On May 11, the Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announced the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day hosted by ATI, the IWRP Consortium Management Firm, on Wednesday, May 27, 2026.

The event will include a Keynote from Commander, NAVWAR; IWRP program and consortium updates; technical briefs; and one-on-one break-out sessions with scheduled IWRP Consortium Members. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information-warfare focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium Members.

This is not a Request for Prototype Projects, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the below projects, you must be a member of the IWRP Consortium.

The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. The Government anticipates to solicit three (3) Requests for Prototype Projects (RPPs) for white papers, enhanced white papers or full proposals via N65236-24-9-0003. On September 18, the Naval Information Warfare Systems Command (NAVWAR) announced the Information Warfare Research Project (IWRP) Quarterly Industry Day.

NAVWAR and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announce the IWRP Consortium Quarterly Industry Day hosted by Advanced Technology International (ATI), the IWRP consortium management firm, on 16-17 October 2025, at 0800 Eastern Time at the Charleston Marriott, 170 Lockwood Blvd, Charleston, SC 29403.

It is anticipated that the topics may be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not an RPP and is intended for planning purposes only. A project will not be awarded from this announcement. In addition to RPPs, the Government may present Pre-Solicitation Collaborations (PSCs) and Technical Collaboration Exchanges (TCEs). RPPs and PSCs will include a short brief and one-on-one breakout sessions. TCEs consist of a short brief and round table discussions.

Additionally, this event will introduce a new way of presenting topics called a Broad Request for Prototype Projects (BRPP). The BRPP concept is explained below. The RPP/PSC/TCE topic descriptions are subject to change leading to the event. The BRPP topic titles will be provided soon and are also subject to change leading to the event. It is expected that more RPP/PSC/TCE/BRPP topics will materialize leading to the event.

IWRP is launching a new way to do business with the intention of making things faster and easier for everyone. During the October GMM and QID, the Government will be presenting several different technology areas of interest. The first batch of BRPP topics will be focused on advanced non-kinetic effects. The technical focus areas relevant to this BRPP will include cyber warfare, assured communications, artificial intelligence/machine learning, and electromagnetic spectrum. Think of these as prototyping shopping lists for capabilities the government needs.

RPP 1: 25-LANT-2934 Electronic Procurement System Source Selection OTA Prototype: The ePS Source Selection OTA prototype uses low-code/no-code techniques within the ePS ecosystem to deliver a secure, role-based evaluation platform aligned with FAR/DFARS to streamline Navy acquisition decisions. It enables guided scoring, audit-ready documentation, and integration with existing ePS systems to accelerate competitive procurements.

RPP 2: 25-LANT-2814 Consolidated Afloat Networks and Enterprise Services (CANES) Next Generation Prototype: Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Program Management Warfare 160 (PMW160) is seeking innovative solutions for the next generation of the Consolidated Afloat Networks and Enterprise Services (CANES) system. The mission of CANES is to provide highly scalable network, computing, and enterprise services infrastructure across the UNCLAS, Secret, Coalition/SR, and SCI security classification enclaves on afloat Navy Force, Unit, Small, and Submarine platforms. The Next Generation of CANES intends to improve on current designs to deliver (i) more efficient and effective hardware and software installations and updates, (ii) increased reliability, resilience, and stability, (iii) improved Cybersecurity, and (iv) increased modularity and scalability – all within a maintainable, operable, and sailor-friendly user environment which can be installed in operational availabilities of 10 days or less.

RPP 3: 25-PAC-2874 Satellite Terminal transportable Non-Geostationary (STtNG) Submarine SATCOM Modem Card Cage (SSMCC): U.S. Navy submarines require a survivable, resilient Beyond Line of Sight (BLOS) communications architecture which can be achieved by accessing multiple geosynchronous and Non-Geostationary Satellite Orbits (NGSO) through commercial and DoD architectures. To meet this requirement, PMW/A 170 is seeking industry proposals to develop a Submarine SATCOM Modem Card Cage (SSMCC) which will host modems and other essential capabilities in the Navy’s Common Submarine Radio Room (CSRR) for BLOS NGSO and geosynchronous SATCOM.  SSMCC will not include the antenna apertures needed to communicate over the satellite systems, but does include the necessary modems, switches, routing, and encryption to complete the Satellite Terminal transportable Non-Geostationary (STtNG) end-to-end communications paths. Prospective vendors must consider and accommodate for proprietary modem hardware in a 3U VPX form factor to accommodate constellations from vendors such as Starlink and Amazon Kuiper.

RPP 4: 25-PAC-2894 Tactical Data Links (TDLs) for TacAir: The government seeks a prototype to enhance tactical communications for airborne platforms by integrating directional waveforms. This prototype should modify existing waveform software for directional antenna awareness, incorporate platform navigation data for precise RF energy direction, and support hybrid (omni/directional) operation. The aim is to improve signal strength, range, and LPI/LPD characteristics, ultimately validating anti-jam capabilities and extending node range compared to current omnidirectional configurations.

RPP 5: 25-PAC-2895 Directional Antenna for TacAir: The government seeks a prototype directional antenna for tactical aircraft communication systems that serves as a 1:1 form-fit replacement for existing legacy antennas. This prototype must maintain legacy performance while adding focused radiation patterns and extended bandwidth coverage for next-generation radios and waveforms. The development includes rigorous design reviews, computer simulations, and RF testing, culminating in the fabrication of four airframe-compatible, air-worthy prototypes.

RPP 6: 25-PAC-2914 Title: Strategic Information Transmitted over HF (SITH) Automated Operations Training (AOT): The Government is seeking a prototype for virtual or automated training of a quick-reaction kit used for Digital HF communications between ships, submarines, aircraft and embarked shore personnel. This project will seek ways and methods of effective operations of the kits, beginning with the GUI interface optimization, self-determined connectivity status and training for set-up and administration for hands-free operation once airborne. All the software/firmware/hard-copy must travel with the kits, so they are stand-alone with self-training included.

RPP 7: 25-PAC-2915 Operational Energy Certificate Program Prototype: The requested prototype will produce two certificate programs for Operational Energy with a focus on microgrids and batteries.  The prototype will include deliverables for each program such as learning activities, knowledge assessments, presentation slide decks and an evaluation plan.

Esteban Jimenez of HII’s Mission Technologies division was recently elected to the executive committee of the Information Warfare Research Project (IWRP) Consortium, HII announced April 16.

IWRP engages industry and academia to develop and mature technologies in the field of information warfare that enhance U.S. Navy and U.S. Marine Corps mission effectiveness, focusing on underlying technologies that advance information warfare capabilities through a consortium that can support research, development and prototyping.

As an experienced cyber defense and intelligence leader, Jimenez will help lead the IWRP Consortium to engage industry and academia to develop and mature technologies in the field of information warfare that enhance U.S. Navy and U.S. Marine Corps mission effectiveness.

Specific technology focus areas include artificial intelligence/machine learning (AI/ML), assured command and control (AC2), autonomy, cloud computing, cyber warfare, data science/analytics technologies and electromagnetic spectrum.

“I am honored to join the IWRP executive committee,” Jimenez said. “The consortium’s mission to accelerate the delivery of vital technologies to our armed forces deeply resonates with me, and I look forward to contributing to the IWRP’s impactful work in support of national defense.”

Prior to joining HII as a business development leader, Jimenez served as an intelligence officer and cyberspace operations planner for the U.S. Marine Corps. He held roles with U.S. Special Operations Command, U.S. Cyber Command’s Joint Task Force ARES and Marine Corps Forces Cyberspace Command.

On December 6, the U.S. Navy released information about the upcoming Information Warfare Research Project (IWRP) Virtual Industry Day. The virtual event will take place on December 14.

The Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center (NIWC) Atlantic and NIWC Pacific plan to attend the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day on Wednesday, December 14, 2022 from 1000 to 1700 EST. The event will include presentations from Dr. Arielle Miller, NavalX deputy and technical director, Ms. Jee Youn Fickling, IWRP program manager, Advanced Technology Institute, consortium management firm, and technical briefs and one-on-one breakout teleconferences.

Technical briefs will include a variety of information warfare research technology focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not a RPP, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the projects below you must be a member of the IWRP consortium. For more information on becoming an IWRP consortium member,

The government anticipates three (3) RPPs for white papers, enhanced white papers or full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one breakout teleconferences. The RPP topics consist of the following:

1) 23-LANT-1394 Dynamic SATCOM Management and Control: The government is seeking to prototype a means to manage a diverse and holistic Satellite Communication (SATCOM) architecture as close to the user and planner as possible and still maintain control. The prototype includes managing a dynamic SATCOM operation by proactively assigning resources and executing a diverse architecture.

2) 23-LANT-1414 Time and Frequency Distribution System Replacement: The government is seeking to prototype the Time and Frequency Distribution System Replacement (TFDS-R). TFDS-R will replace the currently fielded TFDS, which is a major component of shipboard timing systems, so that the Navy can meet time and frequency requirements, reduce equipment obsolescence, and accommodate future technologies. The prototype will provide a systems engineering model utilizing the Model-Based
Systems Engineering (MBSE) approach.

3) 23-HQ-1413 Scalable MOSA Radio Cluster: The government is seeking to develop a prototype for a modernized solution to deploy advanced waveforms and modernized cryptographic algorithms to the Fleet in a manner that is sustainable and leverages existing commercial items and Commercial off-the-shelf (COTS) radios. The government seeks a Scalable MOSA Radio Cluster (SMRC) solution that demonstrates the ability to integrate radios capable of instantiating DoD information repository waveforms of various frequency bands constrained to a government-defined set of size, radio frequency and electrical power interfaces.

The government will be presenting four (4) Pre-Solicitation Collaborations (PSCs), which will include a short brief and one-on-one breakout teleconferences.

On October 31, Dulles, VA-based Technica Corporation announced it has been awarded an Information Warfare Research Project (IWRP) Consortium OTA to provide a prototype solution to the U.S. Navy to shift its Risk Management Framework (RMF) implementation from a stand-alone, paper-based validation approach to one that is fully integrated and synchronized with daily operations and maintenance, configuration control, and operations.

Together with Digitate and its ignio software, Technica will employ an automated set of tools and instrumentation that enable not only the initial authorization of a new system but facilitates ongoing assessment and authorization of systems and platforms in the field. This capability will permit continuous cybersecurity monitoring of the risk of exploitable vulnerabilities and provide a clear understanding of the cybersecurity posture and configuration of systems and networks deployed to an individual site – ashore or in the Fleet.

Technica’s solution includes elements of the following technologies:

  • Artificial Intelligence and Machine Learning (AI/ML)
  • Model-based Systems Engineering (MBSE)
  • Software Defined Networks
  • Data Science
  • Out-of-Band Networks

On May 9, the Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announced the Information Warfare Research Project (IWRP) Consortium Quarterly Industry Day hosted by ATI, the IWRP Consortium Management Firm, at the San Diego Convention Center on Tuesday, June 7, 2022.

The event will include a Keynote from RADM Small, Commanding Officer, Naval Information Warfare
Systems Command, IWRP program and consortium updates, technical briefs and one-on-one break-out sessions with scheduled IWRP Consortium Members. Technical briefs presented during the IWRP
Consortium Virtual Industry Day will include a variety of information warfare research technology
focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype
Projects (RPPs) to IWRP Consortium Members.

In order to obtain more information regarding the projects, you must be a member of the IWRP
Consortium. For more information on becoming an IWRP consortium member, please visit

On January 19, the Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center Atlantic and Naval Information Warfare Center Pacific announced an Information
Warfare Research Project (IWRP) Consortium Virtual Industry Day to be held, on Monday, 14 February
2022. The event will include a brief from the Director of Prototyping – Information Warfare, NIWC
Pacific, SSTM Rapid Prototyping, Technical Briefs, and one-on-one break-out teleconferences.

Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a
variety of information warfare research technology focus area topics. It is anticipated that the topics
will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium Members. This is not a Request for Prototype Projects, but for planning purposes only. A project will not be
awarded from this announcement. In order to obtain more information regarding the below
projects, you must be a member of the IWRP Consortium. For more information on becoming an
IWRP consortium member, please visit https://www.theiwrp.org.

The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. The Government anticipates eight (8) Requests for Prototype Projects (RPPs) for white papers, enhanced white papers or full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one break-out teleconferences. The RPP topics consist of the following:

  • 22-PAC-01076 5G Connected Vehicles/Autonomous Platforms
  • 22-PAC-01077 5G-Networked ISR Sensors

  • 22-PAC-01078 Data Engineering Pipelines and DataOps
  • 22-PAC-01082 Digital HF Mesh (DHFM) Embarkable System
  • 22-LANT-01053 Cyber Security Service Provider (CSSP) Cloud Services
  • 22-LANT-01054 United States Marine Corps the Expeditionary Advanced Ground Link (USMC
    EAGL)
