Under this award, Viasat will design and develop this new high-assurance (formerly Type 1), high-speed EDE to meet the most stringent government security standards for protecting classified data up to Top Secret/Sensitive Compartmented Information (TS/SCI) levels. Viasat has a long history of developing and delivering National Security Agency (NSA) certified encryption solutions to help protect sensitive government data – from ground-to-space, ship-to-shore, and the tactical edge-to-cloud data centers. Viasat received this IDIQ award during the first half of its 2025 fiscal year.

Through this multi-year IDIQ contract, Viasat’s government encryption team under its Defense and Advanced Technologies segment will develop, certify, and sustain this next-generation high-assurance encryptor to meet evolving government security specifications, cloud communications requirements, and security threats. Viasat’s first-generation KG-142 high-assurance, high-speed EDE has been protecting cloud and transport data networks since 2017. This next-generation EDE will expand on the ground-breaking KG-142 capabilities, addressing demand for increased network traffic bandwidth, lower power requirements, and advanced device management.

These capabilities are critical as Department of Defense networks increasingly shift to utilize cloud service providers and support a Joint Warfighting Cloud Capability. The demand for high-assurance encryption to protect the government data in and between those cloud data centers and core transport networks is rapidly growing.

Viasat’s new high-speed, high-assurance EDE will provide 16 times more bandwidth and an estimated 60% power savings compared to its current generation of high-speed EDE products, while maintaining the same footprint. The next-generation EDE is expected to provide the most encryption bandwidth density (3.2Tbps aggregate per standard rack unit) of any available high-assurance EDE, designed to deliver enough data encryption processing for over 100,000 simultaneous 4K video streams to be encrypted and decrypted every minute.

The companies have worked together to successfully develop, demonstrate and validate a Mobile Access Capability Package (MACP) architecture that is compliant with the U.S. National Security Agency’s (NSA) Commercial Solutions for Classified (CSfC) program and resistant to threats from quantum computing.

This innovation introduces a quantum-secure, nested IPsec tunnelling configuration using Arqit’s Symmetric Key Agreement Platform (SKA-Platform), strongSwan VPN, and the Intel NetSec Accelerator Reference Design with Intel Xeon D processor and Intel Ethernet Controller E810. The MACP architecture meets CSfC security requirements while eliminating the scale and logistics issues of traditional key management methods, modernising secure mobile access to classified data.

The NSA’s MACP framework provides secure mobile access to classified networks by requiring two layers of commercial encryption. The Equus/Intel/Arqit collaboration demonstrates post-quantum symmetric encryption, mitigating risk from cryptographically relevant quantum computers (CRQCs) while maintaining performance and scalability.

Arqit’s SKA-Platform enables symmetric keys to be agreed dynamically and securely between VPN endpoints, removing the need for manual keying processes such as couriering, loading or auditing, an operational breakthrough for CSfC architectures. Performance tests achieved 90% throughput retention across dual-encrypted tunnels in realistic environments, demonstrating minimal performance impact while delivering post-quantum security.

Viasat’s advanced data-at-rest solution expands on legacy DAR encryption solutions, providing enhanced protection for classified data across multiple systems and platforms with hardware-based encryption and continued assurance for high-risk operations using a more flexible M.2 form factor. By using the industry standard Non-Volatile Memory Express (NVMe) interface and common form factor M.2 2280, the DARC-ssd 600 will allow customers to integrate next-generation encryption with the latest commercial-off-the-shelf (COTS) and tactical military devices – laptops, tablets, desktops, and network-attached storage.

Data is decrypted upon bootup of the device with mandatory two-factor authentication and then encrypted immediately when the device is powered off. Viasat’s solution combines this dual authentication and full disk hardware encryption within a tamper-evident internal NVMe M.2 SSD to safeguard sensitive and classified data.
