On May 15, the National Geospatial-Intelligence Agency (NGA) posted a request for information (RFI) for HATTERAS. Responses are due by 1:00 p.m. Eastern on June 3, according to SAM.gov.

The HATTERAS RFI is posted on the classified Intelligence Community Acquisition Research Center (ARC) website at https://acq-ui.ace.proj.nro.ic.gov.

How to access the classified ARC website

Interested parties must have a TS/SCI clearance as this effort is being posted on the classified ARC website. You must also have a classified ARC account, to access the classified ARC website. To obtain a classified ARC account, interested parties must contact the ACE IT Helpdesk which can be reached at (703) 230-6300 or acehelpdesk@westfields.net. On May 1, the Marine Corps Intelligence Activity (MCIA) posted an update to its Geospatial Support Services (GSS) request for proposals (RFP). The proposal due date is extended to 2:00 p.m. Eastern on May 20.

The scope of this effort is to provide support the MCIA with geospatial technical services to support integration and dissemination of geospatial information and intelligence products. This requirement is to provide the enhancements and technical support needed to sustain and improve the MCIA GSS technology, the command centralized geospatial portal for data discovery, downloading, and sharing intelligence information across the various military, intelligence community, and mission partner network domains.

This is a follow-on procurement of contract M00264-21-C-0010.

On March 29, the National Geospatial-Intelligence Agency (NGA) announced that it is sponsoring the launch of three small satellites this spring to revolutionize how we measure Earth’s magnetic field. Developed through MagQuest, a 6-year, multimillion-dollar global competition, the satellites will launch aboard the Transporter-16 rideshare mission from Vandenberg Space Force Base, California, planned for March 30.

“We are on the verge of proving that small, affordable satellites can deliver the high-quality magnetic data our nation depends on,” said Mike Paniccia, NGA’s program manager for the World Magnetic Model. “These teams have spent the past few years pushing the boundaries of what’s possible with CubeSat technology, and this launch is the moment where all of that ingenuity meets the ultimate test.”

This mission represents the first-ever effort to collect reliable geomagnetic data using CubeSat technology. Once in orbit, the three CubeSats, equipped with novel solutions for precisely measuring Earth’s magnetic field, will provide data to update the World Magnetic Model — a critical infrastructure that underpins navigation for military operations, commercial aviation, and everyday mobile devices worldwide.

The current World Magnetic Model, WMM2025, is maintained using data from the European Space Agency’s Swarm mission, launched in 2013. NGA launched the MagQuest competition in 2019, seeking new, more resilient ways to collect geomagnetic data.

The CubeSat solutions developed through MagQuest can be built, launched, and operated for a fraction of the cost of the current system. MagQuest also demonstrates the effectiveness of open innovation and interagency collaboration in tackling a vital national security challenge.  Testing facilities and experts at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, supported technology evaluations and analysis; NASA’s Center of Excellence for Collaborative Innovation administered the challenge; and the National Oceanic and Atmospheric Administration’s National Centers for Environmental Information provided technical support.

MagQuest’s open innovation approach intentionally attracted novel solutions from a unique group of innovators. Each team has developed a distinct CubeSat solution for collecting high-quality geomagnetic data from low-Earth orbit:

  • Compact Spaceborne Magnetic Observatory CubeSat, University of Colorado Boulder
  • Diamond-Powered Geomagnetic Data Collection from LEO, Spire Global and SBQuantum
  • Io-1, Iota Technology

 

The teams delivered their completed satellites to Exolaunch for final integration for launch. Following a successful launch and satellite deployment, each team will begin geomagnetic data collection and compare their findings to WMM2025.

An expert review panel will evaluate each team’s data across key milestones. The results of MagQuest will inform NGA’s acquisition strategy for a WMM global magnetic field data collection capability, to support production of the next global update, WMM2030.

On March 26, the U.S. Africa Command (USAFRICOM) posted a notice of an upcoming industry day opportunity. Capability statements are due by 4:00 p.m. Central European Time on April 9.

USAFRICOM is seeking interested commercial vendors for targeted Industry Sessions to be held in Luanda, Angola. These sessions will take place during a larger, continent-wide conference scheduled for June 30 – July 1, 2026 with up to 300 attendees. While the main conference has its own agenda, these specific Industry Sessions are a separate, USAFRICOM-hosted opportunity focused on showcasing military technologies, supplies or services available for acquisition by African Partner nations.

Selected vendors will be provided with a dedicated space to present their capabilities. They will also be invited to attend the main conference sessions as observers.

Primary Areas of Interest

The U.S. Government is interested in vendors with capabilities in the following fields, though all submissions will be considered:

  • Geospatial: Drones (UAV/UAS), Commercial GEOINT, Remote Sensing, and Tracking Systems
  • Command and Control: C4ISR and Airborne C2 Systems
  • Consulting & Administrative: Systems Integration, Enterprise Architecture, and Acquisition Management
  • Drones (UAV/UAS) and Counter-UAS: Platforms as well as Counter-UAS and IED detection technologies
  • Big Data & Software: Intelligence Analytics, Social Media Analysis, Open Source Intelligence, and Artificial Intelligence
  • Cyber: Cyber/Info Security, Intrusion Detection, and Vulnerability/Threat Assessment

GCS Geospatial and Hobu, Inc. announced on March 19 that they have recently concluded support for National Geospatial-Intelligence Agency (NGA) Boosting Innovative GEOINT Research Broad Agency Announcement (BIG-R BAA) Topic 10 “Advanced 3D Analytic Tool Development, Enhancement, and Integration.”

The team delivered an update to its browser-based Eptium tool that enables simultaneous co-exploitation of multiple cloud-native 3D datatypes. The team also delivered improvements to its Line-of-Sight (LOS) plugin to Applied Imagery’s Quick Terrain Modeler (QTM), alongside a novel approach to reporting viewsheds with multi-class output.

Eptium is a browser-based Electronic Light Table (ELT) that supports analytics, visualization, and light exploitation of cloud optimized point clouds (COPC), cloud optimized GeoTIFFs (COG), and the Open Geospatial Consortium (OGC) 3D Tiles. The Hobu, Inc. team expanded Eptium’s analytical capabilities and responded to beta tester feedback while improving performance throughout, especially for point cloud and raster rendering.

Using Cesium’s API, Eptium can now generate rays between an observer and target point(s), collecting information on intersections along the sight line(s). These collected points are rendered and can be exported as a Polygon File Format (PLY). The 3D Viewshed tool works with any Cesium-renderable data types, including point clouds, 3D Models, and terrain mesh.

On March 17, BlackSky Technology Inc. announced that it has signed a seven-figure Assured extension contract with an international customer. Reliable Gen-3 performance over the customer’s priority areas of interest during early access programs for best-in-class 35-centimeter imagery and AI-enabled analytics is driving the transition to larger annual subscriptions, reflecting momentum against the company’s land-and-expand strategy.

“Assured is more than access to capacity. It’s about guaranteed collection fulfillments that provide certainty for mission critical operations. Assured has become a foundational part of our customers’ daily tactical ISR activities,” said BlackSky CEO Brian O’Toole. “Annual, recurring commitments for Assured represent a positive, natural evolution as early access programs pivot into long-term customer relationships across our expanding international portfolio.”

The agreement provides continued access to BlackSky’s dual-generation, tip-and-cue architecture — combining the high-cadence, time-diverse revisit rates of Gen-2 with very high-resolution Gen-3 imagery. With speed and accuracy as the chief elements informing mission success, BlackSky continues to expand the Gen-3 constellation with unit four recently delivering first light imagery within hours following launch.

Each Gen-3 satellite has consistently delivered initial images with remarkable clarity and uniform quality, detailing vehicles, maritime vessels, and aircraft of various sizes, as well as individual people and their shadows. Sharper imagery reduces ambiguity and contributes to better analytics development with stronger insights for end users.

On March 12, the National Geospatial-Intelligence Agency (NGA) issued a request for information (RFI) for Mercury. Responses are due by 12:00 p.m. Eastern on April 2.

This RFI’s purpose is to identify sources that have access to an extensive set of knowledge, skills, experience, and resources to maintain and modernize known systems and the ability to rapidly support unanticipated capabilities. Additionally, NGA would welcome recommendations from industry on acquisition constructs for delivering mission responsive support for unforeseen requirements.

The mission of NGA is to provide timely, relevant, and accurate Geospatial Intelligence (GEOINT) to policy makers, the Intelligence Community (IC), Department of War (DoW), and other federal agencies and partners in support of national security. In support of this mission, the PEOAA – Analytic Technologies (PAT) office develops and maintains a set of mission critical and mission essential software systems, applications, and databases constituting the analytic services for the National System for Geospatial-Intelligence (NSG).

Although future NSG analytic capabilities are extensively planned and prioritized for implementation, past experience and objective risk management forecast that there will be unanticipated changes to mission needs and requirements including adoption of emergent systems and tools. These emergent requirements will require sustainment and modernization efforts to operationalize the system to meet analytic mission needs. Many of these analytic systems do not align specifically to a singular mission in the PAT portfolio and require cross-project support. The ongoing sustainment and modernization of cross-project capabilities throughout the lifecycle of the system would be supported through the Mercury requirements.

The Mercury requirement will be the primary sustainment services provider within PAT, providing services needed for end-to-end operations and lifecycle management of existing and emerging analytic systems that directly or indirectly support the execution of the Analysis mission at NGA, and in support of the Analytic Services Production Environment for the NSG (ASPEN) major system acquisition. The Mercury requirement is a direct follow-on to the Chinook contract with similar scope and requirements.

The Mercury scope of work includes the lifecycle support of the Analytic Technology systems and applications identified below, and any additional systems and applications that may be added to the Mercury requirement as they become operational or require terminal support until system disposition. A key to the success of the Mercury requirement will be the ability to rapidly transition current emerging analytic capabilities onto contract and then provide lifecycle services including sustainment and enhancement activities. Mercury supports a rapid response to the current and future cross-project future requirements, critical system transitions, and emerging development efforts essential to empower warfighters and analysts.
