In their first joint effort, Riverside Research and Plexus developed the Aegis R52L Enhanced Retransmission Device, designed to secure end-user devices. Together, they moved from the initial concept to identifying requirements, developing prototypes and planning for full-scale manufacturing in under nine months. This pace sets a new standard for bringing these commercially viable technologies to market.

A national security leader, Dr. Semmel is director emeritus and served as director of the Johns Hopkins Applied Physics Laboratory (APL) from 2010 to 2025. As director, Dr. Semmel was CEO of a $2.7B per year organization and oversaw close to 10,000 staff members who conducted highly innovative research and development for the Department of Defense, NASA, the Intelligence Community, and other federal agencies.

Prior to assuming his current role in 2010, Dr. Semmel served as the founding head of APL’s Applied Information Sciences Department, business area exec­utive for Infocentric Operations, assistant head of the Power Projection Systems Department, deputy director of the Research and Technology Development Center, business area executive for Science and Technology, and supervisor of the System and Information Sciences Group.

Dr. Semmel also has significant academic experience, having served as chair of multiple professional engineering graduate programs and as a professor with Johns Hopkins University. Before joining the Laboratory, Semmel held leadership and technical positions with Wang Laboratories, MITRE Corporation, and the U.S. Army. He has received numerous honors, published and presented extensively in the areas of artificial intelligence and large-scale database systems, and led a variety of national-level task forces and studies.

He has served as a member of the Defense Science Board and the U.S. Strategic Command Strategic Advisory Group and is currently a member of the Council on Foreign Relations. Dr. Semmel is a West Point graduate with master’s degrees in computer science and systems management and a Ph.D. in computer science.

The contract was awarded with a one-year base and four one-year options for providing continued subject matter expertise and engineering services, spanning a total period of performance of five years and an overall estimated value of $160M. “This competitively bid contract represents confidence in Riverside Research’s support to DIU’s mission and serves as an essential element of our overall Department of Defense (DoD) R&D program portfolio,” said Shiloh Dockstader, director of the Commercial Innovation Center.

Under this contract, Riverside Research will provide technical, engineering, and advisory support to DIU and its mission partners to prototype, transition, and scale commercial technologies across the DoD. Riverside Research will use deep learning methods on new observations and state vectors generated from NorthStar’s “always on,” space-based Wide Field of View (WFOV) space-based situational awareness (SSA) collection, its synthetic simulations, and its patented processing routines to deliver more advanced commercial SSA tools for automated detection, tracking, and characterization of Resident Space Object (RSO) maneuvers and space object separation events for improved space navigation and safety-of-flight. The Riverside Research solution is containerized and cloud-based for secure integration into existing software systems and scalable to allow extensibility to emerging sensors and proliferated space architectures.

In addition to facilities dedicated to the execution of work for Riverside Research’s customers, set in a combination of unclassified and cleared areas, this location will support Riverside Research’s Open Innovation Center (OIC), a multi-disciplinary research and development center within Riverside Research. The new location will also house its Commercial Innovation Center (CIC), an online development and test platform providing a secure, virtual, open ecosystem for commercial space related research and development.

The move to 12601 Fair Lakes Circle in Fairfax represents $14.7M in lease dollars over the next decade, with a $7.5M capital improvement investment from the company. The facility will house 55 high-tech jobs and $9.1M in overall annual salary. Additionally, the company anticipates adding an estimated 60 new high-tech jobs to this office.

Riverside Research employs more than 700 technical experts and support staff across the country. The national security nonprofit’s mission is to solve challenging and complex problems for government agencies tasked with keeping our nation safe.

The DEEP-SDA project aims to address the critical issue of space domain awareness by harnessing the power of existing star trackers and data to develop a software tool to enable the USSF to characterize and detect objects in low Earth orbit (LEO). Spire will be the leading provider of star tracker imagery, and all data will be used in direct support of the Joint Task Force-Space Defense Commercial Operations Cell (JCO), a specialized Space Force unit that works with commercial space data.

“As activity in space increases, monitoring it is critical for the safety, security and sustainability of our space domain,” said Chuck Cash, vice president of federal sales at Spire. “With our star tracker imagery, Riverside Research can more accurately provide space domain awareness for the JCO and USSF.”

Star trackers are optical sensors utilized on satellites to precisely determine and maintain their orientation in space. Spire’s star trackers capture images of celestial bodies, particularly stars, within the satellite’s field of view.
