The Enterprise Cloud Analytics and Processing (eCAP) task order, awarded under the Responsive Strategic Sourcing for Services (RS3) contract, provides continued support for the Army’s Digital Transformation initiatives to include research, assessment, development, integration, prototyping, fielding, operation, sustainment of the Cloud, Cloud Modernization, Artificial Intelligence / Machine Learning (AI/ML) based models, systems, applications, platforms, and infrastructure to bolster data-centric workflow efficiency for MultiDomain Operations (MDO) and Joint All Domain Operations (JADO) environments. DSA will deliver end-to‑end support across advanced technology development, secure capability transition, and full lifecycle sustainment. The scope of work ensures mission continuity through integrated cybersecurity, system fielding and operations, demonstrations and exercises, and enterprise lab services that accelerate the delivery of modern, data driven capabilities to the Army.

This effort advances the Army’s ability to rapidly develop, deploy, and scale data driven capabilities through critical cloud modernization initiatives that modernize legacy software systems, enhance enduring capabilities, and transform platforms to support future mission requirements. Collectively, this work will directly support the Army’s modernization priorities by improving agility, resilience, and mission effectiveness across the enterprise.

The Government intends to convene a Threat Coordination Group (TCG) to facilitate dialogue with cleared industry partners regarding emerging and evolving threats relevant to the Command and Control (C2)/Counter-C2 portfolio. The objective is to enhance shared understanding of the future threat environment to inform capability development and capture requirements for additional information, intelligence data, and threat models.

The TCG is intended to facilitate informed, two-way dialogue between Government intelligence analysts and industry to improve shared understanding of the evolving threat environment and its implications for capability development, modernization, and risk management across the armor ground maneuver portfolios.

The TCG will address global technology trends relevant to acquisition decision-making, including but not limited to:

• Peer and near-peer technology trends
• Threat electronic warfare and cyber capabilities
• Survivability and lethality challenges in contested environments
• Counter-UAS, Counter-GPS and emerging threat considerations

The United States Army, in collaboration with Program Executive Office Intelligence Electronic Warfare & Sensors (PEO IEW&S) and Program Manager Next Generation Command and Control (NGC2), is issuing this RFI to gather industry feedback and identify innovative solutions leveraging artificial intelligence (AI) and machine learning (ML) technologies to support airspace management. This RFI is focused on addressing the cognitive burden faced by commanders in managing complex airspace operations and maintaining situational awareness in a rapidly evolving battlefield environment.

The modern battlefield is increasingly complex, dynamic, and multi-domain, requiring seamless coordination across land, air, and cyber operations. Effective airspace management is critical to ensuring mission success, protecting friendly forces, and maintaining operational superiority. As the Army continues to integrate advanced technologies and expand its use of unmanned aerial systems (UAS), rotary-wing, fixed- wing, and emerging platforms, traditional airspace management methods are being challenged by the growing scale, speed, and complexity of operations.

AI-enabled airspace management solutions have the potential to address these challenges by leveraging machine learning, predictive analytics, and automation to enhance situational awareness, optimize airspace allocation, and enable rapid decision-making. Such systems can analyze real-time data from multiple sources, predict airspace usage patterns, and recommend proactive measures to improve safety, efficiency, and mission effectiveness. Through this RFI, the Army seeks to explore the capabilities of AI-driven technologies in airspace management.

This RFI will focus on acquiring information about the capabilities and readiness of qualified contractors who would be interested in providing System Technical Support (STS) services for the Stryker FoV. The Government is seeking information for the following STS efforts: Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Systems Engineering Support (SES), Systems Integration Laboratory (SIL), Logistics Engineering Support (LES) and Contractor Test Support (CTS).

The objective of the UNO Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is to provide the non-personal service(s) necessary to perform Program Executive Offices (PEOs) mission support for Department of Defense Information Network (DODIN) related requirements. Areas of support include Engineering, Research, Development, Test, and Evaluation (RDT&E), and Logistics.

The Army’s current DODIN operations and systems, formerly referred to as Network Operations (NetOps), are a series of stove-piped systems which are not integrated nor intuitive to the end user.  Today, there are multiple individual tools, software applications and software suites that provide NetOps capabilities.  These tools absorb critical resources, require large storage capacity, processing power, and significant costs for software licensing.

The Army employs DODIN operations functions to Command and Control (C2) the Unified Network (UN) that support forces operating in congested, contested domains (air, land, maritime, space, and cyberspace) over an increasingly lethal, expanded battlefield in increasingly complex environments. DODIN operations personnel secure, configure, operate, extend, maintain, and sustain the DoD cyberspace to create and preserve the confidentiality, availability, and integrity of the data transiting the UN.

UNO will provide the capabilities to perform DODIN operations functions (secure, configure, operate, extend, maintain, and sustain) and provide new capabilities for designing, planning, and modeling & simulation for the UN.  UNO seamlessly will integrate the data generated and/or used by these DODIN operations capabilities across the strategic, operational, and tactical echelons through its data fabric.

UNO will ensure network availability and freedom of maneuver within the cyber domain for operational commanders to conduct Multi-Domain Operations (MDO).  UNO will deliver a common suite of hardware (HW) and software (SW), employing the principles of Zero-Trust, through a series of integrated activities encompassing the Common Operating Environment’s (COEs), Common Services Infrastructure, and the Common Transport Layer to support the convergence of stove-piped, vulnerable networks into the UN, allowing for end-to-end Army DODIN operations.

UNO’s design and implementation will reduce technical complexity at the edge by leveraging Artificial Intelligence (AI) and Machine Learning (ML) technologies to simplify operational tasks while providing tailorable and scalable capabilities at the appropriate echelon.
