Garciga brings critical defense tech vision and an extraordinary track record of driving innovation and operational impact to Booz Allen, having served as U.S. Army CIO since June 2023. During his tenure, he led the Army’s technological transformation efforts, which included accelerating AI policy implementation and navigating the introduction of large language models and agentic AI into the Army enterprise and operational infrastructures.

This Series A investment in NODA AI is the latest addition to Booz Allen’s growing portfolio of startups fielding and advancing autonomous systems for the Department of War. This week, the DoW announced a $55 billion plan to fund autonomous capabilities including orchestration. This aligns directly with NODA’s core technology and reinforces Booz Allen’s role in scaling and deploying mission-ready autonomy.

These added features enable teams to build stronger, more scalable detection and threat hunting strategies by revealing how attack behaviors evolve over time, turning historical insights into proactive defense.

In a recent evaluation of a single, sophisticated malware sample, Vellox Reverser completed analysis in minutes, evaluating more than 120 functions and flagging 39 as malicious. It then generated a comprehensive report with indicators of compromise mapped to the MITRE ATT&CK framework, along with deployable defensive measures for rapid response.

The new location reflects the evolving needs of Booz Allen’s business, which requires flexible spaces that can enable and accelerate the company’s advanced technology capabilities.

“We continue to invest in an innovative, optimized Booz Allen. Our new headquarters will provide our people, partners, and customers with upgraded resources to build the technologies that support national missions while rightsizing our facilities footprint,” said Kristine Martin Anderson, chief operating officer at Booz Allen.

Interior build-out in the recently completed building is scheduled to begin in Summer 2026, with the new space expected to open in Fall 2027.

The new headquarters will include both 1870 Reston Row Plaza and multiple floors of 1800 Reston Row Plaza. The company’s office at 8283 Greensboro Drive in McLean, Va. will be decommissioned in 2028.

Government agencies face enormous pressure to modernize their software practices while keeping up with strict security and compliance requirements. In one defense-related program, Booz Allen engineers used Chainguard’s technology to accelerate an ATO process that had been stalled for nearly a year. With Chainguard’s hardened containers, they achieved approval in just eight weeks.

At the heart of this partnership is Chainguard Containers and its continuously updated catalog of over 1,700 zero-CVE container images. Each image is built from source in hardened infrastructure, comes with signed software bills of materials (SBOMs) and attestations, and is hardened with Federal Information Processing Standards (FIPS)-validated cryptography, the company said.

Booz Allen and SEEQC will work to solve the core engineering challenges that currently exist in quantum computing, such as detecting and addressing computational errors, saving energy, and scaling the devices so that clients can leverage full-scale quantum computers sooner.

The collaboration will integrate Booz Allen’s quantum software into SEEQC’s software stack. This integration is intended to accelerate the development of the first large-scale quantum computer. The teams will work together to build the software and firmware that bridges the classical and quantum components of SEEQC’s full-stack chip technology.

“The moment for whole-of-nation quantum innovation and investment is now. Our national security and global standing depend on it,” said Bill Vass, chief technology officer at Booz Allen. “Booz Allen’s work with SEEQC this year will allow us to provide mission-ready quantum solutions to our clients more quickly, and this expanded partnership will strengthen our ability to build the solutions that will bring the U.S. one step closer to realizing its quantum potential.”

For more than a decade, Booz Allen has been committed to Quantum Information Science & Technology (QIST) and has worked with its clients to bring quantum technologies—including quantum computing and quantum-resistant encryption—to current missions. SEEQC, founded in 2018, has focused on building the infrastructure to integrate control and readout electronics with the qubit chip to form full-stack quantum processors.
