The individual award is open to active duty and Reserve members and federal government employees, and this year’s individual winner is Dr. Lisa Costa, for S&TI contributions in space intelligence analysis, foundational military intelligence and intelligence innovation.  Costa has spent much of her career “operationalizing innovation on a global scale” in the intelligence community and shaping and executing large-scale initiatives in emerging technologies and cybersecurity.

Dr. Costa’s professional accomplishments exemplified S&TI analysis and innovation at its best, always in pursuit of more robust space and cyber intelligence capabilities to advance the Nation’s security,” remarked Capt.  Ray Cross, USN (Ret.), vice president, Intelligence, at AFCEA International.

The team award winner is Project LOWGROUND Development Team. Project LOWGROUND is a collaborative Defense Department and intelligence community team that developed next-generation signals intelligence (SIGINT) sensor technology for the U.S. Army.

“This unique award recognizes Project LOWGROUND’s significant enhancements to the US Army’s ability to detect, characterize, and track targets of interest,” said Lewis Shepherd, the AFCEA Intelligence committee chair. He added: “The team’s extraordinary effort has resulted in a disruptive technology that is on a glidepath for integration into multiple Army modernization programs of record – as well as further proliferation of the technology across the DoD and IC.”

The individual award is open to active duty and reserve military members and federal government employees, and this year’s individual winner is Ian Chamberlain, ballistic missile payloads specialist for the U.S. Air Force. Chamberlain works as a payloads analyst analyzing various munitions of various threats, specifically long-range ballistic missile threat systems.

Chamberlain contributed to the advancement of scientific technical intelligence by providing technical support to special projects that resulted in updates to decades-old intelligence assessments used by blue force developers to inform the design of missile defense interceptors and other countermeasures. He briefed the results to Congress, senior leaders in the intelligence community and senior military leaders, including the Chief of Staff of the Air Force.

“Mr. Chamberlain’s professional accomplishments exemplified S&TI analysis at its best, demonstrably advancing U.S. defense capabilities and mitigating risk to the nation,” remarked Capt.  Ray Cross, USN (Ret.), vice president, Intelligence at AFCEA International.

The team award winner is the Measurement and Signatures Intelligence (MASINT) R&D team. Team members developed a process for the discovery of technology gaps across the five national mission areas of the MASINT Enterprise: Weapons of Mass Destruction (WMD), Space Technical Collection (STC), Advanced Missile Technical Collection (AMTC), Advanced Nonconventional Weapons (ANCW), and MASINT Support to Identities Intelligence (MSII). Cross further said: “The MASINT R&D Team demonstrably advanced U.S. defense capabilities and mitigated security risk to the nation through forward leaning and collaborative operations and activities.”

Under the broad umbrella of S&TI there are three primary subcategories: Foundational Military Intelligence, Intelligence Analysis and Intelligence Innovation.

“This unique award shines a light on the ever-impressive achievements of our S&TI workforce and how they tirelessly work to maintain a competitive advantage,” said Lewis Shepherd, the committee chair. AFCEA’s Intelligence Committee is well-positioned to encourage achievement and increase awareness about S&TI accomplishments that are not often publicized.

Individuals and teams will be recognized. The individual award is open to active duty and Reserve military members and federal government employees. The team award is open to those categories as well as civilian contractors. Awardees will be selected from nominations received from individual commands or agencies that are subordinate to one of the 18 intelligence community organizations.

Nominees must have made a specific, demonstrable contribution to the advancement of scientific and technical intelligence in one or more of the following categories: Foundational Military Intelligence, Intelligence Analysis or Intelligence Innovation. The selection panel will consider submissions that recognize the doctrinal, financial, organizational or other dimensions of these categories, as well as initiative, leadership and professional insight.

A selection panel of current and former intelligence community leaders—including representatives from the private sector and academia—will select the awardees. Winners will be announced approximately one month in advance of the award presentations at the annual AFCEA International Spring Intelligence Symposium on March 12-13, 2024, at the National Geospatial-Intelligence Agency Campus East Conference Center in Springfield, Virginia.

Miorin, who has been with AFCEA since 2009, will transition from his current role as CFO to the newly created COO role, responsible for the daily association operations, designing and implementing near- and long-term strategies and policy, and supporting the leadership team. Miorin will retain his role as treasurer for AFCEA International, the AFCEA Educational Foundation and the National Intelligence University Foundation. He came to AFCEA with a history as treasurer and CFO for the Roman Catholic Diocese of Harrisburg, Pennsylvania, and CFO and assistant executive vice president of the Pennsylvania Builders Association before that. Aside from his financial experience, Miorin served in the 28th Infantry Division, Pennsylvania Army National Guard for 20 years. He enlisted in 1982 as a combat medic, and in 1985, completed Officer Candidate School. He retired as an infantry captain.

“Pat has a deep understanding of AFCEA International and has been central to the association’s and many of our global chapters’ financial successes. He carefully shepherded the association through a most difficult period of the pandemic. He is a proven leader and I am excited to see how he will apply his visionary skills in this new and vital role as COO to help AFCEA continue to grow and to meet the needs of our members and our nation,” said AFCEA’s President and CEO Lt. Gen. Susan S. Lawrence, USA (Ret.)

Henham will be responsible for analyzing and reviewing financial data, reporting financial performance, preparing budgets and monitoring expenditures and costs. He has been serving since February as interim CFO.

In addition to his finance experience, Henham has an impressive and varied background working with industry leaders in areas from corporate governance, risk management, strategy development and implementation, and results-based management and leadership practices. He has appeared in a range of print and online publications, including The New York Times, Human Resource Executive Online, the Intuit Small Business Blog and In The Black, the magazine for Australian CPAs.

“Jason has the ability to see beyond the financial spreadsheets, if you will, and brings a wide aperture ‘whole picture’ perspective to the role,” Gen. Lawrence said. “He takes a long-term view of what’s right for AFCEA and its 138 chapters not only today, he also looks well into the future and at what’s around the corner so that he can help position AFCEA to proactively respond and help us find greater success.”

Gen. Lawrence has a most impressive military and industry career. She is a leader in defense information technology and communications systems and recently served as a managing director in the Defense practice at Accenture Federal Services.

Her distinguished military career includes service as the U.S. Army’s Chief Information Officer, where she managed the defense enterprise systems, IT infrastructure, command & control solutions and advanced technology. Additionally, she helped develop the Army Cyber Command and worked directly with senior staff members to reduce costs and improve the effectiveness of cyber and other IT solutions.

Gen. Lawrence also served as the commanding general for the Army’s Network Enterprise Technology Command (NETCOM), where her responsibilities included overseeing the Army C4 and Army Enterprise IT functions. During her extensive military career, she had operational assignments in Europe, South Korea, Southwest Asia, and the United States, and led network, C4 and IT functions during military operations in Iraq and Afghanistan.

A longtime enthusiast and supporter of AFCEA, she joined the association in 1980 and currently serves as vice chairwoman on the board of directors, is a member of the Budget and Finance Committee, has been a speaker and panel moderator at several AFCEA International conferences, and is an active participant in Women in AFCEA.

“I am honored for the trust placed in me, and both humbled and ecstatic to be the first woman CEO of this important organization,” Gen. Lawrence said. “I feel like it’s a role I have spent an entire career preparing for and feel incredibly lucky to guide this association’s way forward.”

AFCEA excelled under Gen. Shea’s stewardship, and the association’s members and partners thank him for his innovation, strategic thinking and tireless efforts, said Chairman of the Board, Lt. Gen. William Bender, USAF (Ret.). Gen. Shea’s ingenuity and proven and steady leadership especially helped AFCEA successfully navigate the coronavirus crisis. “Every plane needs a pilot, and AFCEA found a tremendous one in Bob Shea,” Gen. Bender said. “Success starts at the top, and we are grateful for his dedication and service to AFCEA and to our great nation. It has been an honor to serve with him. Going forward, we are fortunate beyond words to have Lt. Gen. Susan Lawrence leading AFCEA International to new heights as our next President & CEO.”

Gen. Shea will continue to serve on AFCEA’s Board of Directors as a Permanent Director.

Jablonsky served as president of DigitalGlobe when the company became part of Maxar Technologies. He currently is the president and CEO of Maxar. Prior to DigitalGlobe, Jablonsky practiced corporate and securities law. He was a U.S. Navy officer and nuclear engineer before attending law school.

Ryan, director, Constellis Corporation, supports U.S. government national security assessments and studies with more than 20 years of experience. He held senior executive positions in the Office of the Secretary of Defense and the Defense Airborne Reconnaissance Office. During his 10-year military career, he held the position as senior intelligence analyst for the U.S. Office of Naval Intelligence and infantry commander and intelligence officer for the U.S. Marine Corps.

Vice Adm. Nancy Norton, USN, director, DISA, and commander, Joint Force Headquarters Department of Defense Information Network (JFHQ-DODIN), noted at the TechNet Cyber 2019 conference in Baltimore that the agency is increasing its focus on innovation through the use of other transactional authorities. AFCEA International coordinates and hosts the event.

Adm. Norton told reporters that she and other DISA officials are actively working to improve DISA’s acquisition processes. “To do that, we have worked with our program managers and program officers to improve communications across the board, improving the transparency with our industry partners to help them understand more about our mission, our goals, our capability gaps … so that they can deliver the right things so that we have the solutions we need for our warfighting mission,” she said.

Part of the agency’s motivation, according to Stephen Wallace, DISA’s systems innovation scientist with the Emerging Technology Directorate, is to influence industry’s innovative solutions. “It’s a number of prototypes. The ones you’re seeing right now are fairly exploratory, but it’s to influence the commercial world, so it will show up in products that we can then, down the line, acquire and integrate into our solutions going forward,” he said. “We’re not decades [away]. We’re also not a couple of months from now. We’re probably in the one- to two-year timeframe when we start to see some of those things show up regularly.”

Gen. Paul Nakasone, USA, director of the National Security Agency and commander of U.S. Cyber Command, and Dana Deasy, CIO, U.S. Defense Department, who also spoke at the conference, both stressed the importance of data during missions.

Gen. Nakasone indicated that data might need to be considered during operational planning. “We have to ensure that we understand how we apply nonkinetic power in a way we haven’t done before. We’re very, very familiar with understanding the planning process that goes to kinetic operations. Nonkinetic operations, I would say, are sometimes as important,” he said.

“When we look at our military planning process, we identify named areas of interest and targeted areas of interest. Data could well be one of those named areas of interest that we have to have to focus on, that we have to watch, that we have to have an understanding of how it’s changing,” he added.

Deasy agreed, suggesting that data become a part of cadet training. He said he tells the secretaries of the military services to show him the curriculum that teaches young cadets about the importance of data and how it can be used offensively and defensively. “There’s a lot more we could be doing there,” Deasy related. “This is a really big opportunity. We need to start introducing new skill sets to people who are very young coming in.”

Jeffrey Jones, executive director, JFHQ-DODIN, stressed data as the number one challenge. “We have a tremendous amount of data. We have access to a less than optimal portion of that data.”

Jones compared tables in the convention hall to data links on the DODIN, none of which look the same. “We have to be able to access that data that is completely unstructured. None of it looks the same. It is difficult to really take a big-picture look and run some big data analytics on that to give us the state of the DODIN,” he said. “If data is out there, we want access to the data that we want when we want it. If we have to wait days to access the data, that’s of no help to us.”
