The Virginia Contracting Activity has a requirement for DORE3 in accordance with the Statement of Work (SOW) and attachments. The SOW covers the 11 support areas listed below:

• Support Area One: Collection Concept Development
• Support Area Two: Collection Planning and Operations Support
• Support Area Three: Data Sciences Support
• Support Area Four: Technical Exploitation Support
• Support Area Five: Internet of Things (IOT), Social Media & Open-Source Support
• Support Area Six: Application/Web/Collaboration Support
• Support Area Seven: Program/Project Support
• Support Area Eight: Rapid-Response SME Support
• Support Area Nine: Academic/Industry Outreach and Innova􀆟on
• Support Area Ten: Rapid Engineering and Prototyping Support
• Support Area Eleven: Contract Project Management and Common Tasks

Advisory and Assistance Services will be required for each of the above support areas.

Contractor services provided under DORE3 are required by ST to sustain its mission management and execution responsibilities, including conducting capability gap analyses, rapid prototyping, test & evaluation, planning, preparing for, and enabling technical collection operations, advanced technical exploitation of multi-source data.

The Place of Performance varies. It will be identified in each Task Order. This requirement is anticipated to be full and open.

Missile and Space Intelligence Center requires contract support for research, development, and sustainment of new and existing, hardware, systems, and software capabilities, and foundational military intelligence (FMI) enabling all-source analysis and production for the DIA, Department of Defense (DoD), and national level intelligence efforts. The planned period of performance (PoP) for the anticipated Multiple Award Indefinite Delivery Indefinite Quantity (IDIO) contract will be a five (5) year base ordering period with a five (5) year option ordering period. As AIEC become increasingly central to intelligence operations and national security decision-making, establishing trust through demonstrated reliability, cybersecurity, safety, accuracy, robustness, and adherence to ethical and legal standards is paramount.

Effective TEVV of AIEC serves as the cornerstone for building confidence among operational users, mission owners, senior leadership, and policy makers that AI systems perform as intended, produce trustworthy outputs, mitigate unintended risks, and align with established legal and regulatory frameworks. DIA seeks to implement a mature AI TEVV capability to accelerate the adoption and acceptance of transformative AI technologies throughout the Defense Intelligence Enterprise (DIE).

DIA is exploring methods to develop standardized, scalable, and measurable TEVV metrics, as well as improve upon existing TEVV frameworks to assess technical performance of AIEC. These metrics must also effectively communicate the trustworthiness and operational readiness of AIEC to users, senior leaders, decision makers, and policy makers who must authorize their deployment into high-consequence environments.

DIA’s responsibility extends beyond internal enterprise systems to include oversight authorities across multiple DIE domains under various DIE Manager (DIEM) authorities. While DIA seeks an enterprise solution for this Agency, certain mission areas may require specialized or extended TEVV approaches. DIA recognizes the critical importance of partnering with ongoing AI TEVV initiatives across DoW components, IC elements, and other federal agencies to leverage existing investments, reduce duplication of effort, promote interoperability, and align to broader community-wide standards and best practices that are rapidly evolving.

Therefore, DIA seeks concepts that provide both enterprise-level standardization and the flexibility to accommodate mission-specific validation requirements, while minimizing duplicative or conflicting processes. VACA is seeking information from qualified vendors with proven expertise in delivering comprehensive software solutions designed for Internal Audits, Inspections, and Evaluation engagements to support the DIA’s OIG and its mission.

The purpose of this RFI is to explore potential software application that can provide comprehensive central management of internal audits, inspections and evaluation oversight projects. The desired tool should facilitate the entire audit lifecycle, from planning and execution to reporting, ensuring proper access levels are maintained for sensitive information.

Additionally, it should support the review and feedback process on draft work products prior to finalization. Given the sensitive nature of the work and the confidentiality of audit documents, it is imperative that all data is processed within OIG-controlled U.S. government network environments. The software must be compatible with DIA’s existing information system infrastructure and capable of being deployed on-premises systems for the OIG’s use.

Following review of the provided information, the agency will contact vendors whose solutions best align with its requirements to schedule virtual demonstrations of software.

The DIA is continually innovating to improve and enhance its mission execution, and must efficiently seek out to leverage ideas, practices and capabilities created anywhere. DIA has enhanced its ability to efficiently leverage solutions from industry and academia by establishing NeedipeDIA. NeedipeDIA facilitates inventive engagement with industry and academia ina manner that supports DIA’s innovation efforts while addressing the security requirements germane to an intelligence agency.

NeedipeDIA is a system that collects and presents mission needs to innovators using outward facing web portals on both classified and unclassified networks and then facilitates collaborative engagement with industry and academia who present solutions to those Needs. Offerors review these Needs and submit two-page white papers that summarize innovative ideas and solutions referencing what is described. Submitted white papers are then reviewed by mission owners and engagement with offerors will scale with Government interest. If this conversation results in the Government requesting a proposal (RFP) for products and/or services from the offeror, this BAA backs up that conversation with a rapid contracting solution that is in accordance with Federal Acquisition Regulations (FAR).

In this manner, NeedipeDIA enables DIA to express capability needs to a larger community of innovators and encourages participation from established partners and offerors that have never worked with federal agencies. The list of needs on the NeedipeDIA webpages are designed to communicate the solutions DIA is seeking, while providing an entry point into Government acquisition through both an open BAA and a Commercial Solutions Opening (CSO).

This BAA is intended to support and fulfill requirements for mission innovation while also providing a pathway for research, study, and experimentation directed toward advancing state-of-the-art technologies and increasing knowledge and understanding of topics related to the Defense Intelligence Enterprise (DIE).
