On May 14, LMI announced a Rapid Development Pilot with Anduril Industries to generate targeted capabilities for the U.S. Army’s Next Generation Command and Control (NGC2) environment. LMI is building combat-ready applications for use in the ecosystem, which makes emerging technologies available across the Army Enterprise. The pilot offers a new model for conceiving, validating, and fielding critical defense solutions, compressing timelines to deliver mission-ready capabilities at the speed required by modern warfare.

The collaboration has roots in the Army’s Ivy Sting exercises, which validate emerging NGC2 capabilities under operational conditions. In this series, applications like LMI’s SHEPRD are hosted in the NGC2 ecosystem, enabled by Lattice Mesh, and tested in field exercises alongside active Army units.

During Ivy Sting 4, LMI rapidly modified and deployed SHEPRD at IL6 – the highest level of authorization for cloud systems handling Secret classified data – in a matter of weeks, a process that would traditionally take months or longer. That acceleration was made possible through close, iterative collaboration between LMI, Anduril, and the Army, with all three focused on mission outcomes over ownership.

The result was a fundamentally different development cycle, where capabilities could be fielded, evaluated, and refined in near real time. Building on that success, LMI and Anduril now embark on a Rapid Development Pilot to extend this model, delivering additional soldier-centric applications that address real operational challenges faced by warfighters, LMI said.

“The promise of NGC2 is a virtual arsenal of built-for-combat apps that are accessible to any and all units as needed, and that’s compelling on its own,” said SHEPRD Platform Lead Allen Rivers. “But we’ve also shown that you can deliver these solutions securely, as they’re needed, with an incredibly short turnover between ideation, production, and deployment. That combination of pace and availability is a game changer.”

“The measure of NGC2 is how fast the Army can pull combat-ready capability from any partner into soldiers’ hands,” said Zach Kramer, GM for mission command, Anduril Industries. “SHEPRD’s deployment at Ivy Sting showed what’s possible when the platform is built to accelerate the ecosystem instead of constrain it, and this Rapid Development Pilot with LMI is how we make that the standard across the Army enterprise.”

“What we proved at Ivy Sting is that you can take a capability from concept to deployment in weeks, not months, even in secure environments,” said LMI CTO Jared Summers. “Anduril has built the ecosystem to make that possible, and together we’re showing what a new model for delivering capability looks like.”

On March 19, LMI announced the commercial launch of SHEPRD, a digital platform that enables military protection cells to anticipate and manage threats to critical battlefield assets, including troops. SHEPRD was successfully demonstrated during Ivy Sting 5, a simulated operational combat exercise led by the U.S. Army’s 4th Infantry Division to evaluate emerging technologies as part of the Next Generation Command and Control (NGC2) initiative.

During the exercise, held at Fort Carson, Colo., SHEPRD provided protection cells — teams responsible for safeguarding personnel, equipment, and operations against enemy targeting — with a real-time operating picture that integrated threat data, asset locations, terrain effects, and protection coverage into a single app environment. The platform demonstrated rapid visualization of risk, synchronized protection measures, and adjustment of posture as conditions changed.

Protection cells often operate in secure environments, where availability of emerging technologies lags. This creates a reliance on manual processes and the reconciliation of data across multiple systems, spreadsheets, and planning documents.

As a platform operating within the Army’s NGC2 enterprise environment, SHEPRD brings protection planning, analysis, and execution into a single system. It introduces capabilities such as 3D modeling and automated, risk-based prioritization of protection requirements, giving protection cells a clear view of assets, threats, and coverage within a secure environment. This allows teams to holistically prioritize assets and identify emerging risks as conditions evolve.

“During Ivy Sting, we saw how quickly protection conditions can change and how hard it is for teams to stay aligned using manual processes,” said Allen Rivers, LMI SHEPRD platform lead. “SHEPRD gives protection cells a shared, real-time view of assets, threats, and coverage so they can adjust their posture and make decisions without delay.”

SHEPRD is part of LMI’s broader work supporting the Army’s modernization effort. During the Ivy Sting 5 exercise, the platform successfully operated within the Army’s IL6 (SIPRNet) environment and integrated with other emerging technologies currently under evaluation.

“Ivy Sting is designed to test technology in operational conditions,” said Jared Summers, chief technology officer at LMI. “Seeing SHEPRD perform in that environment validated our confidence that the platform is ready to support protection missions as the Army modernizes command and control. Now, we’re looking ahead to Project Convergence Capstone 6 this summer.”

“LMI focuses on building technology that works in the environments where missions actually happen,” said Josh Wilson, chief executive officer of LMI. “SHEPRD reflects that, bringing data, analytics, and operational context together in contested domains to help commanders better protect the people and assets that make the mission possible.”

On February 11, Rune Technologies announced that it has joined Anduril‘s $99.6 million Next-Generation Command and Control (NGC2) prototype effort for the U.S. Army, which is being operationally evaluated alongside the 4th Infantry Division.

Rune’s TyrOS platform was purpose-built for predictive logistics at the tactical level and is integrated into the NGC2 prototype to support sustainment decision-making in complex operational environments. Rune is part of a broad industry team, led by Anduril, which includes technology providers supporting different aspects of the NGC2 architecture.

Adopting a “team of teams” strategy, Rune’s TyrOS platform supports logistics operations at the tactical level. Critically, the platform will ingest sensor data and information generated at the edge. This crucial role directly addresses a major military challenge: ensuring commanders receive accurate, real-time logistics information, especially in contested environments where communications may be unreliable or unavailable.

NGC2 is the Army’s effort to enable commanders to make faster and better decisions than the enemy by integrating information from previously siloed warfighting systems. The initiative delivers an ecosystem designed to enable interoperability across a distributed network of platforms, systems, and applications. Rune addresses a critical gap in this ecosystem: transforming logistics from a reactive, manual process into an intelligent system that operates at the speed required for modern warfare against peer adversaries.

“NGC2 is exactly the kind of mission-critical challenge Rune was built to tackle,” said David Tuttle, cofounder and CEO of Rune Technologies. “We’re excited to join Team Anduril and contribute to the NGC2 effort – proving how new capabilities can be rapidly integrated to close real operational gaps. Rune’s systems are designed with a mesh-centric, “offline first” architecture, ensuring resilience in denied, degraded, intermittent, or low-bandwidth (DDIL) conditions. Operating within Anduril’s mesh-based NGC2 architecture, TyrOS provides AI-enabled decision support when connectivity is limited or unavailable—supporting operations against near-peer adversaries who actively target supply lines and communications infrastructure. Under the contract, TyrOS is integrating with new and existing systems within the NGC2 team and across the Army.

“With NGC2, Team Anduril has been able to quickly integrate and onboard applications that provide mission specific value to warfighters,” said Tom Keane, senior vice president at Anduril. “Within hours TyrOS was able to subscribe to key data sources using Lattice Mesh, share data across vehicles and command posts, and inform soldiers of key logistics data points.”

Persistent Systems, LLC, a provider of mobile ad hoc network (MANET) technology, announced that the U.S. Army’s Capability Program Executive Command, Control, Communications, and Network (CPE C3N) has submitted a second order of $87.5 million for MANET devices, as part of the transport layer for Next-Generation Command and Control (NGC2) prototype.

This second order is a follow-on to the $34 million contract the company received in October. The follow-on award will incrementally add capability for Army prototypes of NGC2. Together, these awards total $121.5 million.

“In the transport layer, we are responsible for moving all the 1s and 0s across the battlefield, so data reaches the warfighter who needs it, when they need it,” said Jon Patrick, Vice President of Business Development at Persistent.

Faster information delivery times and more reliable access to data enable faster, more efficient decisions, streamlining command and control (C2). The MANET radio continues to demonstrate it can serve as part of the transport layer, with the speed, resilience, and capacity required for combat operations.

“As the Army has presented us with increasingly demanding benchmarks, our team continues to deliver highly resilient transport that can empower an armored division on the move,” said Dr. Herbert Rubens, founder and CEO of Persistent Systems. “We’re proud to provide a commercial solution that supports the Army’s transport layer and strengthens the warfighter at echelon.”

In collaboration with the 25th Infantry Division (25ID), CPE C3N, multiple U.S. Army stakeholders and several industry partners including Raft and AccelintLockheed Martin delivered and successfully demonstrated the first iteration of a Next Generation Command and Control (NGC2) prototype at Lightning Surge 1 (LS1), the company announced January 23. The 25th Infantry Division is one of two Army Divisions selected to experiment with NGC2 capabilities.

NGC2 is the U.S. Army’s effort to fundamentally change how digital mission command is conducted, utilizing a common data layer to provide a continuous common operating picture with a single, integrated view of the battlefield to enable swift and decisive action.

Lockheed Martin is leading an NGC2 prototype effort to provide the Army with warfighting data for decision dominance by unifying it in a single common data layer. Lockheed Martin’s NGC2 prototype will operate on the 25ID’s existing transport and compute environment, which will extend across echelons, from Division to Platoon and from cloud to edge.

During Lightning Surge 1, the Lockheed Martin team showcased the rapid deployment of prototype capability, only one month after representative NGC2 hardware was delivered and installed to the 25ID’s Home Station Mission Command Lab.

To enable commanders and warfighters to make decisions more rapidly, the Lockheed Martin team delivered the foundation of the 25ID’s NGC2 prototype with a common data layer augmented by artificial intelligence (AI) tools, one of which enables voice and chat natural language processing for spot reporting.

The common data layer provides the U.S. Army with improved command and control capabilities. Once information is updated in the data layer, it is updated everywhere, in real time, with no more “swivel chair” manual processes. When seconds matter most, that time difference is critical.

“Our goal during the NGC2 Lightning Surge events is to prove speed and warfighter centered development at every step,” said Chandra Marshall, vice president at Lockheed Martin. “Our team is focused on strong collaboration with the Army and the best of industry partners, while remaining flexible, iterating in real time and accelerating the delivery of capability.”

The U.S. Army has selected L3Harris Technologies’ software-defined data devices to support the Next Generation Command and Control (NGC2) transport layer requirements with a $24 million award, the company announced October 8. The company will deliver the new AN/PRC-158C NGC2 Gateway Manpack to the Army’s 4th Infantry Division in advance of their scheduled participation in Project Convergence 2026.

“The Army’s NGC2 program is too important to accept anything less than success in execution, including system protection against device compromise, external threats to the network and data spillage,” said Sam Mehta, president, communication systems, L3Harris. “We are the only industry partner delivering battle-proven, software-defined radio technology that meets the Department of War’s appetite for high-data throughput with the network security, resilience and integrity required to ensure battlespace supremacy against any enemy daring to test America’s military might.”

The L3Harris data device meets the demands for high-data throughput to enable the data fabric for NGC2. These devices provide multiple transport options offering true resilience and interoperability from NATO to Homeland Security.

Lockheed Martin Rotary and Mission Systems was awarded a prototype agreement to partner with the U.S. Army and serve as a Team Lead to develop a data-centric Next Generation Command and Control (NGC2) prototype.

Lockheed Martin will spearhead a collaborative effort with the U.S. Army, leveraging our C2 systems engineering and project management expertise to empower small businesses, nontraditional innovators and commercial technology providers including Raft, Hypergiant (an Accelint company) and others to scale their capabilities to NGC2.

NGC2 is an Army-wide, data-centric C2 transformation that enables commanders to make faster, and better decisions in the most dynamic and unpredictable environments. NGC2 will transform how the U.S. Army conducts digital mission command utilizing a data layer to provide a continuous common operating picture with a single, integrated view of the battlefield to enable swift and decisive action.

By leveraging Application Programming Interfaces and a Modular Open Systems Architecture (MOSA), Lockheed Martin is creating an ecosystem that eases third party integration, fosters innovation, accelerates development, and delivers transformative capabilities to the warfighter.

The U.S. Army will continue experimentation and prototyping via an Other Transaction Authority (OTA) agreement to Team Anduril on behalf of Program Executive Office Command, Control, Communications, and Network (PEO C3N), to deliver a prototype architecture for the Army’s Next Generation Command and Control (NGC2) initiative to the 4th Infantry Division, the Army announced July 18.

The OTA, for $99.6 million over 11 months, requires Anduril and several teamed industry partners to provide an integrated and scalable suite of command and control (C2) warfighting capabilities across hardware, software, and applications, through a common and integrated data layer.

The continuation of this OTA is the first step in scaling NGC2 to division-level experimentation and prototyping with the 4th ID to inform broader fielding across the Army. The Army is also executing a competition for additional vendors and vendor teams through a Commercial Solutions Opening (CSO), with additional OTA(s) expected to be awarded later in Fiscal Year 2025 for NGC2 prototyping with other units, including the 25th Infantry Division and III Corps Headquarters.

“This award further demonstrates that the Army can move faster, smarter, and in step with innovation,” said Jesse Tolleson, Acting Assistant Secretary of the Army for Acquisition, Logistics and Technology. “Leveraging non-traditional acquisition pathways and inviting industry into an iterative development process breaks down barriers and delivers capability at the speed of relevance. NGC2 is the kind of agile, scalable model required to remain ahead of tomorrow’s fight.”

“NGC2 is not just a capability. It’s a blueprint for how we’ll deliver future Army systems,” said General James Rainey, Commanding General of Army Futures Command. “This award reflects a fundamentally different relationship with industry, built on shared purpose, speed, and trust. By co-developing with our industry partners and putting Soldiers at the center of design, we’re delivering what they need—faster, more integrated, and ready for the fight.”

The OTA follows Team Anduril participation in the Army’s early NGC2 experimentation during Project Convergence and linked events, and it allows the Army to maintain momentum to deliver a prototype; while the CSO expands competition for industry team leads and the pool of potential vendors who can contribute to NGC2 efforts going forward.

“We know that timely and integrated data will be critical to enable commanders’ decision making in future warfare, and we need industry to bring their best in order to meet the speed of need for our warfighters,” said Brig. Gen. Shane Taylor, PEO C3N. “NGC2 is not a one-and-done contract, but a long-term effort of continuous contracting and investment in the technologies that will deliver needed overmatch for our force.”

Aligned with the Army’s Continuous Transformation efforts and building upon Transformation in Contact (TiC) and Command and Control (C2) Fix initiatives, NGC2 is a new approach to enable commanders to make more, better, and faster decisions than the enemy. NGC2 is not a single program or technology, but an ecosystem delivered as a “technology stack” of four layers including transport, infrastructure, data, and applications. This approach integrates information from previously siloed warfighting systems and enables the use of artificial intelligence and machine learning tools to rapidly organize and analyze data to improve commanders’ decision advantage.

“Commanders want this level of technology – the ease of accessing applications no matter where they are on the battlefield, gaining complete situational awareness through a wireless tablet, and having access to a suite of collaboration, planning, and modeling tools to enable decision advantage is what NGC2 is all about,” said Col. Michael Kaloostian, Director of the Command and Control Cross-Functional Team (C2 CFT), Army Futures Command. “It’ll be intuitive, reliable, and maintain the pace of technological change.”
