USMC is seeking information from interested organizations on capabilities in the marketplace for the maintenance, enhancement, and expansion of the Insider Threat Program Monitoring Tool.

As part of the Marine Corps Insider Threat Program, there is a Monitoring Tool used to detect insider threats on the Marine Corps Enterprise Network (MCEN). The information compiled from these sources, integrated with information from various other sources (e.g., human resources, law enforcement, and counterintelligence) supports analysis and response to counter insider threats on the MCEN. This effort is specific to the monitoring tool application maintenance, capability enhancement, and expansion.

The Marine Corps Insider Threat Program’s Monitoring Tool is mostly fielded. The platform includes the following capabilities:

1. User Activity Monitoring (UAM)
2. Behavioral Analytics Platform (User Behavior)
3. Case Management System

To support the USMC Insider Threat Program, the contractor shall field the Behavioral Analytics Platform, operate, enhance, expand, and sustain a comprehensive Insider Threat Monitoring System.

Under the contract, Pacific Defense will deliver SOSA/CMOSS-aligned mission systems to enable vehicle-based experimentation by U.S. Marines. The Next Generation EW prototype is centered on the C5ISR Modular Open Suite of Standards (CMOSS) and the Sensor Open Systems Architecture (SOSA) technical standards. This approach enables rapid integration of new hardware and software into a common chassis, accelerating capability insertion while reducing vendor lock and lifecycle costs.

“This effort reflects a pivotal shift toward software-defined, open architecture C5ISR/EW capabilities that can keep pace with the modern threat environment,” said Frank Pietryka, VP of EW, SIGINT and autonomy at Pacific Defense. “By leveraging SOSA and CMOSS, we’re enabling a scalable, interoperable ecosystem that allows the USMC to rapidly integrate and deploy new capabilities at the tactical edge. We’re proud to support this initiative and help inform the next generation of EME systems.”

This award builds on Pacific Defense’s role as the incumbent on the U.S. Army’s CMOSS Mounted Form Factor (CMFF) program and the Australia Land 555 program. Insights gained through this effort will provide MARCORSYSCOM leadership with critical data to inform future force modernization and follow-on program decisions.

The demonstration explored Phantom’s ability to conceal encryption signatures and blend traffic into routine flows across operational networks, with the goal of improving survivability of mission-critical data in future deployments.

Phantom was tested across multiple transport layers including satellite communications (SATCOM), commercial cellular, and mesh radio networks, as part of efforts to evaluate resilient connectivity options.

“Northern Edge gave us an invaluable opportunity to learn alongside Marines as we refine Phantom,” said John Parkes, Chief Executive Officer of Parry Labs. “Experimentation with prototypes in operational environments helps us accelerate improvements and ensure future systems meet the demands of the battlefield.”

NE25 was a U.S. Indo-Pacific Command-led, joint multi-domain exercise held in August 2025 in Alaska and the surrounding ocean, featuring approximately 6,400 personnel and multiple U.S. and Canadian forces, including the USS Abraham Lincoln carrier strike group. The exercise aimed to test new capabilities, strengthen joint interoperability, and enhance combat readiness for high-end warfighting across air, land, sea, cyber, and space domains within the Joint Pacific Alaska Range Complex.

Under the contract, Curtiss-Wright will supply PEO Land Systems with its size, weight and power (SWaP) optimized PacStar 400-Series technology, including the PacStar 451 Server, PacStar 453 GPU Enhanced Server, and PacStar 448 10-port 10 GbE Switch modules. These products provide small form factor (SFF) ruggedized compute and switching capability at the tactical edge, significantly improving mobility and enhancing speed of deployment while improving transmission rates and data access. The contract is valued at approximately $18 million and follows an earlier order in 2023 in support of the CDN/ASM program valued at more than $15 million.

MARA falls under North American Industry Classification System (NAICS) Code 334220, of which includes, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

The MARA is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance/Electronic Warfare (C5ISR/EW) Modular Open Suite of Standards (CMOSS) based radio system that uses Sensor Open Systems Architecture (SOSA) standards to fill in system level specifications that are not covered by CMOSS and the other standards.

Primary uses of a MARA radio system will be communications and supporting Command and Control, Fires and other warfighting functions as required by the Fleet Marine Force. Users will primarily be from the 06XX and 28xx occupational fields (communications). The MARA will provide tactical edge communications as the Radio Frequency transport on tactical voice radio networks and tactical data networks up to, and including, Top Secret level.

Under the five-year contract, ManTech will advance the client’s Information Warfare programs through the application of Intelligent Systems Engineering (ISE), applying practices such as Model-Based Systems Engineering (MBSE) secured by the company’s Cognitive Cyber capabilities to enhance development of technical and operational solutions, conduct commercial product evaluation and assessment, perform training, and execute concept demonstrations and Field User Evaluations.

McQ’s sensors, including McQ RANGER and McQ Image Processing Nodes, were selected by the USMC following a two-year competitive assessment across multiple vendors. Representative systems from McQ and others were rigorously tested in 2023 and 2024 against their challenging requirements. The USMC assessment concluded that McQ’s family of sensors provides the best detection performance, meets their communications architecture needs, and satisfies their stringent requirements for size, weight, and power (SWaP). Additional selection criteria included system cost, ease of operation, sustainment support, and time to manufacture.
