AFLCMC’s Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Division requires site support functions and logistics sustainment necessary to maintain capabilities for Global Network Systems. Through this requirement, the Government is seeking individuals with strong background and experience with algorithm management.

These individuals must be able to perform higher integration and orchestration functions in the management and oversight of the architecture, its systems and programs. They must also possess an exceptional understanding of the fundamental principles of algorithm invocation and workflows for processing against geospatial imagery and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Interested parties are requested to respond to this RFI by providing a company capability statement pertaining to relevant areas of expertise, including (but not limited to:

• GEOINT AI/ML Algorithm Orchestration Framework
• GEOINT AI/ML Exploitation Applications
• GEOINT AI/ML Algorithm Storefront & Repository Integration

Only prime contractors shall complete a capability statement; however, prime contractors are able to include information provided by their subcontractors in their response.

AFLCMC/WISN is conducting market research to identify possible sources capable of providing a reliable navigation system for operations in Global Positioning System (GPS)/ Global Navigation Satellite System (GNSS) degraded or denied environments.

The required capability is a compact electronic navigation system that integrates supplemental sensors, such as magnetic, inertial, gravity, visual, celestial, radar/lidar, ground signals of opportunity, terrain, local timing, quantum and atomic clock’s ability to synchronize, pulsar/celestial time synchronization, improved/accurate reference maps. The system must be versatile for use on aircraft, land vehicles, maritime platforms, and man-portable applications. The system must provide precise location data compatible with the Android Team Awareness Kit (ATAK) for real-time situational awareness and mission planning. The system must provide continuous location tracking, even in the absence of GPS/GNSS.

This effort also advances the application of Artificial Intelligence and Machine Learning (AI/ML) algorithms to the processing of radio frequency (RF) emitters, culminating in systems integration and flight demonstration in an open architecture pod in operationally representative environments.

Full performance will commence December 2019 from a new DCS facility near Wright-Patterson AFB, Ohio and will grow to include work at Duke Field (Eglin AFB Auxiliary Field #3) in Florida. Fully staffed, this effort is expected to comprise 95 personnel from DCS and subcontractors Naval Systems, Inc.; Sumaria, Inc.; and PE Systems.

“This is an exciting new opportunity for DCS to grow our Wright-Patterson AFB footprint and expand our support of DoD helicopters through these ACAT 1 programs,” Executive Vice President Larry Egbert stated. “Our rotary wing capabilities and background are well aligned to HPO mission requirements and we look forward to supporting the AFLCMC/WIH command and mission.”

The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance and Special Operations Forces (ISR/SOF) Sensors, Foreign Military Sales, (AFLCMC/WINI) is conducting Market Research to identify potential sources who may provide the information detailed in this Sources Sought Synopsis (SSS).

AFLCMC/WINI Sensor’s Program Office has a requirement to procure twenty-two (22) AC-208 lightly armed Intelligence Surveillance and Reconnaissance (ISR) aircraft.  AFLCMC/WINI is exploring the market for sources who can provide technically sound and economical non-developmental qualified solutions.  The requirement includes the utilization of established Commercial off the Shelf (COTS) system-of-systems, consisting of integrated non-developmental items.

The United States Government (USG) will use this Market Research information to determine the best future acquisition strategy for this procurement in order to meet the customer requirements and delivery schedule. The USG does not have any associated technical data to provide to potential sources.

SYNOPSIS: AFLCMC/WIN manages the USAF Operational Reconnaissance (Ops Recce) portfolio supporting the TWENTYGLOW initiative in cooperation with the SIGINT Capabilities Working Group (SCWG). The SCWG manages and plans Air Force SIGINT Capabilities Research, Development Test and Evaluation investments. The Ops Recce portfolio specifically focuses on what had been previously called Non-traditional ISR (NTISR) which involves capturing electronic warfare (EW) information on airborne platforms which currently is only available in the platform cockpit and seeks to communicate that intelligence into the Air Force Distributed Common Ground Stations (DCGS).

PURPOSE: In support of the Ops Recce program, AFLCMC/WIN is conducting market research across industry, academia and government agency programs. The intent is to identify promising candidate programs/technology efforts with projected capabilities that may improve current and future Air Force airborne EW data sensors and their supporting communication nodes. Market research will help identify what research has been accomplished in this field, as well as technologies that currently exist or could be modified to fill a need. Although FY17 funding is uncertain, Ops Recce managers are seeking 1 – 2 year projects beginning in FY17 that require funding of less than $3 million per year with Technology Readiness Level (TRL) of 4 or 5. AFLCMC/WIN seeks white papers and quad charts by 30 April 2016. All correspondence submitted will be protected and controlled as proprietary. After reviewing the submitted white papers and quad charts, the Government may request technical exchanges and/or site surveys of respondents’ facilities. This market research will potentially shape Air Force efforts in the FY17-24 timeframe. The Government anticipates the information received will be used to plan and program the required efforts to support Ops Recce objectives.

The Department of Defense (DoD) plans to undertake activities to build the capacity of Yemen’s national military forces to conduct counterterrorism (CT) operations pursuant to section 1206 of the National Defense Authorization Act for FY 2006 (P.L> 109-163), as amended. This section 11206 program will provide critical aircraft spare parts package to the Yemen Air Force (YAF), which will enhance Yemen’s AT-802 ISR program. This program will build the capacity of Yemen’s national military forces to conduct CT operations by providing equipment in support of real-time air, ground operations along their borders and within their territorial borders.
The International Support Branch of AFLCMC ISR SENSORS and FMS Division is exploring the market for qualified non-developmental sources that can provide for and sustain a fleet of non-standard ISR aircraft integrated with EO/IR for use by International customers. This ISR system will consist of a collection of IR and EO sensors, signal processing, software, and control and display equipment integrated into a host aircraft.

This source shall be already ITAR compliant and licensed to export aircraft and ISR components. The contractor shall be required to provide the ISR payload, Ground System Network Interface, Integration of the payload onto the host aircraft, and Training/Logistics support through deployment and support field operations.
