“It’s with a heavy heart that I share the news that we have lost a legendary member of the Intelligence Community family in the sudden passing of Lieutenant General Vincent Stewart. Vince’s smile filled the room, and his energy lifted up the spirits of everyone who crossed his path. In addition to his service as Deputy Commander of U.S. Cyber Command, many IC officers knew Vince from his leadership of the Defense Intelligence Agency (DIA), where he was an outspoken — and fierce — champion of the workforce and of shaping a diverse cadre of officers for the future.”

“Vince came to the United States at age 13 from his native Jamaica and joined the Marine Corps after graduating from Western Illinois University, where he was part of the Reserve Officer Training Corps. He pointed to his experience as a platoon commander when he was asked about his enormous success as an intelligence officer. At DIA, he said that when he needed a boost of energy, he would walk down to the cafeteria to talk to the workforce, which was a guaranteed way to instantly feel like he was ‘ready to take on the world.’”

“Today the world is a safer, better place because of Vince, and his legacy lives on in the many intelligence officers he mentored and recruited. On behalf of the Intelligence Community, I send our deepest condolences to his family. Vince once said, ‘I can’t stop believing in the promise of America because if the dream is not possible here, it’s not possible anywhere.’ We thank Vince for his 38 years of distinguished service, and we will do our best to live up to the challenge he set for everyone to ‘take real, specific actions to uplift others.’”

Lt. Gen. Stewart’s distinguished 38-year career in the U.S. Marine Corps culminated in 2017 with his tenure as deputy commander of the U.S. Cyber Command (USCYBERCOM). Prior to that assignment, he served as director of the Defense Intelligence Agency (DIA), becoming the first Jamaican American and the first Marine to hold that post.

“Vince Stewart’s incredible career epitomizes the American dream that hard work and perseverance are the cornerstones of success. Throughout his decades of outstanding leadership and impact in defense of our nation, he broke barriers and set new standards for excellence,” said INSA Chairwoman Letitia Long. “While his exceptional work ethic and strong leadership were pivotal to his success, it is his commitment to the workforce, fundamental belief in the power of partnership, and deep love of country that set him apart and make him eminently worthy of this award.”

As deputycCommander of USCYBERCOM, Lt. Gen. Stewart provided strategic leadership to more than 10,000 personnel executing the full spectrum of cyberspace operations. He led the Department of Defense’s efforts to secure the nation’s critical infrastructure and key resources against malicious cyber threats. Among his principal missions was securing the Department of Defense’s Information Network, which consists of 3 million users in 140 countries across 15,000 networks and 6,000 physical locations.

In his role as DIA director, Lt. Gen. Stewart managed a global organization of more than 16,000 personnel operating in more than 100 countries. He provided intelligence briefings to the president of the United States and national security staff regarding global emerging threats and opportunities, as well as regular briefings to Congress to inform legislative and budget decisions. Lt. Gen. Stewart also served as principal advisor to the Secretary of Defense and the Chairman of the Joint Chiefs of Staff on military intelligence-related matters.

Earlier, he served as commanding general, Marine Forces Cyberspace Command, where he was the principal cyber advisor to the Commandant of the Marine Corps. In this capacity, Lt. Gen. Stewart was responsible for the sustained operation and maintenance of the Marine Corps’ global information enterprise networks.

He previously served as director of intelligence, United States Marine Corps, where he initiated the Marine Corps Intelligence Surveillance and Reconnaissance Enterprise, which connects more than 10,000 intelligence professionals with real-time intelligence support to deployed operational commanders.

Throughout his career, Lt. Gen. Stewart earned numerous awards, including the Defense Distinguished Service Medal, the Navy and Marine Corps Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, the Bronze Star, and the National Intelligence Distinguished Service Medal.

“While this recognition is regarded as a personal recognition, it is far more reflective of the amazing men and women in the intelligence community who carried me for 38 years,” said Lt. Gen. Stewart. “They are the real heroes of this story.”

He also served as the principal advisor to the Secretary of Defense and the Chairman of the Joint Chiefs of Staff on military intelligence-related matters.

Earlier in his career, Lt. Gen. Stewart held the position of commanding general, Marine Forces Cyberspace Command, and director of intelligence for the United States Marine Corps.  Following his military service, Lt. Gen. Stewart founded and served as chief executive of Stewart Global Solutions, an international consulting company focused on cybersecurity, geopolitical intelligence, strategic planning and crisis management services.

Shanahan spoke to DIA’s major successes during Stewart’s tenure, including enhancing relationships with foreign partners, focusing on innovation and increased support to combatant commands.  He emphasized the importance of the work done daily by DIA officers

“You and the DIA team have worked tirelessly to provide top-notch defense intelligence to policy makers and the warfighter,” Shanahan said.

Before concluding his remarks, Shanahan presented Stewart with the Defense Distinguished Service Medal for his accomplishments while at DIA.

Leaders from throughout the department of defense and the intelligence community, former DIA directors and foreign partners were on hand to welcome Ashley to DIA and thank Stewart as he moves on to his new assignment as deputy commander of U.S. Cyber Command.

Speaking to Stewart’s achievements, Director of National Intelligence Daniel Coats highlighted the innovation and technology challenges faced by the intelligence community and the advancements made by DIA. Coats then presented Stewart with the Director of National Intelligence Gold Medallion award.

In his departing remarks, Stewart welcomed Ashley to the DIA family and thanked the DIA workforce for their committed dedication.

“To all of my intelligence officers, thank you for all you do…it is your accomplishments and more that instill me with great pride,” Stewart said. “It is clear to me the depths of your devotion to this country, your commitment to excellence, to your dedication to the oath…you have made DIA an unrelenting force for the security of the United States.”

Before officially handing over directorship to Ashley, Stewart had one last challenge to the workforce.

“Never forget why we serve: to support and defend the Constitution of the United States. Never forget that we serve the citizens of the United States,” Stewart said.

In his first address as the 21st DIA director, Ashley recognized the responsibility he now assumes.

 “My task is to ensure that 320 million Americans can pursue their hopes and dreams…it is why I get up in the morning,” Ashley said.

A career intelligence officer, Ashley comes to DIA after serving as the deputy chief of staff of Army military intelligence. He has also served in Fort Bragg, North Carolina, Fort Gordon, Georgia, MacDill Air Force Base, Florida, Izmir, Turkey, and deployments to Operation Joint Force in Sarajevo, Bosnia-Herzegovina, Operation Iraqi Freedom and Operation Enduring Freedom in Afghanistan.

“As the Army [director of intelligence] and in my career as a soldier, I have witnessed first-hand the great work this agency has done,” Ashley said. “I am honored for the opportunity to work together, building on DIA’s legacy.”

As part of his duties as DIA director, Ashley was also given command of the Joint Functional Component Command for Intelligence, Surveillance and Reconnaissance from Stewart, with Shanahan presiding over the exchange.

Dr. Cameron brings extensive national security, intelligence and higher education experience to his new role as NIU president. Before joining NIU, he served at the National Counterterrorism Center (NCTC) since its inaugural year of 2004, and spent 14 years in academic leadership roles at Washington State University from 1986-2000.

Dr. Cameron is the first leader in the school’s 55-year history who comes to the role from outside the military or the Department of Defense. He begins his tenure as the university settles into its first full year at a brand new campus in Bethesda, Maryland and prepares for its decennial accreditation review in 2018.

“Dr. Cameron is the right person, in the right job, at the right time,” said Defense Intelligence Director Lt. Gen. Vincent Stewart, USMC, who presided at the ceremony. “I am confident he will bring fresh ideas and fresh perspectives to NIU.”

“This is a place where we can bring our challenges and work on them with our industry partners,” DIA Director LtGen Vincent Stewart said.

DIA’s iHUB virtually links entrepreneurs to the agency in a collaborative environment in which they can evaluate and test technology with potential intelligence benefits. The opening of the new iHub marks a significant milestone in DIA’s innovation mission.

“A year ago, the director charged us with developing the Innovation Hub,” said Al Bolden, chief of DIA’s Innovation Office. “We were challenged to partner with industry to find solutions that aid our decision advantage, and this new facility gives us the ability to do just that.”

Until now, DIA’s iHUB had been operating in a temporary space. The newly created facility is designed to enhance collaboration between DIA officers who have technology needs for specific problem sets and entrepreneurs who have applications that potentially can meet the needs.

Since last Fall, DIA has hosted quarterly Industry Day events at the iHub designed to find new capabilities and business processes developed in private sector and academia. The third quarter Industry Days were held in two parts: Aug. 2-3 and Aug. 21-22. The event was split due to an overwhelming response from industry and academic institutions. Future Industry Day events will be announced on DIA’s innovation page, www.dia.mil/business/needipedia.aspx, and DIA social media platforms.

“Lt. Gen. Ashley brings with him a wealth of experience in intelligence, both as a producer and consumer,” said Lt. Gen. Vincent Stewart, USMC, the current DIA Director. “He is well suited to lead this talented organization, having previously served as the Director of Intelligence of both Central Command and the Joint Special Operations Command, and as the Commanding General of the U.S. Army Intelligence Center of Excellence and Fort Huachuca.”

Ashley currently serves as the Deputy Chief of Staff, G-2, U.S. Army. The transition between Stewart and Ashley is expected to take place in October.

“Serving as your Director has been the absolute pinnacle of my career, and it has been an honor and privilege to serve beside you,” Stewart told DIA employees. “You make me proud, each and every day.”

Stewart is to become the Deputy Commander of U.S. Cyber Command. The Senate confirmed his nomination for that position July 31.
