The C5ISR Center is hosting an engagement event open to all of industry, for the purpose of providing two-way collaboration on current and future technologies.

1. Who: The intended audience includes active and prospective industry partners. No media will be invited to attend.
2. When/Where: The two-day event is Tuesday 25 August – Wednesday 26 August. It will be held fully in-person at Aberdeen Proving Ground, in both the Myer Auditorium and the APG Recreation Center gymnasium.
3. Purpose: The Army has been undergoing significant change over the last year focused heavily on increasing the speed with which capabilities are delivered to Soldiers and reducing bureaucratic challenges along the way. Through ongoing Continuous Transformation and Acquisition Reform, paired with strategic organizational realignments for Forge Generation, Force Development and Force Design, the Army is adapting faster than ever to sustain asymmetric advantage and remain resilient against emerging threats. A key tenet to the success of these efforts is the close partnership and collaboration with the Army’s industrial base. This year’s Industry Expo will offer insights to critical science and technology (S&T) efforts across the Center’s core competencies and aid industry in identifying how to best invest internal research and development (IR&D) funds supporting these activities.
4. Format: The event will utilize a dual approach in delivery. The C5ISR Center will present key S&T efforts and investment / technology thrust areas through panels and slide presentations (day one) and then transition to a symposium-style format (day two) with booths representing technology areas across the Center to facilitate a two-way dialogue.

The Army C5ISR Center is interested in identifying industry antenna technologies that can allow tactical radios the flexibility to transmit across the Electromagnetic Spectrum (EMS) for purposes of avoiding congestion and contention.

Tactical vehicles integrate various omni directional antenna solutions that provide both a high physical and electromagnetic signature. Tactical radios are configured to transmit at pre-programmed frequencies (presets) and are limited to these frequencies when maneuvering across the EMS.

C5ISR Center is seeking information from companies offering solutions that leverage advancement in frequency sensing capabilities to automatically up or down convert legacy radios transmit frequency across the EMS to avoid RF congestion and/or contention. A frequency sensing capability should be integrated in a multi-band software-defined antenna that can support various frequencies across the EMS, waveform types, and multiple radio inputs. The information from companies can be a combination of all the desired elements or a subset of the desired elements.

This requirement is for support services that are required by C5ISR Center and its facilities located at Aberdeen Proving Ground, MD, Lakehurst, NJ, Fort Dix, NJ, Fort Belvoir, VA and various other CONUS locations as required. Services requirements include facilities, infrastructure, planning, environmental, operations and maintenance activities, engineering support services (including but not limited to master planning services, lab renovation support to include SCIF and Open Storage Secret, MEP and geothermal efficiency studies/analysis and alterations), Program and Project Management, ancillary DPW program support and tenant mission support.

Experience with the performance of the above-described services on a multi-year, ongoing basis for multi-building campuses and multiple location sites of comparable size, mission, and scope to the C5ISR mission is required.

The C5ISR Center released this RFI to identify capable navigation warfare (NAVWAR) techniques, technologies, and enablers that may inform future research and development efforts.

The Army must compete against a complex contested environment.  The environment will be multi-domain, technologically advanced, automated, and highly capable in the modern battlefield.  Our objective is to provide the maneuver force the ability to effectively sense the environment, in order to successfully complete their objectives. The US Army  C5ISR Center is interested in systems TRL 4 and above that use radio frequency (RF) techniques to detect emitters, protect RF position, navigation and timing (PNT), locate emitters and identify waveforms.

The C5ISR Center is interested in systems that perform a single part of the detect, protect, locate, characterize, and identify mission, as well as systems that perform all functions. Systems that are designed for other spaces, but cover the navigation signals at the top of the ultra high frequency (UHF) band with functions in the above mission space are also of interest.

Purpose: The event will focus on the Center’s growth areas across all six S&T core competencies. The intent is to remain technology-focused and not tied to any specific acquisition or contract action(s). The content briefed will better build an industrial base in areas where one presently lacks and identify industry partners for technologies yet undeveloped or initiated, and therefore without a solidified industry relationship.

The two-way exchange will aid industry in identifying how best to invest internal research and development funds (IR&D), and surface innovative solutions already being explored by the Center or industry. C5ISR Center technology leads will share status of current project areas and expand into future growth opportunities across key mission areas. The discussions held will focus on technologies with new starts planned for FY26 through FY28, contributing to building the Army of 2040.

Format: The event will utilize a dual approach in delivery. The C5ISR Center will present investment areas, technology areas worth industry exploration and partnership (day one). The event will then transition to a symposium-style format (day two), with booths representing technology areas across the Center to anchor an exchange. For the second day’s expo, industry may attend either in the morning or afternoon, for capacity considerations. Both timeslots will be duplicative, with the same technologies present and same information shared at both.

This is a notice to announce that a RFI has been issued through the Sensors, Communications, and Electronics Consortium (SCEC) for Expeditionary Smart Power System (SPS) Prototype Development.  This notice and the associated RFI documents are tentatively issued according to the authority provided under 10 U.S.C. § 2371b, Other Transaction Authority. The current due date for the Request for Information is 06 March 2023, 1400 Eastern Standard Time.

The U.S. Army Combat Capabilities Development Command (CCDC), Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center Research and Technology Integration (RTI) Directorate, Power Division (PD) seeks the development of a suite of enhanced capability, SPSs to support Multi-Domain Operations (MDO), while reducing energy consumption and logistics burden.  The U.S. Army has an enduring need for hardware and software solutions for intelligent power and energy-enabling systems including soldier-portable tactical power sources durable enough to operate reliably under the austere field conditions inherent in Large Scale Combat Operations (LSCO).  The power suite prototypes will be a combination of new advanced capabilities as well as enhancements/upgrades to the current software and hardware baseline to expand Army power capabilities.

There has been an ever-increasing need for clean power on the battlefield for power consuming weapon systems.  These power systems are required to communicate securely and effectively with the user, each other, and the systems they support to form a smart integrated network.  CSISR anticipates the development of a SPS prototype consisting of an integrated suite of advanced interoperable power systems for various weapon system platforms that can demonstrate significant improvement in performance to prepare the Army for the modern battle space environment.  The program seeks to improve current power sources (components) and develop new products that are not fielded to create a robust source of power that can be adapted and reconfigured to meet the extend power needs for the growing number of tactical electronic devices.

The objective characteristics of the prototype will encompass an optimization of tradeoffs in power storage, power regeneration, and the ability to tap power from opportunistic available sources, while providing the user with condition status in a practical form factor that is scalable to the application.

CSISR Center is interested in receiving information from companies capable of developing a SPS prototype capable of providing the capability described above.  CSISR Center intends to use this information to invite a subsequent request for proposals (RFP) on the topic.

The agreement establishes a cooperative effort to assess and develop Intelsat General’s technology and services as a solution for the Army’s mission and efforts to progress satellite communications (SATCOM) systems capabilities. The CRADA between the C5ISR Center and IGC will also help to establish a working environment to conduct tests, demonstrations, experiments and exploratory information exchanges.

Intelsat General’s FlexGround service aligns closely with the Army’s Tactical Network Modernization focus for Capability Set 2023. FlexGround offers highly portable broadband connectivity both on the pause and on the move, enabling ground force mobility, range extension, rapidly deployable command posts with smaller electronic and physical signatures, converged mission command and control, common operational picture technologies, improved cybersecurity, and anti-jam capabilities.
