On May 14, the Air Force Research Laboratory (AFRL) posted a draft solicitation for the multiple-award contract. Responses are due by 4:00 p.m. Eastern on June 15.

AFRL Procurement Headquarters (PK), located at 1864 4th St, Building 15, Wright-Patterson AFB, OH 45433, is announcing a DRAFT solicitation for the AFRL Multiple Award Indefinite Delivery/Indefinite Quantity (AMAC) contract vehicle.

The AFRL Multiple Award Contract (MAC) vehicle is intended for streamlined acquisition of Science and Technology (S&T) across all technology areas relevant to the Air Force Research Laboratory (AFRL). The AMAC aims to facilitate rapid and efficient technology development, ultimately advancing the state-of-the-art for the United States Air Force and Space Force.

The goal is to provide AFRL with flexible and responsive access to a diverse pool of qualified contractors capable of performing work in any of the below technical areas of interest as well as emerging areas of interest. The secondary objective is to provide a streamlined and standardized acquisition vehicle to be used across AFRL.

AFRL is actively seeking industry input, opinions and responses to the provided draft documentation. Constructive feedback from industry partners is highly encouraged to help refine and finalize the solicitation.

On April 27, the Air Force Research Laboratory (AFRL) posted a request for information (RFI) for the Enterprise Prototype Initiative Consortium (EPIC). Responses are due by May 12.

AFRL has a requirement to continue to provide technology prototypes to the warfighter. This will support the timely delivery of new technology and capability to the Air Force. This process can be used to enhance the way Air Force systems perform and provide an agile adaption and integration of new capability prototypes. The Government is looking to start an AFRL Enterprise Other Transaction for Prototypes (OTP) Consortium Level Agreement to provide these OT Indefinite Delivery Vehicle (IDV) technology solutions by issuing Project Level Orders (PLOs) under the Umbrella Consortium Level OTP Agreement.

Sources are sought to promote an early exchange of information with industry and to solicit comments. We encourage feedback on how the Government can best satisfy its needs, any alternatives we can consider, and how competition can be obtained. Your response is voluntary and will be safeguarded. The Government does not intend to award an agreement on the basis of this request or otherwise pay for the information solicited.

The Other Transaction (OT) Lead’s deliverables are expected to consist nearly entirely of reports (i.e., Quarterly Financial Reports, Monthly Technical Status Reports, Technical Information Reports, etc.), although it is possible that in unique situations the OT-lead could be responsible for the delivery of software, hardware, or technical data. Project-Level Performers within the Consortium will be expected to deliver technical solution prototypes, consisting of software, hardware, and/or technical data. Anticipated deliverables include: technical information reports; maintenance and system administration services; computer software; software documentation; software and technical engineering analyses; security documentation; financial and progress reports; presentations and hardware.

On March 31, BlackSky Technology Inc. announced that it was awarded a multi-year, sole-source $99 million U.S. government IDIQ contract for advanced, next generation capabilities. The company received an initial $2 million to accelerate the design of an advanced large aperture optical payload for Earth observation and space domain awareness platforms.

“This award validates and leverages our investments in leap ahead space technologies that feature next generation space architectures as part of our long-term constellation roadmap,” said Brian O’Toole, BlackSky CEO. “With U.S. government collaboration, we can accelerate these critical technologies as part of multi-year advanced technology development program. In order to demonstrate the scale and impact of these new technologies we’ll be focused on quickly fielding advanced systems that combine future-generation payloads with an evolution of our proven Gen-3 space architecture.”

This AFRL contract serves to develop additional commercial space-based intelligence capabilities and mission applications distinct from those addressed by current Gen-2 and Gen-3 monitoring systems and the company’s future AROS broad area search system. The contract is expected to advance innovations for optical imaging and overall platform-level utility and support more novel applications in high-cadence Earth monitoring and observing objects in low Earth, geostationary and cis-lunar orbits.

“We will leverage the unique, highly scalable core technology of Gen-3 into every incremental advancement along our roadmap looking at the AROS broad area search system as the next step into the more expansive very large-aperture optical imagery capabilities covered by this contract. These advancements will enable very high-resolution imaging and collection performance combined with low latency space-based communications,” said O’Toole.

The satellites developed under this contract are expected to operate as both a data storage and processing hub and be compatible with on-orbit data centers in space, a ubiquitous AI-enabled communications environment. Satellites developed under this effort are also expected to integrate with current and future launch vehicles.

On March 19, the Department of War (DOW) Air Force Office of Scientific Research (AFOSR) issued the updated AFOSR FY26 Partnership Intermediary Agreement (PIA) for Integrated Programmatic and Technical Support to increase Technology Transition & Transfer and Collaborative Project Orders (CPOs). Proposals are due by 10:00 a.m. Eastern on April 4.

AFOSR in Arlington, VA anticipates awarding a PIA under the Statutory Authority 10 U.S.C. § 4124(f) and 15 U.S.C. § 3715 to obtain Integrated Programmatic and Technical Support as described in Attachment J-0 – AFOSR PIA Statement of Objectives (SOO) under this announcement. The Government anticipates awarding a fixed price type agreement.

AFOSR is seeking to focus PIA activities on eight key areas:

  1. Partnership development, collaboration facilitation, and agreement enablement
  2. Technology transfer and early-stage technology transition awareness, market intelligence, and pathway exploration
  3. Technology scouting, industry engagement, and ecosystem analysis
  4. STEM and workforce development, ecosystem and engagement
  5. Access to non-inherently governmental technical expertise, structured studies, and analytic assessments
  6. Development and use of data tools, analytic platforms, and collaboration or innovation environments
  7. Governance support, coordination across Collaborative Project Orders (CPOs), and facilitation of workshops, or engagement activities
  8. Production of factual, communications and knowledge-transfer outputs related to technology transfer and transition (T3) activities

 

The AFOSR PIA is seeking to meet the following seven objectives:

  1. Advance technology transfer and early-stage technology transition awareness by increasing visibility, pathway identification, and feasibility understanding of opportunities arising from Air Force Research Laboratory (AFRL) and AFOSR-funded basic research and related Department of the Air Force scientific and innovation activities.
  2. Enable informed consideration of downstream maturation, adoption, and commercialization pathways by facilitating early-stage transition insight, stakeholder connectivity, and ecosystem engagement, without presupposing acquisition, fielding, or operational decisions.
  3. Expand and sustain mission-aligned partnerships and collaboration networks across academia, industry, nonprofit organizations, state or local governments, affiliated entities, government laboratories, and other non-Federal partners to leverage external expertise, infrastructure, and innovation ecosystems.
  4. Support partnership and agreement readiness by enabling the effective use of non-FAR collaboration mechanisms and partnership instruments, consistent with statutory authority and Government determinations.
  5. Strengthen STEM, workforce, and talent pipeline outcomes aligned with AFRL and AFOSR scientific priorities and long-term Department needs, contributing to the sustainability of the research and innovation ecosystem.
  6. Improve data-enabled insight and decision support through analytics, studies, landscape assessments, and ecosystem intelligence that inform strategy, investment planning, and technology transfer and transition awareness across AFRL, AFOSR, and aligned mission partners.
  7. Enhance transparency, accountability, and effectiveness in the planning, execution, and assessment of PIA-enabled activities to support stewardship of Government research investments and maximize their potential long-term impact

 

The intermediary will primarily serve in a matchmaker capacity, and work to increase the likelihood of successful cooperative activities between the laboratory and industry/academia.

On March 10, DCS Corporation announced that it has been awarded the Assessment of Sensing-Autonomy Sensor Exploitation Technologies (ASSET) contract in support of the Air Force Research Laboratory, Multi-Domain Sensing Autonomy Division (AFRL/RYA). This $95M award is a follow-on to the Mission Effects Analysis of Multi-Domain Sensing (MEAMS) contract currently performed by DCS.

Under ASSET, DCS will assist in providing the Air Force comprehensive tools to model, analyze, assess, and predict mission-level effects based on sensor performance obtained empirically or through modeling, simulation, and analysis across multiple domains to include air, ground, space, and cyber.

On March 9, Hughes Network Systems, LLC, an EchoStar company, announced it has received an award from the Air Force Research Laboratory’s (AFRL) Rapid Architecture Prototyping and Integration Development (RAPID) program for intelligent space data networks that integrates Department of War (DoW), allied, and commercial satellite communication networks. The goal of this contract is to enhance network resilience and ensure reliable connectivity by efficiently routing data across both space and terrestrial infrastructures.

Under this contract, Hughes will focus on developing hybrid, layered satellite networks capable of delivering reliable and efficient communications. This work will provide the insights necessary to address the constantly changing demands of modern connectivity—hybrid, intelligent, and resilient. Hughes will address critical challenges that threaten the development of future space data networks (SDNs). These efforts will provide valuable options for current and future Hybrid Space programs as they evolve to meet emerging needs.

“The network orchestration solutions offered by Hughes respond to today’s rapidly evolving communications requirements, no matter the environmental and mission conditions, so military users can have reliable, real-time information access across multiple domains, equipment types and transports,” said Patrick Markus, vice president and general manager of the defense and government systems division at Hughes. “This architecture leverages software-defined network orchestration tools that rapidly deploy advanced algorithms and artificial intelligence (AI) to optimize data routing and bandwidth allocation dynamically and autonomously throughout multiple network domains, including the tactical edge. The goal is delivering mission-critical capabilities for Department of Defense users in an agile and predictive manner—anticipating and mitigating network disruptions before they impact communications.”

This work will build upon the company’s long-standing efforts to support critical network management initiatives, including the DoW CIO Office’s Enterprise SATCOM Management and Control. This intelligent enterprise management expertise will help transform DoW and commercial networks into a single, interoperable information enterprise by leveraging existing and emerging technologies, including artificial intelligence (AI) and 5G and addressing Zero Trust security. This includes integrating AI and machine learning (ML) to enable the service to analyze network conditions in real time, optimizing performance while maximizing resource efficiency.

On March 4, QuSecure, Inc. announced it has been selected by AFWERX for a Small Business Innovation Research Tactical Funding Increase (SBIR TACFI) contract award in the amount of $3.9M. The contract is focused on Quantum-Resilient Encryption for Special U.S. Air Force (USAF) Missions to address the most pressing challenges in the Department of the Air Force (DAF).

The Air Force Research Laboratory and AFWERX have partnered to streamline the SBIR and Small Business Technology Transfer (STTR) process by accelerating the small business experience through faster proposal to award timelines, changing the pool of potential applicants by expanding opportunities to small business, and eliminating bureaucratic overhead by continually implementing process improvement changes in contract execution. The DAF began offering the Open Topic SBIR/STTR program in 2018 which expanded the range of innovations the DAF funded, and as awarded on Jan. 15, 2026, QuSecure will continue its journey to create and provide innovative capabilities that will strengthen the national defense of the United States of America.

“This TACFI award advances QuSecure’s work with Air Force Global Strike Command (AFGSC) to provide cryptographic resilience in support of the strategic deterrence mission,” said Patrick Shore, director of strategy, government at QuSecure. “AFGSC operates some of the nation’s most enduring platforms, including the B-52, where secure communications and trusted cryptography are critical for mission success. Our objective is to mature the technology in preparation for procurement and long-term sustainment to meet AFGSC mission needs.”

On February 11, the Air Force Research Laboratory (AFRL) posted an advanced research announcement (ARA) for Resilient Analytic Platforms for Intelligence Delivery (RAPID). For best funding consideration in FY26, white papers are due by February 25.

AFRL is seeking innovative white papers for the research, development, integration, test and evaluation of advanced technologies and techniques. This effort will focus on novel cloud-based tools, automating processing workflows, standards development and enterprise integration of existing intelligence capabilities into consolidated, cyber- resilient dashboards and analysis platforms. The goal is to establish a robust foundation for planning, decision-making, and action by delivering tailored, customer-specific intelligence, analytic capabilities, and solutions. These capabilities and solutions need to be designed with cybersecurity integrated upfront and maintained throughout their lifecycle.

This ARA builds upon the foundation laid by previous AFRL BAAs FA8750-21-S-7006 Geospatial Intelligence Processing and Exploitation (GeoPEX), FA8750-17-S-7004 Knowledge Aided Geospatial-Intelligence (GEOINT) Latency reduction (KAGLAR) and BAA- RIK-14-03 Assured Cyber Architectures (ACA), extending the scope to a broader range of intelligence disciplines and a more comprehensive cyber defense posture.

Total funding for this ARA is approximately $237M. Individual awards will not normally exceed thirty-six (36) months with dollar amounts normally ranging from $10M to $50M. There is also the potential to make awards up to $99M.

On February 5, KBR announced it has been awarded a firm-fixed-price task order totaling $77 million under the United States Space Force (USSF) – Decision Support for Headquarters (HQ) Analysis contract. This new contract award from Air Force Research Laboratory’s (AFRL) Integrated Capabilities Directorate and USSF Space Systems Command (SSC), will focus on advancing digital engineering capabilities and assured communications to support AFRL’s modernization priorities. The contract will be carried out over a three-year period of performance in Colorado Springs, Colorado and at Wright-Patterson Air Force Base in Dayton, Ohio.

Under the contract, the team will conduct end-to-end experimentation across multiple systems, scale the capability to handle the volume and speed required for real-world mission operations and collaborate with the Department of War (DoW) and U.S. government to transition solutions onto digital infrastructures. KBR will deliver systems engineering, cybersecurity expertise, software development and strategic communications to advance digital engineering for secure, scalable deployment across secure environments. KBR will implement Model-Based Systems Engineering (MBSE)-driven architecture and services, support AFRL and align with Air Force and DoW digital transformation initiatives.

On January 22, the Air Force Research Laboratory (AFRL) released the solicitation for a science and technology-related multiple-award contract. Proposals are due by 5:00 p.m. Eastern on February 27.

AFRL Procurement Headquarters (PK), located at 1864 4th St, Building 15, Wright Patterson AFB, OH 45433, is announcing a solicitation for AFRL Multiple Award Indefinite Delivery Indefinite Quantity (AMAC) vehicle. This notice of contract action constitutes a formal solicitation and requires the submission of proposals.

This procurement is advertised as a full and open competition. It will utilize the Federal Acquisition Regulation (FAR) Part 15 Request for Proposal (RFP) process, with the intent to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to the responsible offeror(s) whose proposal(s) conform to the RFP. This is an IDIQ contract with no pre-established fixed contract prices. Future requirements and deliverables will be determined by the Contracting Officer, who will issue written Orders to the contractors in accordance with FAR Part 16.505.

Award of orders will be based on specific requirements and may include, but are not limited to, Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and other contract types. The work to be acquired under this effort encompasses diverse Science and Technology (S&T) requirements as described in the IDIQ Statement of Objectives (SOO). The North American Industry Classification System (NAICS) code for this procurement is 541715, with a size standard of 1,000 employees. Foreign participation is not authorized.

The contract will have a five-year base period with three (3) one-year option periods. The estimated maximum dollar value for all contracts combined is $10,000,000,000.00. Order values will be determined by the future needs of AFRL customers. While the government makes no representation as to the number of orders, a minimum of $500.00 is guaranteed to be ordered from each awardee upon issuance of the AMAC contracts. Contractors are not guaranteed work in excess of this minimum guarantee. The Government intends to evaluate proposals and award contract(s) without discussions; however, it retains the right to hold discussions if deemed necessary.
