The agreement, a Production Other Transaction Authority (OTA) originally awarded in September 2025, provides any component across the entire Department of War with a streamlined, turn-key pathway to access Scale’s end-to-end AI capabilities – spanning data labeling, model development, generative AI platforms, and engineering services – across NIPR, SIPR, and JWICS networks.

The five-fold ceiling increase follows the rapid uptake of the agreement across the Department since its original award. DoW components have leveraged the vehicle to initiate Project Agreements spanning computer vision, generative AI decision-support, and data operations, reflecting a level of demand that exceeded the original ceiling. The expansion ensures the agreement can support the full breadth of the Department’s AI ambitions, aligning with the Department of War AI Strategy and its focus on building a robust data foundation and creating an agile, iterative pipeline for AI deployment at the tactical edge.

The awards to Anthropic, Google, OpenAI, and xAI – each with a $200M ceiling – will enable the department to leverage the technology and talent of U.S. frontier AI companies to develop agentic AI workflows across a variety of mission areas.  Establishing these partnerships will broaden DoD use of and experience in frontier AI capabilities and increase the ability of these companies to understand and address critical national security needs with the most advanced AI capabilities U.S. industry has to offer.

“The adoption of AI is transforming the Department’s ability to support our warfighters and maintain strategic advantage over our adversaries,” said Chief Digital and AI Officer Dr. Doug Matty. “Leveraging commercially available solutions into an integrated capabilities approach will accelerate the use of advanced AI as part of our Joint mission essential tasks in our warfighting domain as well as intelligence, business, and enterprise information systems.”

DoD is implementing a commercial-first approach to accelerating DoD adoption of AI. CDAO is also providing access to many of the latest generative AI (GenAI) models for general purpose use to Combatant Commands, the Office of the Secretary of Defense, and the Joint Staff via Army’s Enterprise Large Language Model Workspace powered by Ask Sage, and to the broader enterprise via embedded AI models within DoD enterprise data and AI platforms, including the Advancing Analytics (Advana) platform, Maven Smart System, and Edge Data Mesh nodes, which enable AI integration into workflows that occur within these data environments themselves.

The industry day will serve as a collaborative event for the CDAO and its industry partners to engage in knowledge-sharing, explore potential partnerships, and shape future opportunities to contribute to Advana, the DoD’s largest big-data system and unified platform enabling over 100k DoD mission owners, analysts, and data scientists to simplify more than 3,000 business systems and conduct advanced analytics.

CDAO is transitioning Advana to a contracting model that will broaden access for potential vendors; while enabling the increasingly popular platform to meet more, varied user needs across the DoD.

In doing so, this industry day will:

• Share the origin story of Advana, its mission space, and its relationship to CDAO’s Open Data and Applications Government-owned Interoperable Repositories (Open DAGIR) approach to scaling data, analytics, and artificial intelligence capabilities.
• Provide insights on opportunities for traditional and nontraditional vendors to participate in ongoing Advana development activities, including fundamental knowledge to provide Advana architecture development and Advana application development.
• Discuss initial ideas and solicit feedback on partner workflows, draft statements of work, solicitation criteria, the Open DAGIR construct, and the acquisition strategy for participating in Advana development, from design and development to testing and scaling.

The industry day will include in both plenary/educational sessions as well as focused breakout sessions, providing several opportunities for attendees to share their insights, experiences, and valuable feedback on the Advana program’s content/capability areas. Additionally, by fostering networking among solution providers, end-users, and other DoD stakeholders, this event aims to create a dynamic, interactive environment for knowledge-sharing and collaboration to develop timely, relevant software for decision advantage.

The CDAO is seeking demonstrations for commercial platforms to enable DoD personnel to rapidly create and maintain computer vision (CV) capabilities. Intended applications include automated detection and identification of features in imagery and video collected by spaceborne, airborne, and land/sea-based sensors. Desired solutions will support the following supervised learning functions:

IMAGERY/VIDEO INGEST – The capability must support manual and batch ingest of data from local or cloud data stores, inclusive of pertinent domain metadata (e.g., collection timestamp, sensor details, image processing details, geotags, content tags, synthetic content tags, etc).

BATCH DATA PREPARATION – Example functions include spatially-subdividing large images or temporally-subdividing videos for labelling purposes.

LABELED DATA SET INGEST – The capability must support ingesting existing labeled data sets, provided they conform to common labeled data set standards (e.g., COCO).

CV TASK AND ONTOLOGY GENERATION – CV tasks include classification, as well as single- and multi-class object detection and instance segmentation for imagery and video.

LABELING – The capability must manage distributed workforce labeling and secondary quality reviews. An optional, yet highly desirable, feature is incorporation of novel methods to enhance labeling efficiency. Examples include pre-labeling (i.e., machine-generated labels) and machine-assisted labeling (e.g., human-generated point automatically converted to polygon).

AUTOMATED LABEL AUGMENTATION – The capability must boost the size of a labeled dataset through intelligent batch transformations thereof (e.g., mitigate class imbalance).

AUTOMATED MODEL TRAINING – Model training must flexibly utilize cloud or on-prem GPU compute resources.

AUTOMATED MODEL SCORING – Performance scoring must be based on industry standard CV metrics (e.g., F1, precision, recall), contrasting findings from test and validation (i.e., withheld from training) sets.

MODEL CONTAINERIZATION – The capability must export a containerized model, inclusive of the model network, weights, and supporting metadata for traceable provenance. The containerized model must be fully viable as an air-gapped capability, with zero external system dependencies.
