The Enterprise Cloud Analytics and Processing (eCAP) task order, awarded under the Responsive Strategic Sourcing for Services (RS3) contract, provides continued support for the Army’s Digital Transformation initiatives to include research, assessment, development, integration, prototyping, fielding, operation, sustainment of the Cloud, Cloud Modernization, Artificial Intelligence / Machine Learning (AI/ML) based models, systems, applications, platforms, and infrastructure to bolster data-centric workflow efficiency for MultiDomain Operations (MDO) and Joint All Domain Operations (JADO) environments. DSA will deliver end-to‑end support across advanced technology development, secure capability transition, and full lifecycle sustainment. The scope of work ensures mission continuity through integrated cybersecurity, system fielding and operations, demonstrations and exercises, and enterprise lab services that accelerate the delivery of modern, data driven capabilities to the Army.

This effort advances the Army’s ability to rapidly develop, deploy, and scale data driven capabilities through critical cloud modernization initiatives that modernize legacy software systems, enhance enduring capabilities, and transform platforms to support future mission requirements. Collectively, this work will directly support the Army’s modernization priorities by improving agility, resilience, and mission effectiveness across the enterprise.

As part of this planned transition, John Foley has been appointed chairman of the board and chief executive officer of DSA. In conjunction with the CEO transition, DSA announced several executive promotions aligned with the company’s transformation, continued growth, and commitment to operational excellence.

Robert Wheeler has been appointed chief technology and innovation officer. In this role, Wheeler will oversee DSA’s AI and digital transformation initiatives, customer solutioning, and enterprise technology functions. Wheeler’s background in enterprise deployments and technology initiatives enables DSA to meet the future needs of our customers.

Additionally, three leaders have been promoted to operational vice president positions and will join DSA’s senior executive team, where they will play key roles in advancing DSA’s strategic objectives and enable mission success:

• Wayne Irwin, vice president of Department of War programs
• Eoin O’Driscoll, vice president of critical infrastructure protection
• Chris Guyton, vice president of intelligence programs

In addition, Mike Emerle, while continuing to serve as vice president of finance, has been appointed treasurer of DSA, assuming expanded responsibilities in support of the company’s financial stewardship and governance.

Kathleen Kirk, chief operations officer, said, “These changes enhance our operational excellence and will support DSA’s next phase of growth.”

Amy Fares has been promoted to senior vice president (SVP) and will oversee the newly established Federal Civilian and State Programs (FC&S) Business Unit. Mike Donovan assumed the role of SVP for the new Intelligence and Critical Infrastructure Protection Programs (Intel and CIP) Business Unit. Robert Wheeler, SVP, heads the new Department of Defense (DoD) Programs Business Unit.

In addition, Bill Jones has been appointed as the SVP of Corporate Initiatives and Strategic Partnerships. This newly established corporate-level role will provide support across all Business Units, leading new business and M&A transition efforts, strategic growth, and coordinating relationships and activities for DSA technical partnerships.

To further support the consolidation within the DoD Programs Business Unit, Melissa Westcott has been promoted to senior director and will serve as the program manager for the US Army Military Technical Solutions (MilTech) Program. Andrew Levine has also been promoted to senior director and will support various US Army programs, and Wayne Irwin, Senior Director, will oversee operations for several key defense programs.

The DIA SITE III contract vehicle is a 10-year indefinite-delivery/indefinite-quantity deal that also provides support to the National Geospatial-Intelligence Agency (NGA). With its spot on SITE III, DSA will compete for task orders that support the DIA’s and NGA’s changing enterprise IT needs. SITE III covers managed IT services such as infrastructure development and sustainment, applications development, cybersecurity, network engineering, enterprise computing and managed cloud services.

Johnson most recently served as the vice president for Army accounts for All Points LLC, a Service-Disabled Veteran-Owned Corporation located in Reston, VA. Johnson has served as the principal enterprise lead for Lockheed Martin, ISGS and senior associate, business development for Booz Allen Hamilton where he oversaw US Navy, Marine, and Army Markets. In this role, Johnson developed and coordinated teaming for strategic opportunities with a value greater than $50M. He has also held various business development and technical roles for Data Solutions and Technology, LEIDOS, AT&T, TelCove and CRGT.

He is a strong supporter of the Armed Forces Communications and Electronics Association (AFCEA), Johnson has provided over twenty continuous years of outstanding leadership and service to the AFCEA community, currently serving as the regional vice president for AFCEA National Capital Region. He also serves as the Prince William County Representative to Northern Virginia Community College Board of Directors appointed in 2016.

Johnson has more than 21 years of former military service as an Army Officer in the Signal Corps. He has held a variety of positions that include Satellite Operations Officer, Joint Chiefs of Staff where he managed the allocation of operational satellite communications capacity for all Department of Defense and Government Agencies. He was a Presidential Communications Officer, White House Communications Agency, where he was responsible for the fixed and deployable state of the art telecommunications support to the White House.

Johnson holds a master’s degree in international relations and strategic studies from the Naval War College, Newport, RI and a bachelor’s degree in broadcast production from Howard University, Washington DC.

JPEO-CBRND manages a diverse portfolio of critical warfighting capabilities that require cohesive and innovative total life cycle systems management approaches to respond rapidly to the needs of the Force, balanced by affordable sustainment strategies. Under these task orders, DSA will provide JPEO-CBRND and associated Joint Project Management Offices (JPMOs) cost and business analysis, training, operations research and data analysis, cyber support, network engineering, specialized software support and IT subject matter expertise across the JPEO-CBRND Enterprise within the Continental United States (CONUS).
