over the next 18th months with 4ID.

This open call leverages flexible acquisition authorities to enable rapid prototyping, iterative development, and potential pathways to future acquisition. The Army encourages participation from all sectors and business sizes—particularly small businesses and non-traditional defense contractors.

This open call seeks technology ready for insertion in early calendar year 2026 into long-term experimentation with 4ID. The goal is for companies to not just demonstrate their technology’s capabilities to operate in the space between the ground to a few thousand feet above it, the Air-Ground Littoral, but also its potential interoperability with the prototype NGC2 data layer/technology stack.

The Air-Ground Littoral is characterized by the proliferation of low-cost, small, unmanned aircraft systems (sUAS), unmanned ground vehicles (UGV), and the associated autonomy, payloads, missions, and platforms to maintain situational awareness and freedom of maneuver. This emergent domain presents both offensive potential and defensive challenges. Potential solutions for experimentation with 4ID should address challenges related to movement and maneuver, mission command, intelligence gathering, reconnaissance and target acquisition, fires, sustainment, protection, or information within this space. More information on these can be found in Section C.

NGC2 is a US Army initiative to modernize its command-and-control systems and provide commanders with faster more efficient decision-making capabilities. The program is doing this by developing modular, open architecture software that will seamlessly connect digital assets, remote sensors, command posts, vehicles and soldiers on the ground with real-time information. PEO C3N has initiated the prototyping phase of NGC2 with 4ID. Key components of NGC2 are the ease with which it integrates with existing commercial technology; relies on modern approaches for continuous integration/continuous delivery pipelines; utilizes application programming interfaces (APIs), software development kit (SDK), modular open systems architecture (MOSA), natural language processing (NLP); etc.

Army Contracting Command – Aberdeen Proving Ground (ACC-APG), in support of the Program Manager (PM) Intelligence Systems and Analytics (IS&A) Aberdeen Proving Ground (APG), is conducting market research for cybersecurity services. The Government invites all types of businesses and academic organizations to respond to this RFI notice.

PM IS&A fields a plethora of intelligence collection, processing, and dissemination systems to all Military Intelligence formation in the Army. All of these systems have requirements to be connected to a network, so they must achieve an Authority to Operate (ATO) from the proper Authorizing Official (AO), to include but not limited to DoD and Intelligence Community (IC) authorizations. This requires PM staff to closely collaborate with DA G-2 & PEO IEW&S to both achieve and maintain system authorizations for the entire lifecycle of a product.

The government requires support with Risk Management Framework (RMF) oversight and cybersecurity engineering efforts to include design, implementation, fielding, and training of cross-domain solutions.

NetModX 25 is for Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Command and Control Cross-Functional Team (C2-CFT).

The U.S. Army Contracting Command-Aberdeen Proving Ground is conducting market research on behalf of the C5ISR Center, in accordance with Federal Acquisition Regulation (FAR) Part 10. The C5ISR Center is searching for communications technologies at Technology Readiness Level (TRL) 3- 6 to be included in the NetModX 25 field-based event.

The C5ISR Center plans to partner with the C2-CFT, Program Executive Office Command, Control, Communications-Network (PEO C3N) and other Government organizations to conduct an integrated, operationally relevant “white coat” field experiment in 3QFY2025 at Joint Base McGuire-Dix-Lakehurst (JB-MDL), NJ. NetModX 25 will address multiple Army design goals and other needs from across the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) community.

Responses to this RFI will be reviewed by the C5ISR Center and its partners, including Systems Engineering and Technical Assistance (SETA) Contractors. Respondents may be invited to participate in the experiment based on their technology’s offered capability, relevance to the experiment architecture, and maturity. While invited, a company’s participation may be reduced in scope or eliminated at the Government’s discretion at any time.

The number of Respondents invited to participate in NetModX 25 will be limited due to resource availability. If invited under this RFI, any costs incurred by the Respondent during any planning event, execution of the experiment, or any other activities associated with the experiment will NOT be reimbursed by the Government. Companies may also be invited to participate in NetModX 25 under an existing contract with the Government at no cost.

ACC-APG in support of the Project Manager (PM) Intelligence Systems & Analytics (IS&A) Aberdeen Proving Ground (APG), is conducting market research to identify sources capable of satisfying PM IS&A’s requirements for an Automated Data Collection, Reduction, and Analysis (DCRA) Framework software solution. In a multi-domain environment, a weapons system, or System Under Test (SUT), utilizes a variety of sensor sources, reconnaissance imagery, and intelligence database information to form accurate and timely targeting recommendations. This is especially so for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) systems supporting anti-access/area denial (A2AD) weapon systems.

Currently there is not a method to provide a realistic multi-domain environment to a SUT to assess its performance in ingesting and processing data, providing target information and recommendations, and incorporating simulated battle data assessment (BDA) feedback into the real-time common intelligence picture. As Army sensor and intel system capabilities grow to accommodate data a higher volume, variety, velocity, and veracity, PEO IEW&S recognizes the need to investigate automated tools to assist the testing process, and specifically DCRA to better derive performance metrics and inform independent evaluations in a timeframe that meets the needs of aggressive program timelines.

Software is essential to modern military operations. It is a key component in the Army’s weapons, business, and training systems and is embedded into the enterprise processes that make the Department function. These systems enable the Army to detect and track adversaries, protect operations from cyber threats, and improve the accuracy and effectiveness of decisions and actions. Software drives improved outcomes and effectiveness in our missions and operations.

Consequently, the Army’s ability to rapidly develop, deliver, and adapt resilient software is critical to achieving a competitive advantage over adversaries. ACC-APG is pursuing a new Multiple Award Indefinite Quanty Indefinite Delivery Contract for Modern Software Development for which task orders will be issued for software enablement efforts in support of Army systems. For the purposes of this action, a “software enablement effort” is defined as: (a) development of a custom software solution; (b) customization, integration, or modification of a software solution; (c) software as a service enablement; or (d) software security and hosting modernization.

ACC-APG seeks input on the proposed contract strategy, initial statement of objectives, and answers to targeted questions. Specifically, ACC-APG is seeking suggestions on how to establish a phased source selection that will enable the Army to award an effective and expedited Multiple Award contract to the most qualified contractors.
