The purpose of this Request for Information (RFI) is to probe industry to identify interested sources and to gain information on practices and capabilities that could increase efficiencies for NGA’s Data Discovery requirements.

The objective of this RFI is to identify existing techniques and methods to create detailed assessments of relevant topo holdings dynamically. Currently, foundation data is created with input from both people and technology (manual extractions, artificial intelligence, web scraping, etc.) to meet the required data standards and specifications. We are looking for a methodology to assess the performance of the data from NGA holdings against customer requirements. Some products are static while others are updated dynamically. This approach will enable NGA to compare and baseline the range of products to measure the “goodness of fit” for incoming mission requirements.

To compare current topographic products, at minimum, the following dimensions must be considered: 1. Basic details to include specification, format, features, attributes and metadata

2. Correctness of dataset to include level of detail, geometry, attribution content, etc.
3. Completeness of dataset geometry, attribution, and metadata
4. Estimation of the amount of change that has occurred since dataset creation

NGA requires a suite of metrics that will measure key performance parameters including the innovative capability to assess and present the distinctions and schema nuances in a meaningful way. Metrics should apply broadly to datasets, with schema specific measures on an as-needed basis only. Innovative capability assessment, the creation of innovative evaluation technique, should be included as an approach to handle novel technologies and techniques for the creation of foundation data.

Further, NGA is interested to learn about innovative future-oriented architectural design to integrate and incorporate these topographic assessment tools into the NGA workflow, ensuring interoperability. The basic requirements are the ability to access data in the spaces they live, conduct assessments of the data products, and develop a database with Application Programming Interfaces (API) and Artificial Intelligence (AI) for access by existing NGA systems and users.

NGA, in support of the Office of Geomatics, is seeking information on how an interested contractor could perform work necessary to produce and complete Edition 3 of the Spatial Reference Model (SRM) and promote it to ensure its adoption by spatial reference authorities as an international standard.

The purpose of this Request for Information (RFI) is to gain information on current Industry practices that would meet NGA’s requirements for the work required to produce the third edition of the SRM and lead it to being adopted as an internationally recognized standard.

NGA has a mission-critical need for timely and accurate GEOINT Data. The Office of Geomatics (SFN) at NGA enables the accuracy of GEOINT through the content and sciences of geodesy, geophysics, orbital mechanics, and photogrammetry.  All of these sciences depend on accurate means for spatial referencing by coordinates.  Likewise the application of these sciences to navigation, targeting and intelligence-gathering depend on accurate spatial and temporal referencing.  When alternate coordinate systems are employed or spatial reference frames are updated, the Office is required to provide coordinate conversions and datum transformations.

As a result of forthcoming increases in commercial electro-optical satellite data available to accomplish the GEOINT mission, the National Geospatial-Intelligence Agency (NGA) is seeking information pertaining to existing or emerging tools and/or services capable of conducting 1) coordinated collection planning across multiple commercial satellite constellations, and 2) advanced analytics on large volumes of commercial satellite data for the purpose of delivering High-Cadence GEOINT (GEOINT collected at intra-hour rates) to consumers within minutes of collect.

This Request for Information (RFI) is issued for the purpose of determining interest, feasibility, and capability only and does not constitute a Request for Proposal or indication the Government will contract for any of the items and/or services contained in this notice.  In accordance with FAR 52.215-3, the Government will not pay for any information/items submitted in response to this RFI.  Data submitted to the Government will not be returned.  This RFI does not commit the Government to award a contract.  This RFI is for market research only and there is currently no solicitation for this effort.  Any solicitation resulting from this announcement will be published separately.

The following sections contain details of the scope and technical interest of this RFI, along with instructions for the submission of responses.

Respondents are hereby notified that more than one Government Agency may review the responses, and the Government intends to utilize personnel from New Bridge Partners and MITRE to provide technical advice regarding submitted responses. NGA support contracts are bound by NGA Non-Disclosure Agreements to protect responder’s proprietary information. As such, responders shall not include additional restrictions within their response requiring execution by NGA or NGA support contractors. By submitting a response to this RFI, the responder consents to the Government disclosing responder proprietary information to the contractors to develop the acquisition approach. Failure to respond to this RFI does not preclude participation in any future competition, nor will information provided in response to this RFI be used to exclude anyone from responding to any future Request for Proposals.

Background

Over the next decade, the number of commercial satellites on orbit is expected to increase significantly. This increase will bring higher revisit rates resulting in High-Cadence GEOINT collection and enhanced mission coverage. High-Cadence GEOINT is defined as consumer focused geospatial imagery collection and data production of a given target area at intra-hour rates.  To leverage High-Cadence GEOINT data, NGA requires advanced tools capable of performing collection planning as well as automated analytic processing. Ideally, these tools will possess the ability to conduct coordinated collection planning across multiple commercial electro-optical Low Earth Orbit GEOINT constellations, and have the ability to conduct advanced analytics on a series of High-Cadence GEOINT images; with an end-goal of delivering the resulting GEOINT analytics to an analyst or consumer workstation within minutes.

Specifically, NGA is seeking information on existing or emerging tools and/or services that enable the ordering, production and delivery of High-Cadence GEOINT data from multiple commercial satellite data providers. These capabilities will provide on-demand services that will enable rapid production of structured observations and Activity-Based Intelligence. High-Cadence GEOINT products will include raw imagery, spatial temporal imagery cubes (cubes, or High Cadence Cubes, are defined as a set of images of a particular area over a period of time), and subscribeable imagery and GEOINT data channels pertaining to activities of interest. It is expected that High Cadence Cube data durations will span from hours, to days, to weeks, worth of imagery.

This RFI strives to obtain information on existing or emerging systems that can accomplish all or part of the aforementioned tasks and services.

The National Geospatial-Intelligence Agency (NGA), in support of the Structured Observation Management (SOM) Services Project in the Analytic Capabilities Integrated Program Office, is seeking information on how an interested contractor could provide integration and information technology (IT) services for the Star Sapphire contract. Star Sapphire is intended to provide integration, development, deployment, and sustainment of an NGA Integrated GEOINT SOM capability, which includes an automated object detection and Computer Vision capability. NGA defines the NGA Integrated GEOINT SOM Framework as:

1. GEOINT Data Collection User Interface.
2. Observation management, storage, and dissemination components.
3. An imagery processing component for generating automated observations and alerts. The system is intended to operate in the SCI, SECRET, and UNCLASSIFIED security domains.

   NGA has posted RFI-2 notification for Star Sapphire (HM0476-18-StarSapphire) for industry review and response. Respondents shall submit their RFI-2 responses electronically through the  Classified IC Acquisition Research Center (ARC) Star Sapphire website.
