On May 13, the Air Force Life Cycle Management Center (AFLCMC) posted a request for information (RFI) for a GEOINT AI/ML Algorithm (Maverick). Responses are due by 5:00 p.m. Eastern on June 18.

AFLCMC’s Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Division requires site support functions and logistics sustainment necessary to maintain capabilities for Global Network Systems. Through this requirement, the Government is seeking individuals with strong background and experience with algorithm management.

These individuals must be able to perform higher integration and orchestration functions in the management and oversight of the architecture, its systems and programs. They must also possess an exceptional understanding of the fundamental principles of algorithm invocation and workflows for processing against geospatial imagery and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Interested parties are requested to respond to this RFI by providing a company capability statement pertaining to relevant areas of expertise, including (but not limited to:

  • GEOINT AI/ML Algorithm Orchestration Framework
  • GEOINT AI/ML Exploitation Applications
  • GEOINT AI/ML Algorithm Storefront & Repository Integration

 

Only prime contractors shall complete a capability statement; however, prime contractors are able to include information provided by their subcontractors in their response.

On December 10, Voyager Technologies, Inc. announced that it has secured a contract with the Air Force Research Laboratory under a $21 million contract to develop AI-enabled next-generation intelligence, surveillance and reconnaissance systems.

“Today’s threats change fast, so our systems must adapt faster than the threats they counter,” said Matt Magaña, president of space, defense and national security at Voyager. “By combining next-generation sensor architectures with open designs and built-in AI, we’re creating agile surveillance solutions ready for platforms across ground, air, surface, space and cyber.”

The effort focuses on the development of digital signal processing capabilities for multi-domain operations and delivery of situational awareness tools. These tools fuse information from multiple sources into a single, clear picture, helping decision-makers act faster and stay ahead in fast-moving situations.

To address emerging ISR and cyber operations, Voyager is developing GPU-based surveillance systems enabled by AI to support irregular warfare in near-peer engagements, tracking threats in real-time, as they operate in both military and civilian RF infrastructures.

Peraton announced on October 2 that it has been awarded an Other Transaction Authority – Prototype (OTA-P) contract by the U.S. Air Force Life Cycle Management Center (AFLCMC) to advance cyber infrastructure enabling critical Air Force and joint cyber operations. The prototype effort sets the stage for a potential five-year production contract upon successful completion.

“Winning this award required a whole-of-enterprise approach, pulling strengths from across our workforce made up of more than 18,000 employees. This work underscores the trust the Air Force has placed in Peraton to deliver innovative and resilient solutions for mission-critical cyber operations,” said Tom Afferton, president, cyber mission sector, Peraton. “Our team of experts will help strengthen the infrastructure and tools required to defend national security interests in an increasingly complex cyberspace domain.”

On August 7, Raft, in partnership with Science Applications International Corporation (SAIC), announced the award of the U.S. Air Force Tactical Exploitation of National Capabilities (TENCAP) HOPE 2.0 contract. This award supports the Air Force’s continued efforts to accelerate the operationalization of national space-based assets—transforming strategic intelligence into actionable capabilities at the tactical edge.

The TENCAP mission is designed to bridge the longstanding gap between high-level space and intelligence systems and frontline warfighter operations. By leveraging existing national capabilities—including satellite-derived data and Title 50 resources—TENCAP seeks to enhance situational awareness, reduce decision latency, and enable more agile responses to dynamic threat environments.

“Through TENCAP HOPE 2.0, the Air Force is advancing a critical mission: ensuring the power of our national space assets are accessible and operationally relevant for those at the tip of the spear,” said Shubhi Mishra, founder and CEO of Raft. “Together with SAIC, Raft is honored to deliver new era defense technology, secure platforms, and unified data architectures that enable a unified joint force from space to the tactical edge.”

On June 25, Science Applications International Corp. (SAIC) announced that it has been awarded the Hyper-Innovative Operational Prototype Engineering (HOPE) 2.0 contract in support of the U.S. Air Force Tactical Exploitation of National Capabilities (AF TENCAP). This $928 million contract spans a five-year performance period and is set for a July 2025 program start.

A congressionally mandated rapid-acquisition organization, AF TENCAP exploits existing air, space, cyber, national, and global Intelligence, Surveillance, and Reconnaissance (ISR) systems to accelerate delivery of innovative and secure warfighting capabilities across Air Force and Joint military missions for the Department of Defense (DoD).

The HOPE 2.0 contract integrates Intelligence Community capabilities with urgent DoD operational needs. SAIC will provide comprehensive Research, Development, Test, and Evaluation (RDT&E) mission engineering services to help AF TENCAP create near program of record ready prototypes that lead to improved warfighting superiority and decision dominance in all domains.

“To deter conflict and win wars in today’s data-centric battlefield, warfighters must have integrated actionable data including the full power of Intelligence Community capabilities,” said Vincent DiFronzo, SAIC executive vice president of Air Force and combatant commands business group. “Using our proven expertise in rapid mission integration, SAIC leverages advanced commercial technologies to keep the DoD on the cutting edge of all-domain warfighting capabilities.”

Incorporating warfighter feedback, SAIC will support rapid prototype development and mission integration for AF TENCAP and its 65 agencies and commands across the DoD and Intelligence Community. This includes partnering with more than a dozen traditional and non-traditional defense companies to deliver the nation’s most advanced technology to DoD Combatant Commands.

“SAIC is proud to be a partner of choice to accelerate next-gen warfighting concepts into operational reality,” said DiFronzo. “We’re excited to help Air Force TENCAP achieve evolutionary and revolutionary warfighting improvements in capability, performance, and cost savings. On January 24, the U.S. Air Force released a request for information (RFI) for intelligence-related data and analysis services. Responses are due by 4:30 p.m. Eastern on February 5.

The Intelligence Systems Support Office (ISSO), SAF/OC/CDMR, requires data analysis in support of ISSO projects, including the development of algorithms and visualizations from the data. Visualization will be a dashboard documenting behavior detected in analyzed data based on an ongoing initiative to a specific project use case. The dashboards should allow user input to create analytics use cases.

Database design and optimization is required to accommodate novel use cases. Part of the process of building the dashboards requires the testing and development of innovative methods for interactive mapping of large quantities of data on the order of 2 million points visualized in an interactive, zoomable, pannable map created by Leaflet and deck.gl, utilizing GeoArrow. The dashboards require development of Extract, Transform, Load (ETL) processes to ingest data based on on-the-fly user-defined requirements.

ISSO requires Machine Learning (ML) analysis to power the dashboards with the following requirements:

  1. Computing clusters of points within physical proximity of each other. This comparison must be able to be performed on over 1 million points in under 1 minute.
  2. Perform geographic clustering of identified point centroids to determine clusters. These clusters must be converted into geographic polygons.
  3. Perform social network clustering of points found to be in close proximity of each other.
  4. Model, using an ensemble of time series forecasting algorithms, usual activity in an area of interest (AOI) and signal an alert when actual activity deviates outside an acceptable range. The modeling process must take no longer than 5 minutes to calculate.

 

The data ingestion process for the dashboards requires consuming commercially available data or ingesting from USG-provided Application Programming Interfaces (APIs) on Top Secret (TS) networks. The data must be stored in an open source database with optimizations for geospatial and temporal data.

These algorithms, dashboards and reports will be deployed in containers onto secure networks that support the Defense Intelligence Enterprise. Furthermore, allowing all Department of Defense (DOD) users access, without additional cost to the USG.

ISSO requires the installation of and maintenance of the Posit software suite (Posit Workbench, Posit Connect and Posit Package Manager) to facilitate data science workloads. The software must integrate with Keycloak for user authentication and be installed on Non-classified Internet Protocol Router Network (NIPR) and Joint Worldwide Intelligence Communications System (JWICS).

ISSO requires training for its staff in the R programming language as well as ML and Artificial Intelligence (AI) practices, to encourage automated reporting, rigorous analysis and data-driven decision making. The content should be accompanied by corresponding readings from published books on the subject.

ISSO requires exposing advanced geospatial capabilities, utilizing modern, open source tooling—such as PostGIS, geos, DuckDB Spatial and simple features in R—to end users with no coding ability. This is required to be in the form of a dashboard that allows users to upload Geojson files to be manipulated through a Graphical User Interface (GUI).

ISSO requires assistance automating data manipulation and model training with various classified data sets related to different ongoing projects. The data manipulation would be computed in R and/or SQL and the model training with various methods such as penalized regression, boosted trees, forecasting and other types as needed.

On January 22, the U.S. Air Force posted a sources sought notice for A1 Multi-Cloud Ecosystem (MCE) Managed Services Support (MSS). Responses are due by 3:00 p.m. Eastern on January 29.

The Government has a potential requirement to provide professional support, sustainment, and modernization of the current A1 Virtual Data Center (A1 VDC) which is a fully functioning commercial cloud environment capable of supporting applications in the Air Force A1 and A1 DTA portfolios, and for building out the A1 Multi-Cloud Ecosystem (A1 MCE) landing zone.

Commercial Professional Services would be performed to ensure continued operations of the existing environment, execution and management of multi-cloud ecosystems, modernization/optimization (i.e. enhancing common shared services, streamlining processes, and achieving cost efficiencies), execution and management of Big Data and AI initiatives, execution of emerging technologies across a multi-cloud ecosystem, and increase capabilities of the cloud environment per applicable information technology (IT) guidance, as well as, DoD and Air Force directives/policies across multiple Impact Levels including IL6.

On October 24, the United States Air Force (USAF) posted a request for information (RFI) for a Satellite Deployable Node. Responses are due by 12:00 p.m. Eastern on November 25.

USAF Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a single case with access to NIPER/SIPR containing a ruggedized router and ruggedized laptop for Command and Control (C2) operations.

The C2 Laptop system or laptop and router system must allow radio Universal Serial Bus(USB) connections to establish network connection for ethernet traffic.  Must be able to plug in radios with USB cables and create and modify network connections: PRC-167, PRC-163, PRC-117G, PRC-161, PRC-160, PRC-137, RT-1922.  Shall be interoperable with a Satellite Deployable Node (SDN) with Low Earth Orbit (LEO) services / Medium Earth Orbit Services (MEO) and MANET radios at a ST element forward.

It would be used as a C2 system to pass SA and target data using Curser on Target (CoT), Joint Range Extension Application Protocol (JREAP C), Variable Message Protocol (VMF), and Chat between the forward combat elements and command nodes. Special Tactics (ST) Forces will field a transit Commercial Solution for Classified (CSfC) kit to network and provide C2 data via TSM-X and other MANET data into SOFNET-S and translate this to JREAP-C data.

On October 16, SixMap Inc. announced it has been selected by AFWERX, the innovation arm of the US Department of the Air Force, for a Phase I Small Business Innovation Research (SBIR) contract focused on Continuous Threat Exposure Management (CTEM) to address the most pressing challenges in the Department of the Air Force (DAF).
