Garciga brings critical defense tech vision and an extraordinary track record of driving innovation and operational impact to Booz Allen, having served as U.S. Army CIO since June 2023. During his tenure, he led the Army’s technological transformation efforts, which included accelerating AI policy implementation and navigating the introduction of large language models and agentic AI into the Army enterprise and operational infrastructures.

Additionally, he previously served as the chief technology officer and senior advisor on technology for the Defense Threat Reduction Agency.

Booz Allen and SEEQC will work to solve the core engineering challenges that currently exist in quantum computing, such as detecting and addressing computational errors, saving energy, and scaling the devices so that clients can leverage full-scale quantum computers sooner.

The collaboration will integrate Booz Allen’s quantum software into SEEQC’s software stack. This integration is intended to accelerate the development of the first large-scale quantum computer. The teams will work together to build the software and firmware that bridges the classical and quantum components of SEEQC’s full-stack chip technology.

“The moment for whole-of-nation quantum innovation and investment is now. Our national security and global standing depend on it,” said Bill Vass, chief technology officer at Booz Allen. “Booz Allen’s work with SEEQC this year will allow us to provide mission-ready quantum solutions to our clients more quickly, and this expanded partnership will strengthen our ability to build the solutions that will bring the U.S. one step closer to realizing its quantum potential.”

For more than a decade, Booz Allen has been committed to Quantum Information Science & Technology (QIST) and has worked with its clients to bring quantum technologies—including quantum computing and quantum-resistant encryption—to current missions. SEEQC, founded in 2018, has focused on building the infrastructure to integrate control and readout electronics with the qubit chip to form full-stack quantum processors.

Aligned with Booz Allen’s growth strategy, VoLT (Velocity, Leadership, Technology), Inserra and Escaravage will focus on continuing to bring digital transformation, advanced technology innovation, and differentiated mission outcomes to Booz Allen’s defense clients as they navigate the most challenging national security environment in half a century.

Inserra began her career at Booz Allen as an engineer in 1998 and has served a diverse portfolio of clients over nearly three decades. She most recently led the company’s Aerospace business, where she oversaw the rapid scaling of innovative technical offerings for clients including the U.S. Air Force, U.S. Space Force, and NASA. In previous roles at Booz Allen, she led the operations and strategy team for the defense and commercial business, launched the firm’s technology adoption and translation offering, and was a leader in its military and civil health businesses.

Inserra will succeed Executive Vice President Judi Dotson, who is retiring in June 2025 after a 35-year career with the firm.

He brings deep expertise in helping clients grow and scale AI and other advanced technologies throughout their critical mission portfolios, as well as integrating dual-use technologies across the digital battlespace at speed and scale.

This strategic cooperation will enable the accelerated development and delivery of Booz Allen’s Distributed Battle Management Node (DBMN) Tactical Operations Center-Light (TOC-L) prototype utilizing Booz Allen’s Modular Detachment Kit (MDK) as the foundation of the solution. MDK is a proven and operational multidomain integration agent for tactical command and control (C2) that provides holistic integration of disparate tactical C2 data systems.

“Warfighters need a highly mobile, tailorable, and scalable command and control system at the edge,” said Steve Escaravage, executive vice president at Booz Allen and leader of the firm’s Digital Battlespace Platform. “MDK was designed to meet this operational need and enable new warfighting concepts including joint fires. This proven solution exemplifies Booz Allen’s focus on applying innovation at the intersection of mission and technology while transitioning new capabilities from the lab to real-world operations.”

Booz Allen’s operational battle management command and control prototypes using MDK as a design baseline were developed within the firm’s Digital Battlespace Platform, which builds modular, scalable, flexible solutions to empower a joint force at the edge. Using model-based systems engineering (MBSE) for design rigor, MDK’s architecture ensures adaptability and informed decision making providing the Joint Forces a transformational tactical equipment package that can be configured and scaled to meet the commander’s intent to complement Agile Combat Employment (ACE) requirements. MDK is a fielded capability that has demonstrated tangible results in a warfighter environment in multiple domains through live-fire exercises and rapid deployment by the U.S. Air Forces in Europe (USAFE) to bring state-of-the-art capabilities for theater C2.

The collaboration on TOC-L aligns with L3Harris’ focus on fielding integrated, scalable, and resilient solutions that enable decision making for the warfighter at the tactical edge.

This joint effort also brings together two industry leaders. For more than 100 years, Booz Allen has positioned itself at the forefront of complex missions, providing its in-depth expertise in AI, cybersecurity, and engineering to the federal government, while L3Harris has been an industry leader in key areas, including tactical radios, datalinks, and waveform development for over 70 years. In addition, L3Harris’ expertise in MSI, scalable sensors and processing, tactical communications, cyber, production, and sustainment will broaden MDK’s applicability and make the solution readily available and accessible to warfighters across services in any domain.

As COO, Anderson will take primary responsibility for accelerating firmwide operational performance and the transformation of the company’s business model, in collaboration with leaders from across the firm.

Anderson has been a leader at Booz Allen for more than 16 years. Anderson previously led Booz Allen’s Health business. She grew that business and significantly expanded Booz Allen’s position at the core of essential public health, life sciences, and healthcare delivery and payer missions in federal health agencies. Across all of her leadership roles, Anderson has thrived on discovering and bringing together the best talent with the bold thinking required to solve complex challenges through collaboration and innovation.

Also effective June 1, 2022, Rich Crowe, an executive vice president serving as chief growth officer, has been appointed as president of the firm’s civil sector and will join the firm’s leadership team. Prior to this current role, Crowe led and scaled the health business. Throughout his 17 years at Booz Allen, Crowe has led or supported some of the firm’s largest wins across all sectors.
