NSWCDD has a requirement for technical and engineering support for asymmetric warfare projects for research, development, engineering and technical support services vehicle for the research, analysis, design, development, prototyping, test and evaluation, integration, project management, implementation, and documentation of tactical and non- tactical systems as well as various Command, Control, Communications, and Computer Intelligence Surveillance Reconnaissance (C4ISR) Radio Frequency (RF) sensor systems/subsystems and other Special Systems associated with Homeland Security, Anti-Terrorism, Force Protection, Unmanned Systems and other related Programs.

To request access to the DD Form 254 (Department of Defense Contract Security Classification Specification) associated with this solicitation, proposers must submit a formal request via email. This request must include the firms Commercial and Government Entity (CAGE) code and Unique Entity Identifier (UEI). Due to the presence of Controlled Unclassified Information (CUI) within the DD254, these identifiers are required to verify the company’s status and eligibility to handle sensitive mission data before access is granted.

USAFRICOM is seeking interested commercial vendors for targeted Industry Sessions to be held in Luanda, Angola. These sessions will take place during a larger, continent-wide conference scheduled for June 30 – July 1, 2026 with up to 300 attendees. While the main conference has its own agenda, these specific Industry Sessions are a separate, USAFRICOM-hosted opportunity focused on showcasing military technologies, supplies or services available for acquisition by African Partner nations.

Selected vendors will be provided with a dedicated space to present their capabilities. They will also be invited to attend the main conference sessions as observers.

Primary Areas of Interest

The U.S. Government is interested in vendors with capabilities in the following fields, though all submissions will be considered:

• Geospatial: Drones (UAV/UAS), Commercial GEOINT, Remote Sensing, and Tracking Systems

NIWC Pacific intends to issue solicitation No. N66001-26-R-0001 for professional and technical services to support Cyberspace Science, Research, Engineering, and Technology Integration. NIWC Pacific, as the principle Navy Research, Development, Test and Evaluation (RDTE) and Acquisition Center for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Information Operations (IO) is responsible for functions that include: mission analysis, assessment and development of technology base, basic and applied research, demonstration of technology, engineering in support of production, support to operating forces; supporting doctrine, policy, and strategy development; and integration of numerous National and Tactical systems in the area of Cyberspace Operations.

To meet these responsibilities, NIWC Pacific requires advice, assistance, coordination and products necessary to support operational planning, assessment, integration, execution and technology development to assure superiority for the warfighter in the cyberspace domain. The full scope of this requirement is anticipated to include: technology assessment, development and transition; requirements analysis; systems engineering; operational and technical support; exercise and experimentation support; software development and prototyping; hardware development and prototyping; modeling and simulation; training support; security engineering/cybersecurity.

This is a follow-on requirement to a Multiple Award Contract (MAC) of the same title: Cyberspace Science, Research, Engineering and Technology Integration. The existing Unrestricted MAC was competed on an unrestricted (i.e., full and open) basis that covers the full scope of the requirement.

A virtual Pre-Solicitation Conference for C4ISR Sustainment III, which will be solicited as a Small Business Set-Aside, will be held in early January 2026 via Microsoft Teams. The specific date and time will be announced through an update to this electronic notice.

Once the virtual Pre-Solicitation Conference is scheduled, a link to the live event will be provided. No registration will be required. Attached to the notice is a current DRAFT of the RFP. This is not a formal Request for Proposals.

The Government will accept questions until 13 January 2026 via the PIEE Solicitation Module. The questions submitted prior to the deadline will be answered in PIEE Solicitation Module or addressed during the live event as time allows.

Access to WGS provides high-capacity, cross-national, two-way SATCOM connectivity for tactical Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), battle management and combat support information.

L3Harris received the LWST Indefinite Delivery, Indefinite Quantity (IDIQ) award from the U.S. Army in July 2024, valued up to $120 million, with an initial $33 million order for development and certification of the first article unit. The 12.2-meter LWST is the next-generation follow-on terminal for the Modernization of Enterprise Terminals (MET) program, enhancing the capability to the new MIL-STD-164 revision C, which increases the network’s performance.

Serving as the terminal design activity and integrator, L3Harris integrates and produces radio-frequency chain components to comply with the new military standards. Additionally, L3Harris designs and manufactures the frequency converters required to convert signals between L-Band and Ka/X-Band RF to ensure reliable, compliant WGS network operation. L3Harris’ subcontractor, CPI, is responsible for manufacturing the antenna structure itself and providing all transmit/receive amplifier equipment.

L3Harris is leveraging its legacy program knowledge for the LWST mission, having previously conducted all of the engineering, manufacturing and sustainment for the MET assets, which will be fully interoperable with the new terminals.

“We have very mature RF models at the system level that cascade down. The updated RF chain to meet the new specifications is the ‘secret sauce’ for LWST,” said Cherie Miller, program director, L3Harris.

Beyond the higher performance, the new management-and-control functionality L3Harris is delivering sets the program up for the virtualization path the Army envisions for its network, according to Meredith Eiband, technical director, L3Harris. The company is providing Size, Weight and Power (SWaP) optimization to the terminal’s “block house,” which not only shrinks the operation center’s footprint for space-constrained locations but also adds functionality and flexibility in how operators can establish the network and connect the terminals worldwide.

“From an engineering perspective, we’ve done a lot of RF systems-level modeling, leveraging lessons learned from MET, and investing in the technology so that LWST will be the first terminal of this size to be certified for the new revision of MIL-STD-164,” said Eiband. “The company is continuing to invest in the technology to SWaP-optimize the RF chain further for smaller form factors, which provides options for areas that do not require as much bandwidth, and drives greater affordability for international customers.”

Installation of C4ISR systems will take place within the Naval Warfare Information Center (NIWC) Atlantic (LANT), Fleet Readiness Directorate (FRD) Installation Office (FIO) area of responsibility (AOR). The NIWC LANT FIO AOR encompasses a geographic region primarily focused on the Atlantic Ocean and the East Coast of the United States, as well as specific functional responsibilities related to information warfare capabilities and support for the Navy and Marine Corps.

NIWC Pacific is soliciting white papers and proposals in accordance with Federal Acquisition Regulation (FAR) 6.102(d)(2), FAR 35.016 and Department of Defense Grant and Agreement Regulations (DoDGARS) 22.315(a) which provides for competitive selection of basic research, applied research, advanced technology development, and advanced component development and prototype (hereinafter referred to as research).

Submissions in response to this announcement shall be for areas relating to the advancement of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities, enabling technologies for Information Operations and Cyberspace Operations, and Information Technology systems. Accordingly, proposals selected for award are considered to be the result of full and open competition and fully compliant with PL 98-369.

This BAA is for procurement contracts (hereinafter referred to as contracts), grants, cooperative agreements, and other transactions. Proposed research should investigate unique and innovative approaches for defining and developing next generation integratable C4ISR capabilities and command suites.

NRL has a requirement to support applied R&D programs for the Space Systems Development Department (SSDD). SSDD is the space and ground support systems research and development (R&D) organization of the Naval Center for Space Technology (NCST), an organization within the NRL in Washington, DC, which is the designated lead for Navy Space Program technology development and acquisition of space, aerospace and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems to assist Naval Missions.

SSDD is currently involved in the concept definition and design phases on various advanced concepts studies and projects, which will evolve into future space, aerospace and tactical C4ISR systems. Development responsibilities extend across the entire space/ground spectrum of hardware, software and advanced technologies including digital processing, as well as systems engineering. The purpose of this contract is to provide personnel to perform Systems Engineering Research and Development.

This acquisition will support the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) requirement to procure Program Management, Systems Engineering, Operations and Maintenance, and Logistics support services for its portfolio of Kingdom of Saudi Arabia (KSA) Foreign Military Sales (FMS) C4I, Surveillance and Reconnaissance (C4ISR) cases with an option for Communication Security (COMSEC) custodial services. PMW 740 uses FMS and other Security Cooperation processes to promote interoperability with coalition and friendly nations by procuring, integrating, testing, training, and supporting integrated C4ISR capabilities. This requirement includes In-KSA support services for current and future FMS customer requirements.

The United States (U.S.) Government (USG) and KSA have negotiated international agreements and established FMS cases to upgrade and refurbish the RSNF C4ISR Systems (herein RSNF Systems) and ancillary subsystems. The specific requirements for this RFP include Controlled Unclassified Information (CUI). In order to obtain access to the full RFP, each individual who requires access to the non-public documents (including team members and subcontractors) shall submit a signed Non-Disclosure Agreement (NDA).
