On May 13, the Air Force Life Cycle Management Center (AFLCMC) posted a request for information (RFI) for a GEOINT AI/ML Algorithm (Maverick). Responses are due by 5:00 p.m. Eastern on June 18.

AFLCMC’s Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Division requires site support functions and logistics sustainment necessary to maintain capabilities for Global Network Systems. Through this requirement, the Government is seeking individuals with strong background and experience with algorithm management.

These individuals must be able to perform higher integration and orchestration functions in the management and oversight of the architecture, its systems and programs. They must also possess an exceptional understanding of the fundamental principles of algorithm invocation and workflows for processing against geospatial imagery and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Interested parties are requested to respond to this RFI by providing a company capability statement pertaining to relevant areas of expertise, including (but not limited to:

  • GEOINT AI/ML Algorithm Orchestration Framework
  • GEOINT AI/ML Exploitation Applications
  • GEOINT AI/ML Algorithm Storefront & Repository Integration

 

Only prime contractors shall complete a capability statement; however, prime contractors are able to include information provided by their subcontractors in their response.

On November 21, the U.S. Air Force posted a sources sought notice for GEOINT/infrastructure Field Support system maintenance. Responses are due by 5:00 p.m. Eastern on December 19.

The Government is conducting market research to identify potential sources that possess the expertise and the capabilities to meet the qualification requirements to provide the services needed to support the Air force Distributed Common Ground System (AF DCGS) GEOINT/infrastructure Field Support responsibilities to include: system maintenance, administration, and management for support of the ground operations, sensor management, ground system maintenance while conducting Intelligence, Surveillance, and Reconnaissance (ISR) missions, and associated Information Technology (IT) Operations administrative and operational support requirements) for the Command and Control, ISR C21SR enterprise.

The requirements described within the PWS include the tasks associated with managing and providing field support for the GEOINT Infrastructure and associated sub-systems, sensor mission planning application support, and Mission Application Technical Support (MATS) positions throughout the enterprise.

On August 20, Auterion Government Solutions announced that it has hired Air Force Col. (Ret.) Ted Davis as president and general manager of Government Solutions. Davis will replace Errol Farr as he transitions to an advisor for Auterion GS.

Davis brings over a decade of national defense experience in several mission areas, following a distinguished career in the United States Air Force. With the Department of Defense heavily investing in autonomous systems, Auterion recognizes the advancing demand and the mission-critical role these systems play in national security.

“Ted’s extensive background in areas critical to national defense positions him perfectly to drive our government solutions forward. His expertise will bring new insights and be instrumental as AGS continues to deliver innovative autonomous systems to support mission-critical operations,” said Farr.

“I am honored to lead a company at the forefront of autonomous systems technology. For the past 10 years, Davis has been a leader in various national defense mission areas, including Integrated Air and Missile Defense, Military Space Domain Awareness, advanced Intelligence, Surveillance and Reconnaissance (ISR), and Autonomous Remote System Operations. Davis is an expert in Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) mission areas. His leadership roles included instructor and Director of Operations at the Air Force Weapons School and commanding the Air Force Air Battle Manager Undergraduate Training Program.

Davis has held key staff positions on the staffs of the Chairman of the Joint Chiefs of Staff, Headquarters Air Force, Headquarters Air Combat Command, U.S. Air Forces Korea, and U.S. Air Forces Central Air Expeditionary Task Force in Iraq. His final leadership role was Director of a Chairman’s Joint Activity at Fort Liberty, North Carolina. His career has taken him to conflicts and contingencies in every major theater of operations globally.

On February 22, the U.S. Air Force posted a request for information (RFI) for GLOBUS system support. An industry day will be held on March 2, and responses are due no later than 4:00 p.m. Eastern on March 9.

The GLOBUS system support and services requirements including in-plant engineering, software maintenance, field engineering, spares, specialized repair activity, technical data, training, and reports.  The type of services that shall be required from the Contractor include expertise in Operational Requirements, Test and Evaluation, logistic support, and general engineering support, in order to 1) maintain system performance; 2) improve the efficiency and cost effectiveness of the procurement and sustainment cycles; and 3) provide effective oral and written communication between Command Control (C2) Intelligence, Surveillance, Reconnaissance (ISR), its customers, and other Government offices.

This is a non-personal services Contract.  The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks.  The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services.  The Contractor shall notify the Procuring Contracting Officer (PCO) immediately if they perceive any actions constitute personal services.  These services shall not be used to perform any inherently governmental functions.

The GLOBUS program provides unique support to the radars, computers, communications equipment, and host facilities.  This system is a one-of-a kind design which will be fielded in 2023.  The program is a bi-national, collaborative specialized collection system.  The GLOBUS program is a dual band ground-based radar system consisting of an S-band solid state phased array, an X-band dish antenna, an Integrated System Controller (ISC), and a Mission Communications Suite (MCS) hosted at an Outside Continental United States (OCONUS) location.  The S-band sensor is mounted on an azimuth-only pedestal, housed in a new facility.  The X-band sensor is a large aperture dish mounted on an elevation/azimuth pedestal.  Each sensor may operate independently or cooperatively under the control of the ISC.

Services include risk reduction tasks to monitor and maintain the required performance baseline of the system, improve system performance, characterize potential future upgrades, and identify potential issues resulting from component obsolescence.

The AF DCGS program office is hosting an Industry Day on 3 May 2021, to solicit feedback from interested industry representatives in support of the program offices market research efforts for the future ADReSS IDIQ contract.

This market research will help to identify potential sources that possess the expertise and capabilities to support this multiple award contract and meet the requirements of the ADReSS effort. Responsibilities under ADReSS would include: software/hardware development, testing and evaluation, integration, fielding, hardware/software procurement, Cybesecurity, and SME support as well as conducting Studies/Quick Reactions in support of future requirments. The capabilities developed/procured under the ADReSS contract vehicle will be utilized to support the Geospatial Intelligence (GEOINT), Multi-INT, and Signals Intelligence (SIGINT) capabilities for the Air Force Distributed Common Ground System (AF DCGS). This support will be leveraged in order to meet the below objectives of AF DCGS Program Office:

  • Rapidly Deliver Capability to the Warfighter through the development of an Open Architecture, Government Ownership, System Agnostic Applications, Hybrid Cloud, Modernization of Electronic Intelligence (ELINT) workflow and user interface, an finally linking with emerging NGA, National, and commercial Imagery.
  • Rapidly integrate new data sources and improve data quality through enabling access to additional data sources such as new/upgraded sensors, Cyber Intelligence Surveillance and Reconnaissance (ISR), Overhead Persistent Infrared (OPIR), Operational Reconnaissance (OPSRECCE), Space, and Publically Available information.
  • Improve synchronization of DCGS Process, Exploitation, and Dissemination (PED) through the development of new/updated capabilities for the platform, sensors.
  • Create a robust data discover and information sharing environment through increased enterprise communication capability, a flexible coalition environment, access to national mission partner (NMP) tools, enterprise storage, cross domain communication, and a common data fabric
  • Deliver Multi-INT analysis, machine learning, and artificial intelligence capabilities through the development of applications and services to support problem-centric analysis, leveraging Intel Community Partner tools/capabilities as well as Commercial and government off-the-shelf analytics. Building a structured observation management, object based production, forensics, algorithmic warfare, machine learning, and artificial intelligence. Furthermore optimize analytical environment (real-time and content driven) through the integration of Cyber ISR, OPSRECCE, Space, OPIR, and Publically Available information.
  • Build a more effective and efficient weapon system while lowering the cost of ownership/sustainment through the centralization of specialized processing, consolidating enterprise services, virtualization, hub-based and ondemand data access. Linking with emerging NGA, national and commercial imagery architectures. Expanding intelligence community and commercial cloud usual, real time system health and status awareness/insight. Enable remote software change management, maintenance, and upgrade.
  • Improve the cyber resiliency and robustness of the weapon system through the structured application of the application of the SAFe Agile and Risk Management Framework (RMF) practices and processes while increasing resiliency, real time system and network assessment, responsive patching and cyber protection, and ensuring valid and current accreditations.

The ADReSS team invites companies interested in the ADReSS effort to this industry day in support of our Market Research. We welcome collaboration with industry to critically review our requirements and discuss mutual issues and concerns relative to our technical requirements. On the morning of, we will convene an open session for general discussion on issues and concerns. Beginning that afternoon, we will schedule one-on-one sessions with each vendor interested in discussing specific issues and concerns relative to their company’s interests. These closed door sessions will last 30 minutes. Additional sessions will be conducted throughout the week. Each vendor will be allowed 15 minutes of presentation time or they may spend the entirety of their time posing questions to the Government. Please remember that your time is limited and that presenting could pose an obstacle to having organic conversations between industry and the Government. Sessions will be scheduled on a first come-first-served basis.

Interested parties are highly encouraged to attend the Robins’ Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) ADReSS Industry Day that is scheduled for May 3, 2021 at 9:00am EST.

On September 28, San Diego, CA-based Cubic Corporation announced PIXIA, which operates within its Cubic Mission and Performance Solutions (CMPS) business division, was awarded a contract from the National Geospatial-Intelligence Agency (NGA) to provide its commercial software for data management and dissemination for use across the agency. This award is the second option year of a five-year indefinite delivery/indefinite quantity (IDIQ) contract, in which PIXIA will continue to deliver a solution for NGA to access, organize and share data within a cloud-based architecture.

Cubic Corporation of San Diego, CA announced on August 3 its Cubic Mission Solutions (CMS) business division was awarded a contract worth $38 million to deliver a Joint Aerial Layer Network (JALN) High Capacity Backbone (HCB) prototype for the U.S. Air Force (USAF). The HCB is a critical element of the JALN, designed to maintain network connectivity among joint forces across the aerial layer. Cubic’s offering for USAF will consist of integrated capabilities across its Protected Communications and Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) portfolios.

“Cubic’s selection by the USAF is a testament to our team and partners’ continuous pursuit to build this critical warfighting network prototype,” said Mike Twyman, president of Cubic Mission Solutions. “Our innovations address aerial layer networking needs to ensure agile and resilient communications; we are honored USAF trusts in us to build a critical enabler for Joint All-Domain Command and Control (JADC2) capability.”

The U.S. Air Force has awarded Falls Church, VA-based Northrop Grumman Corporation a 12-month, $330 million contract for Total System Support Responsibility (TSSR) of the E-8C Joint Surveillance Target Attack Radar System (Joint STARS) fleet. The integrated total systems support contract covers TSSR Period Year 19, which began Nov. 1, 2018 and concludes Oct. 31, 2019.

Under the Joint STARS TSSR program, Northrop Grumman continues its longstanding partnership with the Air Force Life Cycle Management Center to provide total systems support to the 116th and 461st Air Control Wings for all facets of sustainment and support of the 16 aircraft Joint STARS fleet at Robins Air Force Base and forward operating locations overseas. Northrop Grumman will provide program management, engineering technical support, aircrew and maintenance training, supply chain and spares management, technical data and publications, program depot maintenance and overall customer support.

“The C2ISR division looks forward to the continued teaming with Northrop Grumman to improve critical aircraft availability to our combatant commanders while executing our Joint STARS 2030 roadmap,” said Col David Menke, senior materiel leader, C2ISR division, digital directorate, Air Force Life Cycle Management Center, U.S. Air Force.

“While supporting the Joint STARS mission over the past 33 years, we have focused on keeping the high-demand E-8C fleet available and mission capable for the combatant commanders. Our commitment to the supported soldiers, sailors, Marines and airmen at the forward operating locations remains steadfast,” said Jane Bishop, vice president, military aircraft surveillance programs, Northrop Grumman Aerospace Systems.

“The 24/7 support we provide to our warfighters under TSSR coupled with the rapid fielding of new capabilities is an effective way to ensure mission success. We completed the Air Force Tactical Receive System-Ruggedized upgrade in just 12 months and are now implementing a fifth generation upgrade to the fleet’s central computers,” Bishop added. “The E-8C’s continue to serve as a low-risk pathfinder for the U.S. Air Force through continued fleet capability enhancements while the Air Force develops the follow-on advanced battle management system.”

Joint STARS is the only platform in the U.S. arsenal that combines accurate wide-area moving target detection with synthetic aperture radar imagery to locate, classify and track surface targets in all weather conditions from standoff distances. The fleet has flown more than 130,000 combat mission hours in support of the U.S. Central Command since Sept. 11, 2001.

Team JSTARS, consisting of the Georgia Air National Guard’s 116th Air Control Wing, the active-duty 461st Air Control Wing and Army JSTARS detachment, provides joint airborne command and control, intelligence, surveillance and reconnaissance support over land and water to combatant commanders around the globe. The total force integration unit operates the world’s only Joint STARS weapon system based out of Robins Air Force Base. In addition to work at Robins Air Force Base, TSSR is supported by employees and partners at the Northrop Grumman Manned Aircraft Design Center of Excellence in Melbourne, Florida, the Lake Charles Maintenance and Modification Center, in Lake Charles, Louisiana, and more than 30 major suppliers across the United States.

Reston, VA-based Noblis announced on November 15 that the company has been awarded a 3-year, $22M contract by the U.S. Air Force Life Cycle Management Center’s Command and Control, Intelligence Surveillance and Reconnaissance (C2ISR) Division, located at Robins Air Force Base in Warner Robins, GA.

With this award, Noblis will provide engineering technical services to enable rapid integration of the Air Force Distributed Common Ground System (AF DCGS) Open Architecture (OA) pilot capabilities into the global AF DCGS enterprise.

AF DCGS is the Air Force’s primary intelligence, surveillance and reconnaissance ground system, employing a global communications architecture for multi-intelligence processing, exploitation and dissemination (PED) activities. Noblis and its wholly owned subsidiary, Noblis ESI, have been working with AF DCGS since 2014 to advance engineering and sustainment efforts across the system’s life-cycle.

Cubic Corporation of San Diego, CA announced on August 2 its Cubic Mission Solutions (CMS) business division appoints Bradford Powell as vice president and general manager of the command and control, intelligence, surveillance and reconnaissance (C2ISR) solutions business. In this role, reporting to CMS President Mike Twyman, Powell will be responsible for the continued and successful execution of the C2ISR business portfolio of programs and will also lead the development and execution of the C2ISR business growth strategy.

“Brad’s reputation for success comes from his commitment to understanding the customers’ most difficult challenges and building effective strategies to overcome them,” said Mike Twyman, president of Cubic Mission Solutions. “His appointment is important to our continued growth in the C4ISR market as we expand our portfolio of innovative capabilities to satisfy the rapidly evolving demands of our customers.”

Prior to joining Cubic, Powell held a number of senior director positions at Northrop Grumman Mission Systems where he was most recently responsible for a portfolio of programs, including the Global Combat Support System – Army and the U.S. Postal Service Biohazard Detection System programs. He was previously based in Saudi Arabia for three years, leading a joint venture where he directed Northrop Grumman’s business execution and growth strategy for delivering critical infrastructure protection solutions to key middle eastern customers. Powell was also responsible for the successful pursuit and capture of multiple C4ISR franchise programs related to tactical airborne networking and senior leader communications.

As an acquisition officer in the U.S. Air Force, Powell served as the program manager for a portfolio of tactical data link integration programs. During his service at Hanscom Air Force Base, he initiated the Battlefield Airborne Communications Node (BACN) program and led the initial fielding of Link 16 on the F-15C/D/E fleet.

Powell earned a Bachelor of Business Administration degree in Finance from the University of Iowa and a Master of Business Administration, with honors, from the University of Chicago. His military awards include an Air Force Commendation Medal, Air Force Achievement Medal and Global War on Terrorism Service Medal.
