On May 11, the Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announced the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day hosted by ATI, the IWRP Consortium Management Firm, on Wednesday, May 27, 2026.

The event will include a Keynote from Commander, NAVWAR; IWRP program and consortium updates; technical briefs; and one-on-one break-out sessions with scheduled IWRP Consortium Members. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information-warfare focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium Members.

This is not a Request for Prototype Projects, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the below projects, you must be a member of the IWRP Consortium.

The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. The Government anticipates to solicit three (3) Requests for Prototype Projects (RPPs) for white papers, enhanced white papers or full proposals via N65236-24-9-0003. RPP topics will include a technical brief and one-on-one break-out sessions.

On February 9, the Naval Information Warfare Systems Command (NAVWAR) posted an industry day invitation. Companies interested in attending this event must submit an email by 5:00 p.m. Pacific on March 2.

The Program Executive Office, Command, Control, Communications, Computers and Intelligence (PEO C4I) Battlespace Awareness and Information Operations Program Office (PMW 120) plans to host an Industry Day in April 2026 in San Diego, CA.

This event will provide industry partners with insight into the PMW 120 mission, an overview of its programs, capabilities, and opportunity areas for Industry involvement. The goal of this event is to create meaningful engagement between the PMW 120 program office representatives and prospective industry partners through targeted briefing and direct networking sessions.

On March 7, the U.S. Navy issued the request for proposals (RFP) for the Command, Control, Communications, Computers, and Intelligence (C4I) Integrated International Solutions (CIIS) Follow-On requirement. Proposals are due by 11:00 a.m. Pacific on April 8.

The Naval Information Warfare Systems Command (NAVWAR) HQ, in support of the Program Executive Office (PEO) C4I International Integration Program Office (PMW 740) issued RFP N0003925R4004 for acquiring, fielding, and sustaining, tailored, interoperable C4I capabilities in support of authorized and approved United States (U.S.) Department of Defense (DoD) security cooperation programs.

The effort will be for the design, procurement, and installation of C4I systems in various foreign nations in support of authorized and approved U.S Security Assistance and Security Cooperation programs.

The North American Industry Classification System (NAICS) Code assigned to this
acquisition is 541330 (Exception 1 for Military and Aerospace Equipment and Military
Weapons, size standard $47 million dollars). This requirement has been set-aside for Small Business.

On February 27, Core4ce announced that Doug Small is joining the company’s board of advisors. Small is a retired U.S. Navy rear admiral with over 30 years of distinguished service. From 2020 to 2024, he served as commander of Naval Information Warfare Systems Command (NAVWAR), where he led 11,000 personnel in advancing the Navy’s networking, communications, and cyber capabilities.

In addition to his role as commander, Small led Project Overmatch, the Navy’s contribution to the Department of Defense’s Combined Joint All-Domain Command and Control (CJADC2) initiative, which aims to digitally connect the entire fleet with the Joint Force. Earlier in his career, Small served as program executive officer for Integrated Warfare Systems, overseeing the development and sustainment of surface navy combat and weapon systems among many other vital roles.

“In working with the operational side of the Navy, I witnessed firsthand the vital need for protected access to essential data sources, along with robust data analytics tools and engineering capabilities,” said Small. “Core4ce’s data-minded approach to cybersecurity and digital modernization helps tackle many of the challenges defense agencies face today while laying the groundwork for future R&D to advance innovation and the use of artificial intelligence in modern warfare.”

On November 25, the Naval Information Warfare Systems Command (NAVWAR) issued a request for information (RFI) for a SATCOM data terminal to support the JTT-ME. Responses are due by 4:00 p.m. Pacific on January 15.

The Integrated Broadcast Service (IBS) fulfills warfighter requirements for near-real-time (NRT) battlespace awareness for threat warning and situational awareness. IBS disseminates timely intelligence and information to tactical and other users, providing target tracking and data to support threat avoidance, force protection, and target/situational awareness. This information is continually refined by data from strategic, operational, and tactical sensors. This reported data contains a unique reference to allow users to correlate IBS products. Additionally, IBS provides a capability to enable interaction between producers and consumers.

The Maritime Integrated Broadcast Service (MIBS) program delivers the JTT-ME system, which provides a resilient IBS data feed to the warfighter. The JTT-ME delivers long-term infrastructure capability to support the flexibility of future SATCOM data terminal and SATCOM broadcast waveforms that are cyber-secured, Proliferated Low Earth Orbit (pLEO) compatible IBS data feed. The JTT-ME provides over-the-air (OTA), NRT lethal threat intelligence, enabling the Warfighter to receive global, National, and theater threat and intelligence data, including Indications and Warnings of potential threats.

The program’s priority is faster production and delivery of the JTT-ME’s SATCOM data terminal within a maximum period of 12 months or less. This emergent requirement is driven by a national strategic initiative to accelerate production and delivery to ensure the Fleet’s readiness in the tactical edge of warfighting.

On October 11, the Army Combat Capabilities Development Command (DEVCOM) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center issued a request for information (RFI). Responses are due by 12:00 p.m. Eastern on November 11.

The C5ISR Center released this RFI to identify capable navigation warfare (NAVWAR) techniques, technologies, and enablers that may inform future research and development efforts.

The Army must compete against a complex contested environment.  The environment will be multi-domain, technologically advanced, automated, and highly capable in the modern battlefield.  Our objective is to provide the maneuver force the ability to effectively sense the environment, in order to successfully complete their objectives. The US Army  C5ISR Center is interested in systems TRL 4 and above that use radio frequency (RF) techniques to detect emitters, protect RF position, navigation and timing (PNT), locate emitters and identify waveforms.

The C5ISR Center is interested in systems that perform a single part of the detect, protect, locate, characterize, and identify mission, as well as systems that perform all functions. Systems that are designed for other spaces, but cover the navigation signals at the top of the ultra high frequency (UHF) band with functions in the above mission space are also of interest.

On July 12, the Naval Air Warfare Center (NAVWAR) released a solicitation for Intelligence, Surveillance, Reconnaissance, and Targeting (ISRT) systems follow-on. Proposals are due by 11:00 a.m. Pacific on August 12.

This effort is to provide research, development, testing and evaluation (RDTE), technical assistance and systems engineering in the development, testing, and fielding of future ISRT systems. The range of support provided will extend the evaluation and analysis of alternatives (AoAs) and initial engineering design, to operational deployment of systems that provide image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) capabilities and services to the warfighter.

A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a “Secret” Facility Clearance. Requires the ability to obtain a SCIF “Sensitive Compartmented Information Facility” clearance. Volume 4 – Initial Task Order SOW contains documents that must be transmitted via SCIF.  Each Offeror must request the documents.

On August 3, the Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office for Command Control, Communications and Computers (PEO C4I) Program Manager, Warfare (PMW) 160, Tactical Networks, intends to issue a Full and Open competitive Request for Proposal (RFP) N00039-23-R-9002 for the procurement of a Command, Control, Communications, Computers, and Intelligence Training Virtual Environment (C4I TVE)  Contract.

The RFP will be released in Q4FY23, with a contract award estimated for the Q3FY24 timeframe. The Department of the Navy (DoN) requires continued operations, maintenance, and sustainment of the Training Virtual Environment (TVE) capability that supports Consolidated Afloat Network Enterprise Services (CANES) system administration training, other emergent training, and performance support requirements in support of Fleet readiness. The TVE is a proctored, web-based, cloud-hosted learning solution that provides Information Technology (IT) administration, management, and troubleshooting of the CANES capability in a virtualized environment that fully replicates the functionality of all CANES variants fielded in the Fleet. The TVE architecture leverages commercial and Federal cloud best practices to enable scalability and flexibility of operations for CANES Administrator training to include hosted and/or connected Command, Control, Communications, Computers, and Intelligence (C4I) applications.

The C4I TVE (formally referred to as the CANES TVE) procurement will be conducted under full and open competition. The Government anticipates issuing a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will include a five (5) year ordering period. The Government anticipates utilizing a Cost Plus Fixed Price (CPFF) CLIN structure for C4I TVE Engineering Services and a Cost CLIN for Other Direct Costs (ODCs).
