In modern conflict zones, the proliferation of inexpensive unmanned aerial systems (UAS) with equally low-quality sensors, in addition to widespread GPS spoofing and jamming, have rendered traditional drone video collection unreliable. Significant metadata drift in tactical video feeds leads to “targeting paralysis”: high-quality imagery is available, but the underlying geographic coordinates are too inaccurate for precision activities.

To solve this, Raptor Sync georegisters the full-motion video feed from the drone’s on-board camera with Vantor’s 3D terrain data in real-time, enabling downstream GXP intelligence fusion, multi-domain interoperability across different sensors, and accurate ground coordinate extraction at a demonstrated absolute accuracy of <3 m. This system enables previously impossible intelligence and targeting workflows.

“In contested environments, the sensor’s imagery and video collections are only half the battle; the accuracy of the data it produces is what determines mission success,” said Kurt de Venecia, senior director of product development at BAE Systems GXP. “By including Raptor directly into our GXP intelligence workflows, we are providing analysts with the ability to maintain absolute targeting confidence, even when the platform’s systems or inertial sensors lack high absolute accuracy.”

Injecting corrected Key-Length-Value (KLV) metadata from Raptor directly into the drone’s video stream at the edge enhances accuracy prior to exploitation in GXP software. This overrides inaccurate telemetry, enabling analysts using GXP solutions to extract weapon-quality coordinates and execute intelligence and targeting missions in real time.

“Analysts cannot afford to lose confidence in where a target actually is,” said Paul Millhouse, senior director, raptor products at Vantor. “By using Raptor to correct video before it enters the GXP Ecosystem, we’re enhancing the performance of existing and new drone fleets. The result is a more resilient workflow for extracting accurate ground coordinates and maintaining operational tempo.”

Under the contract, Pacific Defense will deliver SOSA/CMOSS-aligned mission systems to enable vehicle-based experimentation by U.S. Marines. The Next Generation EW prototype is centered on the C5ISR Modular Open Suite of Standards (CMOSS) and the Sensor Open Systems Architecture (SOSA) technical standards. This approach enables rapid integration of new hardware and software into a common chassis, accelerating capability insertion while reducing vendor lock and lifecycle costs.

“This effort reflects a pivotal shift toward software-defined, open architecture C5ISR/EW capabilities that can keep pace with the modern threat environment,” said Frank Pietryka, VP of EW, SIGINT and autonomy at Pacific Defense. “By leveraging SOSA and CMOSS, we’re enabling a scalable, interoperable ecosystem that allows the USMC to rapidly integrate and deploy new capabilities at the tactical edge. We’re proud to support this initiative and help inform the next generation of EME systems.”

This award builds on Pacific Defense’s role as the incumbent on the U.S. Army’s CMOSS Mounted Form Factor (CMFF) program and the Australia Land 555 program. Insights gained through this effort will provide MARCORSYSCOM leadership with critical data to inform future force modernization and follow-on program decisions.

PM EW&C is exploring an acquisition strategy to provide commercially sourced, worldwide, end-to-end lifecycle management and integration for the Army’s portfolio of Electromagnetic Warfare (EW) systems.

The current acquisition and fielding model presents challenges in meeting the diverse, mission-specific requirements of tactical commanders. Fielding a common basis of issue (BOI) across varied formations (e.g., heavy, light, airborne) has proven to be neither cost-effective nor optimal for ensuring battlefield lethality against modern, technologically advanced adversaries.

To address these challenges, PM EW&C is contemplating a new acquisition framework designed to increase flexibility, speed, and commander involvement in the equipment selection and fielding process.

The Government is considering a dual-contract approach to separate the procurement of capabilities from their integration, ensuring both robust competition and objective systems engineering. This strategy consists of two planned Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. One Single Award (SA) IDIQ for integration, and one Multiple Award (MA) IDIQ for capabilities.

Multiple Award (MA) IDIQ Contract: To establish a comprehensive catalog, or “menu,” of EW and Signals Intelligence (SIGINT) capabilities, equipment, and services from a wide range of qualified industry partners. The Government anticipates issuing individual Request for Task Execution Plans (RTEPs) or RFPs to award task orders on a Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Cost Reimbursable, and/or Firm-Fixed-Price (FFP) basis.

One Single Award (SA) IDIQ Contract: To secure a single Integrator responsible for the engineering, integration, and fielding of mission-tailored capability sets. This contract will be for the impartial, technically and operationally sound engineering and integration of capabilities selected from the MA IDIQ. The Integrator will be responsible for designing, delivering, and supporting fully integrated, unit-specific EW/SIGINT capability sets. To ensure impartiality and protect the integrity of the competitive process, the Integrator contractor and its affiliates will be ineligible to compete for or perform work as a provider of hardware, software, or services under the MA IDIQ for the life of the contract. This restriction is essential to mitigate potential or actual OCIs and prevent unfair competitive advantages.

Electronic Warfare (EW) enables warfighters to disrupt or manipulate adversaries’ communication and weapon systems. With the rapid pace of technological advancements and proliferation of modern radar and missile systems, the need for advanced EW capabilities to protect high-value military platforms in future conflicts has become increasingly critical.

ASSET is being solicited as a 1-STEP CALL FOR PROPOSALS under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (MAA) (FA2377-25-S-1207).

The objective of the ASSET requirement is to provide the Department of the Air Force with comprehensive tools to model, analyze, assess, and predict mission-level effects based on sensor performance obtained empirically or through modeling, simulation, and analysis across multiple domains to include air, ground, space, and cyber.

The purpose is to generate knowledge and understanding of multi-domain sensing autonomy mission sets that fuse information from any source, reason closed loop over the environment, and enable improved, timely, and executable battlespace decisions for Intelligence, Surveillance, and Reconnaissance (ISR), Strike, and Electronic Warfare (EW).
