On May 18, Raytheon, an RTX business, announced that it has been awarded a contract from the Office of Naval Research to further develop advanced radar software for next-generation naval radars.

Under the contract, Raytheon’s advanced technology team will develop software that enables each building block within a radar to operate independently, allowing a single radar to perform multiple missions simultaneously. By treating each building block as its own software-defined aperture, the radar can rapidly adapt to changing operational needs and better share crowded frequency bands with commercial networks such as 5G.

“The electromagnetic spectrum is more crowded than ever, and our systems have to be smarter about how they operate in it,” said Colin Whelan, president of advanced technology at Raytheon. “With precise, software-driven control over where and how we radiate, we’re taking an important step forward in how we use software‑defined apertures to keep pace with evolving mission demands.”

Building on Raytheon’s long-standing work in software‑defined apertures, this flexible, modular architecture delivers capability enhancements through software rather than hardware redesign. This approach allows radar performance to be adapted and expanded over time with greater speed, lower cost, and reduced risk.

Once the software development is complete, Raytheon will conduct a series of demonstrations to validate independent control of radar modules and associated capabilities such as multi-mission operation and spectrum sharing. Upon successful validation, the technology is expected to be transitioned into operational naval radar systems.

On April 13, Raytheon, an RTX business, successfully demonstrated a new event-based mid-wave infrared (MWIR) camera that tracks high speed objects in real time while dramatically reducing processing and power demands. Unlike traditional cameras that capture full frames and rely on software to detect changes, event-based cameras track only pixel-level motion, producing a continuous stream of events.

During a demonstration in Northern California, the event-based camera tracked multiple targets, including ground vehicles, aircraft, and live fires, by capturing rapid motion not achievable with conventional frame-based infrared cameras. By reporting only changes in motion rather than full image frames, the camera was able to deliver a near-instantaneous view of activity happening during the exercise.

“This technology represents a new way of sensing the world in mid-wave infrared,” said Colin Whelan, president of advanced technology at Raytheon. “By focusing only on motion instead of recording every frame and analyzing after the fact, we gain the ability to track very fast objects with far less data and processing, enabling much quicker threat detection and response time.”

This capability opens the door to a wide range of defense and national security applications, particularly in environments where speed, clutter, and high volumes of data challenge existing sensors and processors. This includes enhanced battlefield awareness and base protection, smarter missile guidance, and more effective surveillance from aircraft and unmanned systems.

Developed under the DARPA-funded Fast Event-based Neuromorphic Camera and Electronics (FENCE) program, the camera was built from the ground up as a new sensing architecture. With the initial contract complete, Raytheon’s Advanced Technology team is now exploring follow on demonstrations and data collection that would showcase the sensor across a broader set of mission scenarios and target types.

On April 1, RTX’s BBN Technologies announced that it has released Maude-HCS, an open-source toolkit that enables cyber defense teams to model, test and validate covert communication networks. Funded by the Defense Advanced Research Projects Agency (DARPA) under its PWND2 program, the toolkit is available on GitHub and provides fast, reliable and scalable performance, allowing teams to accelerate innovation, validate designs and deploy in real-world environments.

“Maude-HCS provides users a rigorous yet practical way to validate performance-privacy guarantees of hidden communication designs before they ever touch the wire,” said Dr. Joud Khoury, principal investigator at RTX BBN Technologies. “This capability has the potential to fundamentally change how the national security community builds and validates covert communication channels.”

Hidden communication systems embed covert messages into ordinary network activity with the goal of concealing not only the content of the communication but also its very existence, so an observer sees only routine traffic. These systems are critical to both internet freedom and national security efforts, enabling journalists and U.S. armed forces, for example, to exchange information safely in high-risk or contested environments where overt communications might be monitored or blocked. Since the detection of a hidden channel can endanger lives and compromise missions, it is essential to ensure these systems remain both effective and undetectable.

How Maude-HCS solves the problem:

  • Provides rigorous guarantees on performance, scalability and privacy: predicts latency, data rate and how long the system can operate without being detected, with just 1% to 9% error compared with a controlled experimental deployment — confirming that the channel meets mission requirements while remaining invisible.
  • Accelerates validation: replaces weeks of trial-and-error testing with automated analysis that delivers results in hours.
  • Operates on standard computing hardware: scales log-linearly with model size, including the number of messages exchanged in the network, to handle enterprise-scale traffic on a single eight-core server.
  • Enables open‑source collaboration: allows universities, industry partners and government labs to reproduce results and extend the toolkit, reducing development cycles from months to days.

 

By delivering measurable, verifiable pre-deployment performance, Maude-HCS strengthens U.S. cyber defense, protects critical infrastructure and maintains operational advantage in contested environments.

On February 10, RTX‘s BBN Technologies announced that it has been awarded a contract by the Department of War (DoW), in partnership with the National Spectrum Consortium, to support its Advanced Spectrum Coexistence Demonstration program. This initiative addresses concerns about maintaining the operational readiness of critical national security radars when they share the same radio frequencies with commercial 5G networks.

Current spectrum coexistence tools can take tens of minutes to detect interference, negotiate a new allocation, and reconfigure radios. This delay leaves both commercial 5G users and incumbent radars vulnerable to service loss or unsafe operations. In the program’s first phase, the BBN-led team will create a basic “smart spectrum manager” that can detect when a radar is operating and predict whether a 5G signal might interfere and automatically shift 5G traffic to avoid issues in seconds.

In the second phase, the project will evolve from a basic working model to a more advanced prototype equipped with cutting-edge tools to ensure radar and 5G networks can share the same frequencies reliably and seamlessly. These tools will transform the system into a smart, self-managing platform that follows preset rules to automatically optimize spectrum sharing. Once developed, this platform can be deployed on operational radars and 5G systems, allowing them to work safely, securely, and efficiently side by side, with little need for human involvement.

“Lives are put at risk when a radar misses a target, whether it’s a ship navigating waters or a rescue team tracking a storm,” said Chris Vander Valk, BBN principal investigator for the effort. “Our work ensures those radars stay reliable, even as 5G frequencies become increasingly congested, so public and private shared use of the spectrum is optimized for all users.”

BBN will integrate these components into a system for future government use and will incorporate a risk management function to balance potential impacts on incumbent and commercial operations.

The team hopes to achieve a 50% increase in usable commercial 5G capacity, a 20 dB drop in unwanted interference to radars, and a 1,000-fold improvement in 5G link quality when both systems operate side by side. To accelerate the transition, the team will also deliver a “sandbox” version of the spectrum access system that can run in the cloud or at the edge of the network, simplifying the move from testing to real-world deployment.

If successful, the system will turn a longstanding “either/or” dilemma—protect the radar or grow 5G—into a “both/and” solution, expanding the nation’s digital economy while preserving national security.

Collins Aerospace, an RTX business, showcased its latest innovation in anti-jam Assured Positioning Navigation and Timing (APNT) technology during the U.S. Army’s All-Domain Persistent Experiment at White Sands Missile Range, NM, in December. The successful demonstration highlighted Collins’ smallest APNT ground solution to date, offering advanced capabilities in a portable, modular form.

The business’s Compact Modular Open Systems Standards (CMOSS) Mounted Form Factor (CMFF) card can be used to provide resilient navigation for ground vehicles, including robotic and autonomous platforms. While paired with an external antenna, the solution demonstrated exceptional performance in a denied and degraded GPS environment.

“Our card provides highly precise navigation in contested environments, and a scalable, cost-effective solution that is ready now for integration on a variety of platforms,” said Sandy Brown, vice president and general manager of mission critical products at Collins Aerospace. “The smaller form factor allows for faster mission customization and improved situational awareness.”

During the experiment, Collins’ APNT system maintained assured navigation despite the presence of a significant number of jammers and spoofers. Leveraging Military-code GPS and internal and external organic sensors, the solution fused multiple data sources to ensure uninterrupted connectivity for ground vehicles, even in the absence of reliable GPS data.

All-Domain Persistent Experiment is the Army’s open-air experimentation environment to test capabilities in Denied/Degraded, Intermittent, Limited conditions to advance sensor technologies, networks, data processing, PNT and electronic warfare systems.

On November 4, Raytheon UK, part of RTX’s Raytheon business, announced that it has been awarded a contract to provide orbital analysts in support of the UK’s Space Domain Awareness mission.

Under the contract, the UK Space Agency will gain access to Raytheon UK’s NORSSTrack software, which enhances orbital analysis and operational responsiveness by mapping and tracking satellites, monitoring potential collisions and debris, assessing re-entries and providing critical data for decision-making.

The analysts will be based at a National Space Operations Centre facility at Royal Air Force Base High Wycombe, delivering an analysis and response capability that underpins the UK’s growing leadership in space operations.

“Our orbital analysts are among the most capable in the industry,” said James Gray, chief executive and managing director of Raytheon UK. “We’ve invested heavily in developing this talent, particularly in the North-East, as part of our continued support of space domain awareness.”

Space domain awareness remains a vital national capability, ensuring the UK can operate safely, securely and confidently in an increasingly contested space environment. As highlighted in the UK’s Strategic Defence Review, it is central to protecting critical space assets and strengthening resilience across government, defence and industry.

On September 23, Raytheon, an RTX business, announced that it has unveiled the latest iteration of its combat-proven APG-82 radar, the APG-82(V)X. The new radar variant incorporates cutting-edge gallium nitride (GaN) technology to enhance the radar’s effectiveness, delivering increased range, advanced air-to-air, air-to-ground and electronic warfare capabilities.

APG-82(V)X enables faster target detection, tracking and engagement with multi-function fire control and electronic warfare capabilities. As an advanced active electronically scanned array radar, it uses thousands of transmit and receive modules, which enable the radar to rapidly switch between transmitting and receiving signals, providing greater reliability and more precise targeting against aerial threats like cruise missiles, drones and modern fighter aircraft.

“The enhanced capability of this next-generation radar enables aircrew to detect and engage threats at longer ranges than ever before, providing a crucial first-look, first-shoot advantage,” said Dan Theisen, president of advanced products and solutions at Raytheon. “As the threat environment evolves, this new radar will ensure faster decision making and superior situational awareness in contested environments.”

The APG-82(V)X radar incorporates GaN technology, which provides greater range without needing additional power. It’s scalable and built with open architecture standards, with next generation technology and improved processor speed, providing significantly increased capability to current and future generation aircraft.

Development of the radars has begun in El Segundo, California and production of the radars will leverage mature production lines in Forest, Mississippi.

On August 28, RTX BBN Technologies announced that it was recently awarded a contract by the Defense Advanced Research Projects Agency (DARPA) to support its Human-AI Communication for Deontic Reasoning Devops (CODORD) program. CODORD intends to bridge the gap between human regulations and policies and AI comprehension, enabling computers to interpret and apply regulations in a verifiable and explainable way.

BBN’s innovative approach is DONATELLO (DeONtic AssistanT Enabled by Large Language mOdels), a human-in-the-loop AI solution designed to simplify and translate complex regulatory texts into executable logic. Prior analyses, conducted by DONATELLO subcontractors, revealed that even state-of-the-art large language models like GPT-4 often produce incorrect answers and flawed explanations when processing regulatory rules rife with ambiguities and exceptions. DONATELLO aims to accomplish this by offering specific and explainable reasoning for these intricate rules, enhancing computational understanding.

“Regulatory texts are complex, full of exceptions and nuances that challenge traditional programming,” said Dr. Brian Ulicny, BBN principal investigator. “We need systems that can explain why specific actions are permitted or prohibited in ambiguous situations.”

In operational environments like those encountered by the Department of Defense, where expert interpretation isn’t always accessible, decision-makers require clear, actionable insights into regulatory applications. Deontic logic, focused on permissibility, prohibition and obligation, provides a framework for AI tools to interpret regulations.

“With DONATELLO, we’re not just interpreting regulations; we’re empowering decision-makers with clarity and precision,” explained Ulicny.

The BBN team includes Johns Hopkins University and Stony Brook University. Work will be performed in Cambridge, Massachusetts; Baltimore, Maryland; and Stony Brook, New York.

On August 5, RTX’s BBN Technologies was awarded a contract from the Defense Advanced Research Projects Agency (DARPA) to support its Intelligent Generation of Tools for Security, or INGOTS, program. INGOTS aims to strengthen cybersecurity by developing advanced methods to identify and mitigate complex exploit chains, preventing their use in real-world attacks.

Exploit chains pose a growing threat, amplified by the increasing complexity and sophistication of cyberattacks. The U.S. Cybersecurity and Infrastructure Security Agency’s Known Exploited Vulnerabilities catalog has surpassed 1,300 entries, with steady growth reflecting the increasing number of threats targeting essential services and networks. Despite this rising threat, current assessment methods rely heavily on manual analysis, requiring significant expertise and time. INGOTS seeks to address this challenge by automating the creation, modification, modeling and analysis of exploit chains to enable faster and more effective security interventions.

“Effectively countering exploit chains requires more than just identifying individual vulnerabilities. It demands a system that can replicate real-world attack scenarios and anticipate potential risks before they are exploited,” said Jack Dietz, BBN principal investigator.

To support this effort, BBN will apply its expertise in testbed architecture to develop the System Test of Android at Large-scale Accelerating Generation and Modeling for INGOTS Test and Evaluation, or STALAGMITE. This system will serve as a comprehensive platform for testing and evaluating exploit analysis tools.

“Today’s manual methods for assessing exploitability are costly, time-consuming and lack scalability and efficiency,” said Dietz. “We aim to alleviate this burden from security professionals by accelerating the automatic identification of security risks across various devices and configurations using precise testing and measurement to strengthen overall cybersecurity defenses.”

While the program focuses on the Android ecosystem, the methodologies and technologies developed under INGOTS are expected to have far-reaching applications across personal, business, government and military sectors. The BBN-led team includes Assured Information Security. Work on the program will be completed in Cambridge, Massachusetts; Columbia, Maryland; and Rome, New York.

On May 6, Raytheon, an RTX business, announced that it successfully demonstrated the Air Space Total Awareness for Rapid Tactical Execution, or ASTARTE, system’s ability to integrate with multiple military command and control systems during Project Convergence Capstone 5.

Developed by a team of technologists led by Raytheon Advanced Technology, ASTARTE enhances airspace operations and deconfliction in highly congested battlespaces. The software automates the ability to provide a real-time common operational picture by integrating with existing command and control systems, predicting airspace usage, and improving speed by reducing time for planning and generating courses of action for joint fires.

“ASTARTE’s advanced capabilities in airspace deconfliction and mission planning provide a technological edge that can enhance overall effectiveness in multi-domain operations,” said Colin Whelan, president of advanced technology at Raytheon. “This makes the system an extremely valuable asset for modern, complex, large scale military operations.”

In a Live, Virtual, Constructive environment, Army and Air Force personnel worked together to prosecute dynamic targets using a combination of fires, fixed wing aircraft, and attack helicopters. Operators used the ASTARTE software to generate courses of action for airspace conflicts with each operator seeing only relevant information for their specific function.

Based on its analysis, ASTARTE provided real-time recommendations to the operators, saving time and improving the quality of decision-making compared to current manual and standalone processes.

Since last year’s demonstration at the Capstone 4 event, the ASTARTE system has been refined and improved to provide new capabilities, handle larger scenarios, and improve reliability to adapt to changing operational needs. This flexibility is crucial as military requirements and technologies continue to advance.
