The U.S. Border Patrol (USBP) operates in a dynamic threat environment characterized by global terrorism, transnational crime, and changing political and economic conditions, all of which drive increasing volumes and complexity of cross-border activity. To meet these challenges, USBP prioritizes enhanced intelligence and data-driven capabilities to generate timely, accurate, and actionable information that enables the identification, disruption, and dismantlement of threat networks. These capabilities include tools, data services, and related technologies that support the collection, processing, analysis, and dissemination of information derived from a broad range of sources, including publicly available information.

Within this environment, Open-Source Intelligence (OSINT) capabilities play a critical role in leveraging publicly available information to support intelligence production, targeting, and vetting. USBP must be able to collect, triage, process, and analyze large volumes of publicly available information and integrate OSINT-derived insights with other intelligence and law enforcement information, while ensuring that the use of OSINT remains consistent with applicable laws, policies, and oversight requirements.

Separately, the USBP Strategic Collaboration Group (SCG) leads the identification, piloting, and evaluation of advanced technology solutions, such as those supporting vehicle identification and tracking, digital media exploitation, radio frequency signal detection and geolocation, maritime domain awareness, vehicle counter-surveillance, and AI-enabled analytic workflows to enhance situational awareness and agent safety. As the volume, variety, and velocity of available data continue to grow, SCG must ensure that these technology pilots and related capabilities can effectively exploit emerging data sources and technologies in support of USBP’s mission.

To maximize the effectiveness of its intelligence and technology capabilities, the USBP requires a deliberate and coordinated approach to the planning, governance, and integration of these capabilities, ensuring they are fully aligned with broader intelligence and operational priorities. The USBP Headquarters Intelligence Division (INTEL) requires program management support to strengthen its ability to efficiently acquire, implement, and sustain platforms and tools that enhance analytic tradecraft, improve targeting and vetting workflows, and increase the speed and quality of intelligence support to operations that protect the homeland.

The Department’s Executive Protection Unit requires access to a cloud-based, externally hosted Open-Source Intelligence (OSINT) and digital threat monitoring platform capable of aggregating, correlating, and analyzing publicly available information to provide continuous, real-time threat identification and alerting in support of protective intelligence and executive protection operations.

The platform shall enable continuous monitoring of potential threats to one (1) protected subject and include an assessment of the subject’s publicly exposed digital footprint, associated assets, and upcoming travel, with scalable options to incorporate additional protected subjects as operational requirements evolve.

The solution must provide the Protective Intelligence team with the capability to proactively identify, assess, and monitor potential threats across social media platforms, digital and traditional media sources, surface web content, deep web forums, and dark web environments that may impact the protected subject across multiple areas of responsibility.

The award was issued to RevaComm, Inc., an Agile Defense company, now fully integrated into Agile Defense following the company’s January 2025 acquisition of IntelliBridge. Under this contract, Agile Defense will provide around-the-clock monitoring and analysis, direct open source training and support to US Embassies, on-location International Special Security Event threat monitoring, and mission support services. The team will also deliver secure automation tools to enhance OSN’s threat detection and response capabilities.

To further enhance mission agility, Agile Defense will pilot automation solutions in secure, non-production environments. The goal is to responsibly introduce automation that complements OSN’s workflows without compromising operational integrity or security.

PAI is information found in public sources, whether in print media, online platforms, social media, public records, websites, blogs, forums, imagery, and videos. OSINT refers to the process of collecting, analyzing, and disseminating publicly available data points to support decision-making.

Being able to rapidly analyze PAI offers public and private sector organizations access to accurate and actionable information in markets frequently disrupted by political turmoil and economic instability. The yearbook highlights 14 articles published by NGA’s Tearline Project providing open-source intelligence on topics like Russian oil and gas activities in North Africa, Chinese infrastructure investments in Namibia and railroad construction in Kazakhstan.

One article examines the operating status of a North Korean prison camp for political prisoners. North Korea officials publicly announced closing 20 years ago; however, the authors used current satellite imagery and interviews with former detainees to reveal the camp is still active.

NGA’s Tearline Project, a congressionally supported publication platform, is an ongoing series of collaborations with academia and non-profit groups to create public-facing, open-source intelligence on various strategic, economic and humanitarian intelligence topics that are under-reported. The project supplies open-source intelligence for NGA, federal partner agencies and the public usage to support and assist in the agency’s mission.

FBI’s Directorate of Intelligence (DI), Information Technology Section (ITS) is seeking vendor supported OSINT tools and services that collect Publicly Available Information (PAI) and / or Commercially Available Information (CAI) from the internet and social media platforms. Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description outlines preliminary capabilities envisioned for the FBI’s Open-Source Intelligence Tools Indefinite Delivery Indefinite Quantity (IDIQ) contract, hereafter referred as OSINT IDIQ. Responses to the RFI should include detailed information on potential software and products and how the FBI could best implement them, as well as potential costs for implementation (e.g., licensing prices). The FBI may request demonstrations of proposed products and solutions after responses are received.

DI of the FBI manages the Social Media Program, providing tools and training to assist Headquarters Divisions and Field Offices in conducting Social Media research and searches nationwide. The DI Social Media Program ensures that users have tools required to search for internet threats, and that users complete privacy and civil liberties training to perform these searches in accordance with applicable federal laws, regulations, and policy.

The objective of the RFI is to survey the landscape of Social Media and OSINT tools that exist across the market and meet the capabilities set forth below. The FBI is looking both at major OSINT collection systems and smaller systems that may contain focused information collection capabilities. Ultimately the FBI intends to develop a storefront of approved tools by leveraging the Indefinite Delivery Indefinite Quantity (IDIQ) type of contract vehicle with resources that align with the needs, requirements, and specifications for FBI use.

• S. Army Asian Studies Detachment, 500th Military Intelligence Brigade (Theater) received the Dr. Graham Turbiville IC OSINT Unit of the Year award, recognizing the IC unit that has demonstrated exceptional impact to national security and materially contributed to the OSINT discipline by making its products or services available to the broader IC or decisionmakers, gaining greater respect for the contributions of OSINT, implementing innovations and codifying and sharing resulting tactics, techniques, or procedures, or demonstrating effective means of displaying or disseminating its OSINT-related products.
• Neil Stern, Directorate of Intelligence, Federal Bureau of Investigation received the inaugural Dr. Adele Kibre IC OSINT Catalyst of the Year, which recognizes OSINT professionals such as librarians, data scientists, auditors, trainers, linguists, operational support, COTRs, policy analysts, program managers, and OSINT managers who enable practitioners, demonstrate exceptional service to the Nation, and materially contribute to the OSINT discipline.
• Indo-Pacific Regional Center, Defense Intelligence Agency, for “North Korea: Enabling Russian Missile Strikes Against Ukraine” was given the IC OSINT Product of the Year Award, recognizing a finished, completely unclassified and publicly available OSINT product that has demonstrated exceptional value to the nation, provided substantial impact to the organization’s mission, and benefitted the public good by increasing the public’s understanding of the value of OSINT.
• The Open Source Enterprise, Central Intelligence Agency, for the Osiris platform, was recognized with the inaugural IC OSINT Innovation of the Year Award, given for the novel technique, process, or platform that is at the unclassified level, derived from U.S. Government technology, and which has demonstrably improved the effectiveness of the OSINT discipline and significantly impacted the national security of the United States.
• David Reese, Chairman, OSINT Foundation Practitioner Committee, was named the OSINT Foundation Volunteer of the Year award in recognition of his outstanding service to the OSINT Foundation and the OSINT discipline.

The Awards Reception drew over 140 attendees, with the keynote address given by Jason Barrett, the Intelligence Community OSINT Executive. Also in attendance were Assistant Director of the Federal Bureau of Investigation, Tonya Ugoretz; MG Timothy Brown, Commander of the U.S. Army Intelligence and Security Command; and Randy Nixon, Director of the CIA Open Source Enterprise. BAE Systems hosted the event at its Falls Church, Virginia facility.
