AFLCMC’s Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Division requires site support functions and logistics sustainment necessary to maintain capabilities for Global Network Systems. Through this requirement, the Government is seeking individuals with strong background and experience with algorithm management.

These individuals must be able to perform higher integration and orchestration functions in the management and oversight of the architecture, its systems and programs. They must also possess an exceptional understanding of the fundamental principles of algorithm invocation and workflows for processing against geospatial imagery and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Interested parties are requested to respond to this RFI by providing a company capability statement pertaining to relevant areas of expertise, including (but not limited to:

NGA – GEOINT Services (GS) organization TEG, within NGA CIO-T, seeks information on how an interested contractor could provide technical expertise and support required to fully implement and improve Agency functions and key capabilities developed and sustained by the Open Digital Services (ODS) product line within the Geo-Capabilities Division (TEGG). This includes unique NGA public facing OGC compliant Open-Source Geospatial Capabilities and non-NGA Standard data services to all domains, to improve technology sharing, interoperability, and trust among partner nations and the entire NSG/Allied System for Geospatial Intelligence (ASG).

GS had previously secured development services under the NRO Fusion Analysis Development Effort (FADE) program, including development of current capabilities within the TEGG ODS product line. As a consequence of changing work environment guidelines driven by the Coronavirus (COVID)-19 pandemic, in March 2020, NGA shifted onto a sole source contract to ensure uninterrupted continuation of mission-critical development services that could no longer be supported under the FADE contract.

The ODIN NGA contract initially included GEOINT Tradecraft Services, Digital Maker Services, services sponsored by the Office of Ventures and Innovations, and other geospatial capabilities. Many of these services have been shifted to other contracts or descoped. The current ODIN contract is primarily focused on capabilities within the ODS product line, including OpenStreetMap Suite, OpenSphere, Ronin, Mage, MapCache, Tearline, Piper, SuiteCRM Engagement Platform, and the Maritime Safety Information mobile application.

After nearly two decades fighting the Global War on Terror, the Army is pivoting to prepare for large scale combat operations against near-peer or peer threats.  To successfully transition from the battlefields of Iraq and Afghanistan to potential large scale combat operations, the Army published a new operating concept, Multi-Domain Operations (MDO).  Intelligence has long been a multi-domain warfighting function, integrating and synchronizing collection from all domains, to support situational understanding and decision-making across echelons.  But, the shift to large scale combat operations requires commanders to see farther and act faster than ever before.

Technology gaps exist today that will inhibit the Army’s modernization priorities from realizing their full potential in the multi-domain operating environment.  Enhanced analytic capabilities that will enable the Intelligence Warfighting Function (IWF) to handle growing amounts of data in order to make more timely and accurate assessments are critical to the modernization effort.

The Government is issuing this RFI in an effort to understand market availability, for Enterprise Senior Information Technology Advisors III (ESITA III) and/or capabilities described in this RFI.

The Defense Intelligence Agency (DIA), Virginia Contracting Authority (VaCA), is seeking information on businesses that have expertise in a wide range of technical and non-technical activities to support IT security, engineering & operations, program management, administrative, financial, audit and contracting support services categorized into two lines of effort: (1) Cybersecurity Engineering and Technical Services (2) Technical IT Consultation and Business of IT. Cybersecurity services aim at maintaining and improving the protection of network and communication’s infrastructure and applications used by warfighters, policy makers, and acquisition leaders across the DIE. Technical IT Consultation will focus on providing technical advisory services for strategic, architectural, operation and implementation planning (less matters associated with Cybersecurity). The Business of IT will be the non-technical services that will enable the delivery of technology solutions or services.

The Government anticipates establishing at minimum two Blanket Purchase Agreement (BPA): one for Cybersecurity Engineering and Technical Services and one for Technical IT Consultation and Business of IT the government intends to establish these BPAs during the fourth quarter of fiscal year 2022. The period of performance for this effort will include a 12-month base period and four 12-month option periods. DIA, VaCA is looking for a vendor that is capable of performing a wide range of technical and non-technical activities to support IT security, engineering & operations, program management, administrative, financial, audit and contracting support services.

Army Contracting Command – Aberdeen Proving Ground (ACC-APG) in support of the Program Manager (PM) Intelligence Systems and Analytics (IS&A) Aberdeen Proving Ground (APG), is conducting market research to identify commercial items to satisfy Intelligence Applications capabilities as defined in the background section below with additional supporting Draft Requirements Checklist available upon request. The Government invites all business and academic organizations to respond to this RFI notice.

Background

Information Collection Management application is a functional capability that supports the management and collection of intelligence from various sources. The Information Collection Management application will enable the user to plan requirements and assess collection in an automated fashion. This application streamlines both the information requirements and recommended collection asset validation processes resulting in a digital information collection plan and supporting information collection synchronization matrix.

These digital collection frameworks enable rapid Commander’s Critical Information Request (CCIR) and Priority Intelligence Request (PIR) entry capture along with associated indicators and specific information requirements. The application enables vectored and dynamically updated collection asset management and tasking, enhancing battlespace awareness and situational understanding of a threat’s current operational capabilities and potential threat force application/course of action (COA).

Responses to this RFI are due no later than 1700 ET on 3 January 2022 and will be in the form of a white paper.

JNWC is the Department of Defense (DoD) center of excellence for Navigation Warfare (NAVWAR). The JNWC exists to provide NAVWAR operational support to the joint warfighter; conduct operational assessments of mission-level operations that use positioning, navigation and timing (PNT) information and Tactics, Techniques, and Procedures (TTPs) in threat-representative environments; conduct NAVWAR engineering and analysis at mission, system and platform level; formulate NAVWAR
policy and requirements; and collect and retain NAVWAR information.

The JNWC mission is to enable PNT superiority for the DoD, interagency partners, and the
coalition. The JNWC executes three lines of effort to accomplish its mission: create NAVWAR
knowledge for PNT superiority, operationalize PNT superiority, and institutionalize PNT
superiority.

• Create NAVWAR knowledge for PNT superiority consists of conducting PNT
  operational field assessments; participating in command post and exercises conducted by other commands , participating in field events or observing field events conducted by other commands, performing engineering studies and analysis;, analyzing data provided by other personnel; assessing and disseminating intelligence; maintaining an online Armory of NAVWAR information and tools at various levels of classification; and maintaining a central repository of DoD NAVWAR data .
• Operationalize PNT superiority consists of providing NAVWAR planning and operations subject matter expertise to Combatant Commanders (CCMD), Services, interagency and coalition partners (as needed) to achieve PNT superiority.
• Institutionalizing PNT superiority consists of advocating DoD-wide activities to fully integrate NAVWAR into military policy, doctrine and operations and the future force structure in order to achieve PNT superiority.

The JNWC is a joint Department of Defense organization within U. S. Space Command
(USSPACECOM) and as such, operates using established joint DoD processes. Contractor support is needed to support all three lines of effort and to provide basic mission support services to the organization.

The United States Army Contracting Command‐Intelligence and Security Command (ACC‐INSCOM), is in the process of determining the acquisition strategy for cloud web software that will allow a dedicated host on the internet provide the capability of simulating adversaries during operations by utilizing commercial internet addresses as a real-world attacker hitting the Department of Defense Information Network.

The dedicated host shall have a pool of 20 noncontiguous Internet Protocol (IP) addresses to conduct operations from a dedicated virtual commercial web server. The dedicated server cannot host any other organization’s virtual machines or data, and provides isolation of any data residing on the server. This server will be utilized as an IP proxy server and must be able to meet Impact Level 4 and 5 security requirements as defined and based on the information processed.

In addition, the server must be at least moderate level under National Institute of Standards and Technology 800-53, Committee on National Security System 1253 and Federal Risk and Authorization Management Program controls.  During Vulnerability Assessment missions, the possibility exists that Personal Identifiable Information, medical data, mission data, etc. could be assessed and must be protected per Impact Level 4 security requirements.  Virtual server access from unauthorized entities could possibly allow for access to the 20 noncontiguous IPs and thus provide the possibility of being spoofed for access against the mission’s assessment target. However, no data will reside on the virtual server; all data will reside on the Government’s machines.

The Government anticipates a single award, Firm Fixed Price, One Year Contract with Four Option Years.

NGA in support of the agency leadership development program is seeking information on how an interested contractor could provide a digital media platform that offers synchronous and asynchronous access and interactivity on content, tools, and activities for individual, group, or cohort leadership development through stand-alone or blended learning techniques. The purpose of this RFI is to gain information on current Industry best practices and capabilities to meet NGA’s requirements.

NGA has a mission-critical need to establish and expand access to leadership development and learning opportunities among all levels of the workforce. We are seeking recommendations that provide a holistic leadership development program concept and supporting capabilities.

The National Geospatial-Intelligence Agency (NGA) has approximately 8500 government employees who are potential beneficiaries of its Leadership Development program.  NGA’s employees are located at two main campuses in Springfield, Virginia, and St. Louis, Missouri, and geographically dispersed locations world-wide. A portion of the workforce is on 24/7 shiftwork.  The workforce is diverse and is composed of a wide array of professions.

Currently, NGA’s Leadership Development is primarily focused on a competency model (technical (including supervisory), leader, and cross-cutting). The competency model has provided structure and identified specific behaviors. While the competency model is helpful, it is not ideal due to the singular focus of behaviors, the lack of context of the individuals and the situation, and the evolving nature of leadership and leadership development.

The current primary methods of building competencies is through individuals taking classroom instruction and/or courses on Blackboard. The throughput of employees is constrained by the availability of instructors, classroom space at NGA’s two primary campuses, and travel budgets for teammates not located at one of the main campus sites.

While coaching and mentoring is available, there is a lack of readily accessible resources, social support for learning, and other methods of learning.

NGA is modernizing its leadership development training to expand it to a holistic program supporting the growth and development of NGA teammates as leaders throughout their career. Central to this is providing access to learning through formal and informal methods, including self-development, team development, cohort learning, and peer-coaching among all levels of the workforce. Access to curated content and learning opportunities is desired to be available at anytime, anywhere geographically, and at the point of need.

This modernization effort increases emphasis on value-based learning, neuroleadership and other emerging leadership and professional development best practices. This request is intended to provide insights on ways to supplement existing in person and virtual instructor led courses, content and online platforms (BlackBoard and SkillSoft).

This RFI is issued in order to identify industry partners that are developing and/or integrating COARPs modes in their radar programs.  Open architecture promises to democratize radar development by fostering competition, driving innovation and reducing cost and integration time.  The Air Force’s adoption of the COARPs is a key step in this direction.

Background

The Advanced Battlefield Management System (ABMS) is envisioned to be a decentralized system-of-systems that draws on information from multiple sensors to support real-time situational awareness and decision making.  The system definition is in the early stages, but it stands to reason that radar mission systems will be a key piece of the architecture.  The Air Force’s adoption of the COARPs is a key step in this direction.

COARPs is an open radar architecture specification developed to enable: radar subsystem procurement from independent sources, processor hardware refresh without major software rewrites, insertion of third party mode technology, and reduction of radar mode acquisition timelines.  Equally important, however, is the process by which COARPs modes are developed, integrated, tested and deployed to operation systems.

In 2019, the Air Force started several ABMS GMTI (Ground Moving Target Indicator) programs focusing on COARPs compliant GMIT Mode Development.  The focus was on path-finding third party mode development, evolving COARPs standard for future ABMS systems, building transferable GMTI modes for future ABMS systems and the establishment of the AF radar mode repository.  While these programs come to a close, the Air Force realizes more work has taken place on COARPs compliance.
